2020 Urban Water Management Plan Adoption

I RECOMMENDATION
The Deputy Public Works Director recommends that the Council:

Consider adoption of a Resolution adopting the 2020 Urban Water Management Plan and direct staff to submit the 2020 Urban Water Management Plan to the California Department of Water Resources.

I FISCAL IMPACT
Adoption of the 2020 Urban Water Management Plan (UWMP) will have no impact on the City's General Fund. However, there could be a significant impact to the Water Enterprise Fund if the 2020 UWMP is not adopted since the City would not be eligible for state water grants or loans unless the City complies with the Urban Water Management Act.

ITEM 8.9a PAGE1 11/1/2022
I DISCUSSION and BACKGROUND
In 1983 the California Legislature approved Assembly Bill 797, Division 6. Part 2.6, and Sections 10610 - 10656 of the California Water Code. This legislation, the Urban Water Management Planning Act, requires urban water suppliers providing water for municipal purposes to more than 3,000 service connections or supplying more than 3,000 acre-feet (AF) of water annually to prepare and adopt an Urban Water Management Plan (UWMP) every five years.

An UWMP supports long-term water resource planning in order to ensure that adequate water supplies are available to meet existing and future water demands. The 2020 UWMP describes the City of Anderson water system and includes information about water supply sources, historical and projected water use, water quality, and water shortage contingency measures.

In order to comply with Government Code 6066, the City notified multiple Shasta County public agencies (see Table 1 UWMP), State public agencies and the public of the DRAFT UWMP preparation via a newspaper announcements, email notification, and online posting.

All interested parties were given a 30+ day review period from August 10, 2022 to September 9, 2022, during which a draft of the UWMP was available on the City's website and at City Hall. All agencies and the public were invited to provide comments and feedback to the City of Anderson Public Works Department in regard to the Draft UWMP.

In addition, the City provided follow up newspaper notices regarding the public hearing on September 29th, 2022 and October 6th, 2022.

In addition, the City conducted a public hearing on October 18, 2022 during the City Council meeting.

To date, the City Public Works Department has received no written comments.

There were no public comments during the October 18, 2022 City Council meeting.

Complete plan is available on the City website and at the City Clerk's Office for review.

Pond Trail update

I RECOMMENDATION
Deputy Public Works Director Peter Wickenheiser will give an update on the pond trails project.

I DISCUSSION and BACKGROUND
On March 19, 2017, Governor Brown requested a major disaster declaration due to severe winter storms, flooding, and mudslides during the period of February 1-23, 2017. The Governor requested a declaration for Public Assistance for 42 counties and Hazard Mitigation statewide. On April 1, 2017, President Trump declared that a major disaster exists in the State of California. This declaration made Public Assistance requested by the Governor available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storms.

Anderson River Park sustained substantial damage during the high-water events on the Sacramento River associated with the February storm events. Some of the most severe damage the park sustained was to the paved trail between the Sacramento River and the ITEM 8.9b PAGE1 11/1/2022
Amphitheater Pond. Approximately 580 feet of the paved trail was washed away, also the levy between the river and the pond sustained severe erosion. Due to the environmentally sensitive location of the trail, reconstruction will require, at a minimum, permits from the Army Corp of Engineers, Regional Water Quality and Fish and Wildlife.

On March 20th, 2018, the City issued a request for proposals from qualified consultants to perform the work associated with the project. Initially three firms were interested and attended a project site visit. Subsequent to that, two of the firms declined to give proposals due to their workload. VESTRA Resources submitted a proposal. They are a well-regarded local environmental and engineering firm that the City has worked with in the past.

The contract was approved by the City Council, on May 10th, 2018. VESTRA began working on plans and environmental surveys.

On August 18th, 2020, an addendum was issued for a required archaeological survey report.

City staff has been working diligently with VESTRA to complete the necessary environmental review and permit documents as requested by FEMA.

On July 28th, 2021, a meeting with VESTRA and City staff was held to identify possible interruptions to the construction design and schedule. The decision was made to split the design into two phases to streamline the US Fish and Wildlife environmental review.
