WHEREAS, the crime of domestic violence violates an individual's privacy and dignity, security and humanity, due to systematic use of physical, emotional, sexual, psychological, and economic control and/or abuse, including abuse to children and the elderly; and WHEREAS, domestic violence not only affects those who are abused, but also has a substantial effect on family members, friends, co-workers, and the community at large. Children who grow up witnessing domestic violence are among those most seriously affected by this crime. Frequent exposure to violence in the home predisposes children to numerous social and physical problems and teaches them that violence is a normal way of life - therefore, increasing their risk of becoming the next generation of victims and abusers; and WHEREAS, although we have made substantial progress in reducing domestic violence, one in four women and one in seven men in the United States still suffer serious physical violence at the hands of an intimate partner at least once during their lifetimes. Every day, three women and one man lose their lives in this country as a result of domestic violence. Millions of Americans live in daily, silent fear within their own homes; and
WHEREAS, the impact of domestic violence is wide-ranging, directly effecting individuals and society as a whole, cutting across all economic, racial, and societal barriers. The citizens of Shasta County have consistently identified domestic violence as a major community health problem; and WHEREAS, many individuals and organizations in Anderson and Shasta County have come together to provide hope and assistance for all members of families tom apart by domestic violence, as well as providing prevention education activities for everyone in our community; NOW, THEREFORE, BE IT RESOLVED that the Anderson City Council hereby proclaims the month of October 2022 as Domestic Violence Awareness Month in Anderson, in recognition of the important work done by domestic violence programs and encourages all citizens to speak out against domestic violence, actively participating in and supporting the local efforts of One SAFE Place, APO, and the Shasta County District Attorney's Office to assist victims of these crimes in finding the help and healing they need and to work toward the prevention, and ultimately the elimination, of domestic violence.

I DISCUSSION and BACKGROUND
Pursuant to the provisions of the California Constitution and the laws of the State of California, the City is authorized to adopt and impose use and regulatory fees and charges for the municipal services and activities it provides. Such user and regulatory fees may not exceed the reasonable costs of providing the service for performing the activity.
Earlier this month, the City held the second reading for Ordinances Nos. 850 and 851 pertaining to Urban Lot Splits and Two Unit Development. As part of those Ordinances, property owners are required to submit an application for approval for both urban lot splits and two-unit developments. RESOLUTION NO. 22-_
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANDERSON, CALIFORNIA,
AMENDING THE FEE SCHEDULE TO INCLUDE A FEE FOR PROCESSING OF URBAN LOT
SPLIT AND TWO UNIT DEVELOPMENT APPLICATIONS CONSISTENT WITH THE
ANDERSON MUNICIPAL CODE
WHEREAS, pursuant to the provisions of the California Constitution and the laws of the State of California, the City is authorized to adopt and impose user and regulatory fees and charges for the municipal services and activities it provides; and WHEREAS, Article XIIIC of the California Constitution generally states that such user and regulatory fees may not exceed the reasonable costs of providing the service or performing the activity; and
WHEREAS, the City Council has previously established various user and regulatory fees for the services and activities provided by the City, including permit fees, which is set forth in the City of Anderson fee schedule; and
WHEREAS, the City Council recently enacted Ordinances Nos. 850 and 851, which amended Chapters 17.70 and 17.71 of the Anderson Municipal Code pertaining to "Urban Lot Splits" and "Two-unit Development" which included the requirement that applicants seeking to develop their property pursuant to those chapters pay a regulatory fee of $250.00 for the application processing fee, which does not exceed the City's cost of providing the service; and
WHEREAS, the City Council seeks to amend the Anderson fee schedule to include the regulatory fee for "Urban Lot Splits" and "Two-unit Development" applications.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ANDERSON DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. The recitals set forth above are true and correct and are incorporated into this Resolution by reference.
Section 2. The City Council hereby amends the Anderson Fee Schedule to add a $250.00 permit for an application for a development permit under Chapters 17.70 and 17.71 of the Anderson Municipal Code, which the City represents ~s no more than the reasonable costs incurred by the City in providing the service and do not exceed the City's cost of providing the same.
Section 3. The City Council finds that the setting or revising of fees pursuant to this Resolution is exempt from environmental review under the California Environmental Quality Act ("CEQA"), pursuant to Public Resources Code Section 21080(b)(8) and Section 15272 of the CEQA Guidelines, which provide an exemption for the establishment or modification of charges by public agencies that the public agency finds are for the purpose of meeting operating expenses. Based on the record as a whole, the establishment or modification of fees or other charges pursuant to this Resolution is entirely for the purpose of meeting operating expenses in that none of the recommended fees or fee increase would recover more than one hundred percent of the cost incurred by the City to deliver the service provided.
Section 4. This resolution shall take effect immediately upon its adoption.

Background & Selection Process
The City of Anderson (City) invites qualified Consultants to submit Statements of Qualifications (SOQ) to prepare the plans, specifications, estimates, and general construction documents for a Police Headquarters. A copy of this RFQ can be downloaded from the City's website at: www.ci.anderson.ca.us Once all S0Qs are received, the City will interview the Consultant(s) determined to be the most qualified for the scope of work required. A cost proposal need not be submitted with the RFQ.
It is the intent of this solicitation to select a qualified Consultant who will provide the City quality consulting services at the best value, in a timely fashion, and to complete the proposed project. From the SOQs submitted, a selection panel may select the Consultant best able to meet the needs for this project; or may create a "short list" of several Consultants to meet with a panel to discuss the project and the Consultant's qualifications. The panel may consist of City staff, stakeholders, and may include a representative knowledgeable in the specific discipline and/or project scope to discuss qualifications for consulting services for this project. The panel's criteria in its evaluation of the SOQs (not necessarily in this order): experience with related projects, educational background related to discipline, quality of past performance on similar projects, adequate staffing to perform work, ability to work within a project budget, and references. Inclusion on a "short list" does not guarantee the Consultant will eventually be selected and engaged under a contract with the City for consulting services. Exclusion from the "short list" does not disqualify any Consultant whom has submitted an SQQ. The City may include other Consultants on the "short list" at any time prior to Council awarding a consultant agreement. The City reserves the right to make the selection of a Consultant based on any or all factors of value, whether quantitatively identifiable or not, including, but not limited to, the anticipated initiative and ability of the Consultant to perform the services set forth herein. This solicitation for SOQs does not commit the City to enter into a contract or to pay any costs incurred in the preparation of the SOQ. The City reserves the right to accept or reject any SOQs, and to negotiate with any qualified Consultant, or to cancel in part or in its entirety this solicitation for SOQs. All SOQs and materials submitted shall become the property of the City of Anderson.
The Project
Project History
The City of Anderson was established in 1872 and incorporated in 1956. Anderson is divided by the 1-5 corridor and is located approximately 10 miles south of Redding and 136 miles north of Sacramento. As a result of numerous annexation proposals, the City has grown by 1.31 square miles in size since its incorporation, which brings us to our current size of 7.03 square miles.
The Anderson Police Department opened its doors in 195 7 with a force consisting of four patrol offk ers and one chief. The size of the Anderson Police Department has steadily grown since its inception. Below please find figures showing the progression and increase of full-time employees over the past ten years:
