REGULAR SESSION
The regular session was called to order at 6:00 p.m.

Also present: Assistant City Manager Liz Cottrell, City Attorney Collin Bogener, Police Chief Jon Poletski and City Clerk Christy White.
INVOCATION
Councilmember Hunt gave the invocation.
PLEDGE OF ALLEGIANCE
Councilmember Neutze led the Pledge of Allegiance.
STUDENT REPORTS
Janiel Stroup from the Teen Center gave an update on current activities and invite Council to stop by for a visit. Daniel also gave Council an update on activities at Nortl Valley Continuation School.
INTRODUCTIONS
Police Chief Jon Poletski introduced newly promoted Sergeant Melanie Catanio anc presented her with a plaque from the department congratulating her on her promotion Sergeant Catanio thanked the Chief and Council and looks forward to her new assignment.

CONSENT AGENDA
By motion made, second (Neutze/Hunt) and carried by a 4-0 vote, Council took the following Approved the minutes of the regular meeting of June 7, 2022.
Receive and file warrant 25408 to 25480 in the amount of $244,834.69; Receive and file warrant 25481 to 25562 in the amount of $289,754.24; Receive and file ACH in the amount of $235.00; Receive and file ACH in the amount of 47,445.01.
Vote: AYES: Councilmembers Neutze, Hunt, Baugh and Vice Mayor Gallagher.
ABSTAIN: None.
ABSENT: Browning.

6:11 pm: The City Council recessed and the Anderson Public Financing Authority convened.

MINUTES
By motion made, seconded (Hunt/Baugh) and carried by a 4-0 vote, the Board approved the minutes of the meeting of June 15, 2021.
Vote: AYES: Board Members Hunt, Baugh, Neutze, Gallagher.
NOES: None.
ABSTAIN: None.
ABSENT: Browning.
6:11 pm: The City Council reconvened, and, together with the Anderson Public Financing Authority, continued in joint session.
PUBLIC HEARINGS
ALL LEGAL NOTICES WERE GIVEN ACCORDING TO LAW
JOINT PUBLIC HEARING: ADOPTION OF BUDGET
Finance Manager Cindy Wheeler along with Assistant City Manager / Finance Director Liz Cottrell gave a staff report and answered questions from the Council/Board. 6:19 pm: The Public Hearing was opened. No comments were received. The Public Hearing was closed.
By motion made, seconded (Neutze/Hunt), and carried by a 4-0 vote, the Council adopted Resolution No. 22-28 adopting budget appropriations for fiscal year 2022-2023.
Vote: AYES: Councilmembers Neutze, Hunt, Baugh and Gallagher.
NOES:
ABSTAIN: None.
ABSENT: Browning.
By motion made, seconded (Hunt/Neutze), and carried by a 4-0 vote, the Council adopted Resolution No. 22-29 establishing the Gann appropriations limit for fiscal year 2022-2023 and finding that the adopted appropriations are within the limit.
Vote: AYES: Councilmembers Hunt, Neutze, Baugh and Gallagher.
NOES:
ABSTAIN: None.
ABSENT: Browning.
By motion made, seconded (Hunt/Neutze), and carried by a 4-0 vote, the Anderson Public Financing Authority Board adopted Resolution No. APFA 22-01 readopting a zero budget for the Anderson Public Financing Authority for fiscal year 2022-2023.
Vote: AYES: Board Members Hunt, Neutze, Baugh and Gallagher. 6/21/22
NOES: None.
ABSTAIN: None.
ABSENT: Browning.
MATTERS NOT APPEARING ON THE AGENDA - None.
6:21pm: The Anderson Public Financing Authority adjourned, and the City Council continued.

Councilmembers used this time to report on meetings and activities they participated in and to announce upcoming events.
