ITEM 7 .0 / AP FAS
• PAGE1 6/21/2022
And at the conclusion of the public hearing, the Executive Director recommends that the Anderson Public Financing Authority:
1. Adopt an Anderson Public Financing Authority Resolution readopting a zero budget for the Anderson Public Financing Authority for fiscal year 2022-2023.
I FISCAL IMPACT
Adoption of the budget will establish the financial plan for the City for the next fiscal year, and the appropriations establish fiscal controls for each department and fund. Adoption of the Gann appropriations limit will ensure that the City complies with Propositions 4 and 111, which were passed by the voters in 1979 and 1990, respectively, and which place limits on the amount of tax revenue that can be spent by local governments.
I DISCUSSION and BACKGROUND
The budget presented to the Council tonight was originally presented during several workshops. Changes have been made to reflect current revenue and expenditure projections. At tonight's public hearing, the City Council and Public Financing Authority Board will consider adopting a series of resolutions that will put our financing plan in place for the 2022-2023 fiscal year.
The Capital Improvement Plan (CIP) was brought to the Planning Commission on April 25, 2022. The Planning Commission adopted resolution No. 22-03 stating the CIP is in compliance with the General Plan.
Attached to this budget item are three resolutions that, combined, adopt all components of the budget, and the the Gann limit. To assist in understanding the budget, I have included supporting material showing revenue projection detail, a schedule of approved staffing, and the listing of Council adopted priority programs and projects.
General Fund
Total anticipated revenues to the General Fund for the coming year are expected to be $11.82 million. Property tax is projected to be $2.2 million. Transient Occupancy Tax (TOT) is projected to be $682,500. Sales Tax is projected at $4,075,000 for the Bradley Burns, and $2,000,000 for the Transaction and Use Tax aka Measure A. Staff will be continually monitoring revenues due to high inflation. Revenues may be increased above what is considered normal, however expenditures will be higher due to increased costs of goods and fuel.
Budgeted expenditures in the General Fund are $11.42 million. Expenditures have been adjusted from the prior review on May 3, 2022 for minor changes. The difference between budgeted revenues and expenses is a $396,725 increase in the general fund reserve.
Additionally, the American Rescue Plan Act is providing additional revenue. In the fiscal ITEM 7 .0 / APFAS
' PAGE2 6/21/2022
year 2021/2022 the City received 1.2 million and will receive the second payment of 1.2 million in July of 2022. Council has previously approved several items/projects for use of these funds such as repaving the Soccer /River Splash parking area, entrance gates to Anderson River Park, construction of a new playground, etc.
Water and Sewer Funds
Revenues in the Water Fund are projected to be $1,776,277. Expenditures are projected to be at $1,737,404 This will increase reserves in the water fund by$ 38,873. Council has approved rate increases of 5% over the next five years. However, with the Governor beginning to declare drought conditions across the State which may require increased conservation, the revenues in the Water Fund may be greatly impacted. Staff will be continually monitoring for any changes that may need to be made.
Revenues in the Sewer fund are projected at$ 1,909,173 with expenditures at$ 1,966,976, which will be a decrease to reserves by$ 57,803.
Future Fiscal Picture
As always staff is diligently following National, State and Local economic climates in order to ensure the City is able to meet all obligations and the needs of Anderson residents.
The General Fund continues to show stability with a projected increase to reserves of approximately $396,725. As mentioned above inflation will cause revenues and expenditures to likely be higher than would normally be anticipated.
Gas Tax funds will be monitored closely as well due to the fluctuations of fuel prices and consumption, but at this time are projected to be $1,240,807. These projections are the most current that the State has provided.
For all Funds staff will be monitoring expenditures for adjustments due to the rising prices of supplies and materials. These projections as presented tonight have allowed for some increases to materials and supplies due to availability and increased costs.
On a positive note, new revenue-generating businesses are due to open during the fiscal year, such as NorCal Rental and Sales, Sunbelt Rentals, and Maverick! Once these businesses come online staff will review for budget amendments.
I would like to thank the Council, all department heads, managers and staff for their willingness and understanding in preparing this budget and remaining dedicated to their jobs and to the City.
