Resolutions directing the filing of the Annual Reports for Assessment District No. 1993-2, Landscape and Lighting District No. 2006-1, South Ridge Terrace - Unit 1 Landscaping Maintenance District, and Sanitary Sewer Maintenance District 1-09, Silvergate Subdivision for the 2023/2024 fiscal year.

I RECOMMENDATION
The Assistant City Manager recommends that the City Council:

1. Adopt a resolution directing PACE Engineering, Inc. to file the Annual Report for Assessment District No. 1993-2, with no rate increase or change in assessment methodology. This assessment district does not allow for rate increases.

2. Adopt a resolution directing David Taussig & Associates, Inc. to file the Annual Report for Landscape and Lighting Assessment District No. 2006-1 for the Vineyards at Anderson, with an authorized cost of living increase.

3. Adopt a resolution directing EFS Engineering, Inc. to file the Annual Report for South Ridge Terrace - Unit 1 Landscaping Maintenance District, with an authorized cost of living increase.

ITEM 8.5 PAGE1 5/2/2022

4. Adopt a resolution directing Pace Engineering, Inc. to file the Annual Report for Sanitary Sewer Maintenance District 01 -09, Silvergate Subdivision, with an authorized cost of living increase.

I FISCAL IMPACT
The City of Anderson established District No. 1993-2 to offset the cost of electrical energy for streetlights with the City. The assessment revenues received in the prior fiscal year were $63,606.

Assessment District No. 2006-1 was established to maintain the public landscaping and lighting along the streets fronting the first 115 lots within the initial Vineyards at Anderson development. The assessment revenues received in the prior fiscal year were $33,299.

South Ridge Terrace - Unit 1 Landscaping Maintenance District was established to maintain the landscape planter area along the north side of Yellow Finch in the South Ridge Terrace subdivision. The assessment revenues received in the prior fiscal year were $12,579.

The Sanitary Sewer Maintenance District 1~09, Silvergate Subdivision was established to maintain the sewer lift station that services the lots in this subdivision exclusively. The assessment revenues received in the prior fiscal year were $5,315.

I DISCUSSION and BACKGROUND
In 1993, the City of Anderson formed Assessment District 1993-2 under the California Landscape and Lighting District Act of 1972. Although the title of the enabling legislation includes both landscape and lighting, in the City of Anderson this annual assessment is restricted solely to provide funds for electrical energy costs for street lighting and no assessment is made for landscaping. The Landscaping and Lighting Act of 1972 requires that each year following the formation of the District, the legislative body renew the annual assessment. The assessment is $15 per developed parcel, plus $10 for each additional living unit on that developed parcel.

On June 20, 2006, the City of Anderson formed Assessment District No. 2006-1 under the Landscape and Lighting District Act of 1972. The purpose of this District is to maintain the streetlights and landscaping within the right-of-way for a portion of the Vineyards subdivision now known as Skyview. The formation documents for Assessment District No. 2006-1 contains a provision allowing annual indexing tied to the published Consumer Price Index. The Assessment Engineer will complete these calculations.

On July 18, 2006, the City of Anderson adopted a resolution forming the South Ridge Terrace - Unit 1 Landscaping Maintenance District. The purpose of this District is to maintain the landscape planter area along the north side of Yellow Finch in the South Ridge Terrace subdivision. The formation documents for the South Ridge Terrace - Unit 1 Landscape Maintenance District contain a provision for annual indexing tied to the published Consumer Price Index. The Assessment Engineer will complete these calculations.

ITEM 8.5 PAGE2 5/2/2022
On March 17, 2009, the City of Anderson adopted a resolution forming the Sanitary Sewer Maintenance District 1-09, Silvergate Subdivision under the Improvement Act of 1911, to maintain the sewer lift station servicing lots in the Silvergate Subdivision. The formation documents for Assessment District No. 2006-1 contain a provision allowing annual indexing tied to the published Consumer Price Index. The Assessment Engineer will complete these calculations.

The first step for placing the annual assessments is for the City Council to direct the engineers of record, PACE Engineering Inc., David Taussig & Associates, Inc., EFS Engineering Inc., and PACE Engineering Inc., respectively, to prepare the various Engineers' Reports. Once complete, these reports are brought back to the Council for adoption.

The proposed schedule for the four renewals is as follows:

Meeting of May 2, 2023 Approve Resolutions to Direct Filing of Engineers' Reports Meeting of June 6, 2023 Receive Engineers' Reports and Adopt Resolutions of Intention Meeting of July 18, 2023 Hold Public Hearings and Approve Assessments

Establish fees for new and existing recreation programs.

I RECOMMENDATION
The Recreation Supervisor recommends that the City Council:

Consider adoption of a Resolution establishing fees for new and existing recreation programs.

I FISCAL IMPACT
The fiscal impact to the General Fund is estimated and dependent on program popularity to be $8,500.
!DISCUSSION and BACKGROUND
Fees for recreation programs are subsidized by the City of Anderson General Fund which the City is proud to provide for its citizens. Affordable access to recreation programs is vitally important to enhance the quality of life for the residents of Anderson and surrounding communities. Community recreation programs provide an outlet for positive social interactions! personal development, physical health and safety and fun. Fees should strike a balance between reliance on tax base funds, other funding sources and user fees.

Any proposed increases (Basketball and Youth Day Camp) in fees will ensure that a portion of the projected program revenue will cover direct costs of programs, such as part-time staff, and supplies.

ITEM 8.6 PAGE1 5/2/2023

Estimated Cost of Staff and Supplies: $3800 /week for 30 kids Youth Basketball
The Youth Basketball Program is a six-game season for elementary aged participants. This program is currently being offered at $35.00 per child. Senate Bill 1 Eligible Projects

I RECOMMENDATION
The Deputy Public Works Director recommends that the City Council:

Consider adoption of a Resolution identifying roadway maintenance and rehabilitation projects in the City of Anderson that will be eligible for Senate Bill 1 funding for fiscal year 2023-2024.
!FISCAL IMPACT
Current estimates identify approximately $275,977 in Senate Bill 1 funding that the City of Anderson will be eligible to receive. This money is earmarked for roadway maintenance and rehabilitation.

I DISCUSSION and BACKGROUND
On April 28, 2017 the Governor signed Senate Bill (SB) 1 (Beall, Chapter 5, Statutes of 2017), which is known as the Road Repair and Accountability Act of 2017. To address basic road maintenance, rehabilitation and critical safety needs on both the state highway and ITEM 8.9a PAGE1 5/2/2023
local streets and road system, SB 1: increases per gallon fuel excise taxes; increases diesel fuel sales taxes and vehicle registration fees; and provides for inflationary adjustments to tax rates in future years.

A percentage of this new Road Maintenance and Rehabilitation Account funding are being apportioned by formula to eligible cities and counties pursuant to Streets and Highways Code Section 2032(h) for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system.

As a condition of receiving these funds for roadway maintenance and rehabilitation the City must identify project(s) that these monies will be used for. The City has an ongoing pavement maintenance program to maintain the integrity of the streets and to prevent costly catastrophic pavement failures so identifying projects falls in line with current practices of the City.

The project identified for SB 1 funding is: City wide grinder dig-out project

1. City-Wide Grinder Dig-out project may include but is not limited to; Riverside Ave., Bruce St., Stingy Lane, Silver St., Diamond St., Briggs St., First St., Marmac Rd., Bay St., McMurray Dr., East St., and Oak St. The dig-outs will be between 3" and 6" deep.

Total cost of the City-Wide Grinder Dig-out project is estimated to be $400,000. This project has an estimated timeline completion of Fall 2023.

Given the unknown funding amount the above identified projects may be combined or scaled back to fit funds that the City of Anderson receives. The City is estimated to receive $334,946 in Highway Users Tax funds and $275,977 in RMRA Funds for a total of $610,922 in fiscal year 2023-2024.

Multi-Jurisdictional Hazard Mitigation Plan

I RECOMMENDATION
The Deputy Public Works Director recommends that the City Council:

Consider adoption of a resolution to accept the Multi-Jurisdictional Hazard Mitigation Plan.

I FISCAL IMPACT
None.

I DISCUSSION and BACKGROUND
On January 1, 2007, Assembly Bill 2140 became law. This law limits the amount of money agencies can receive who do not have an approved Hazard Mitigation Plan. The City of Anderson and Shasta County jointly developed a Multi-Jurisdictional Hazard Mitigation Plan.

Council adopted the plan on June 5, 2012. The plan was accepted by the State Office of Emergency Services (OES) and Federal Emergency Management Agency (FEMA).

ITEM 8.9b PAGE1 5/2/2023
The Hazard Mitigation Plan needs to be reviewed and updated every five years. The plan was last updated in 2017, following that update the Igo Ono Community Services District was included in the Shasta County Multi-Jurisdictional Hazard Mitigation Plan. Staff in coordination with Shasta County and Bold Planning has reviewed and updated the plan.

Shasta County has taken the lead on submitting the plan to the OES and FEMA. It was conditionally approved pending adoption by the City and Shasta County.

A copy of the Hazard Mitigation Plan is available for viewing at the City Clerk's office and will be made available on the website.
