!SUBJECT
Amend the pay schedule for City Manager and Police Chief due to pay compaction.

I RECOMMENDATION
The City Attorney recommends that the City Council:

Adopt a Resolution amending the pay schedule for the City Manager and Police Chief.

I FISCAL IMPACT
The fiscal impact will be an increase in each classification's base pay of less than 2% to maintain minimum pay compaction limits.

I DISCUSSION and BACKGROUND
April 19, 2022 a Resolution was adopted approving amendments to the Memorandum of Understanding negotiated between the City of Anderson and the Anderson Police Officer Association. This Resolution approved a 2% pay increase for the APOA. This increase has created pay compaction issues for the Police Chief and City Manager. Therefore, an increase to the Police Chief salary of 1. 77% and the City Manager of 1. 90% is necessary at this time.

Authorization to bid the Anderson River Park Amphitheater roof replacement and renovation.

I RECOMMENDATION
The Deputy Public Works Director recommends that the City Council:

Approve the Specifications, Estimate and Contract Documents for the Anderson River Park Amphitheater roof replacement and renovation and instruct staff to advertise forbids.

I FISCAL IMPACT
The proposed project will be funded with ARPA funds. The designer's estimate is $400,000.00
I DISCUSSION and BACKGROUND
In 1986 the City constructed the amphitheater roof line and stage, in 2009 the stage was raised and expanded, the dance floor was added and tiered seating was installed. Since it's ITEM 8.9a PAGE1 1/03/2023
original construction the Mosquito Serenade concrete series has continued to grow in popularity and the sound requirements continue to evolve with technology. Forty years ago, when Mosquito Serenade began sound equipment was "ground stacked", today digital sound equipment needs to be flown in the air above the stage.

The proposed project will redo the current roof line, replacing some of the aged wood and will raise and extend the front of the roof further over the stage to allow for the speakers to be raised to manufactures recommended height. Additionally, the project will construct digital sign walls on each side of the stage for marketing and live camera feed during performances.

Award of contract to Dewberry Architects, Inc. for Architectural and Engineering services for the Anderson Police Station Headquarters Project. !RECOMMENDATION
The Deputy Public Works Director recommends that the City Council:

Authorize the City Manager to negotiate and approve a professional service agreement with Dewberry Architects, Inc. in an amount not to exceed $100,000.00 and authorize the City Manager to execute the agreement on behalf of the city.

J FISCAL IMPACT
The proposed agreement with Dewberry Architects, Inc. would provide the city with consulting services for the Anderson Police Station Headquarters Project. The fiscal impact will not exceed $100,000.00.

ITEM 8.9b PAGE1 1/03/2023
I DISCUSSION and BACKGROUND
On April 5, 2022, Chief Jon Poletski presented an assessment of the existing Anderson Police Department facility. The existing Anderson Police Department facility is inadequate to accommodate the Department's staffing growth and operational needs in support of their mission. The city recognizes the need for this project and is taking the first steps towards the design of a new police headquarters facility that meets the communities' longterm needs.

On October 5, 2022, the City Council authorized the Deputy Public Works Director to seek requests for qualifications proposals for consulting services for the Anderson Police Station Headquarters Project. By the RFQ submittal deadline of October 26, 2022, a total of two firms had responded to the RFQ.

After completing the oral interviews of the firms that responded to the RFQ, on December 19, 2022, the City Manager, the Chief of Police, the Police Patrol Lieutenant, and Deputy Public Works Director recommended the contract be awarded to Dewberry Architects Inc.

Attached is the professional service agreement with Dewberry Architects Inc for the first phase of replacing the existing police department. In this phase the consultant will analyze what our space needs are for today and projected growth in the decades to come.

Additionally, once the space assessment is completed, we will study properties where the new facility can be built and the functionality of the site for operational needs. A final report will be prepared and presented to the council in approximately six months.
