Amend the pay schedule for City Manager and Police Chief due to pay compaction.

I RECOMMENDATION
The City Attorney recommends that the City Council:

Adopt a Resolution amending the pay schedule for the City Manager and Police Chief. !FISCAL IMPACT
The fiscal impact for both increases together is $57,000 annually.

I DISCUSSION and BACKGROUND
March 21, 2023 a Resolution was adopted approving the Memorandum of Understanding negotiated between the City of Anderson and the Anderson Police Management Association. This Resolution approved pay for the Captain position at $106.77 which is currently the Police Chief wage. Industry standard is Chief wage to be 10% above the Captain position. Accordingly, per section 4.2 of Kiser's agreement, the City Managers salary shall be a minimum of 5% greater than his closest paid subordinate. This increase has created pay compaction for the Police Chief and ITEM 8.2 PAGE1 5/16/2023
the City Manager. Therefore, an increase to the Police Chief salary and the City Manager is necessary at this time.

Consider and Approve First Amendment to Online Auction Services Contract with NorCal Estate Sales and Online Liquidation Services

I RECOMMENDATION
The City Attorney and Lt. Blunk recommend that the City Council:

1. Receive a Staff Report

2. Approve a First Amendment to the Online Auction Services Contract with NorCal Estate Sales and Online Liquidation Services to include the sale of firearms and authorize the City Manager to sign the agreement.

I FISCAL IMPACT
Fiscal impact is unknown at this time.

I DISCUSSION and BACKGROUND
On September 20, 2022, the Anderson City Council approved an agreement with NorCal Estate Sales and Online Liquidation Services ("NorCal") for NorCal to sell personal property items ITEM 8.8 PAGE1 5/16/2023
obtained by the Anderson Police Department ("APO") as part of APD's general operations. The original agreement did not include firearms due to the requirement that a firearm sale be conducted by a Federal Firearm Licensed ("FFL") dealer.

Since that time, NorCal has created a partnership with Keith Webber Gunsmithing in Redding, who is a FFL dealer. NorCal handles photography of the firearm, as well as placement on their website for online auction, and Mr. Webber is responsible for the pickup, transportation, storage, and transfer of the firearm consistent with federal law. This arrangement permits NorCal to now include firearms as part of their online auction.

APD would like to amend the agreement to include the sale of firearms. Per the proposed terms of the agreement, for all firearm sales, the City will receive 65% of the firearm sale price, with NorCal receiving the remaining 35% as compensation for their services. Additionally, the City will be required to pay a $20.00 storage fee and a $150.00 pickup, transportation, storage, and transfer fee, which will go directly to the FFL dealer. This payment would be for a group of firearms, consisting of at least 10 or more.

If Contractor decides to use a different FFL dealer during the term of this Agreement, Contractor will provide City with notice of this change within five (5) days of the decision. May 16, 2023 Meeting

Members of the Successor Agency to the
Dissolved Redevelopment Agency of the City of Anderson
Jeff Kiser, Executive Director
May 16, 2023
Resolution approving the issuance of the Successor Agency to the Redding Redevelopment Agency SHASTEC Redevelopment Project Area Tax Allocation Refunding Bonds, Series 2023, for debt service savings.

I RECOMMENDATION
The Executive Director recommends the Successor Agency:

Adopt a Resolution approving the issuance of the Successor Agency to the Redding Redevelopment Agency SHASTEC Redevelopment Project Area Tax Allocation Refunding Bonds, Series 2023, in satisfaction of that condition for approval of an action by the Successor Agency to the Redding Redevelopment Agency in accordance with Section 5 of the Project Formation and Administration Agreement for the joint administration of the SHASTEC Redevelopment Project Area.

ITEM 9.0 PAGE1 05/16/2023
I DISCUSSION and BACKGROUND
The SHASTEC Redevelopment Project Area was formed in 2003 as a joint project between the Cities of Anderson and Redding and the County of Shasta, and their (former) respective redevelopment agencies, pursuant to a Project Formation and Administration Agreement (the "Agreement"). In 2006, Tax Allocation Bonds (the "2006 Bonds") were issued by the (former) Redding Redevelopment Agency, as the lead administrative Agency for the SHASTEC Redevelopment Project Area (the "Project Area"), to fund eligible project costs.

The 2006 Bonds were issued in a principal amount of $15,000,000, of which $9,535,000 remains outstanding. The 2006 Bonds have interest rates ranging from 4.50% to 5.00% on the outstanding bonds. Based on current market interest rates, the 2006 Bonds may be refunded to produce total debt service savings of approximately $2.3 million.

The proceeds of the refunding will be applied to pay the cost of an optional redemption of all outstanding 2006 Bonds, without premium, on or about September 1, 2023 and related costs for bond insurance and/or reserve fund surety and costs of issuance.

All redevelopment agencies were dissolved by the state in February of 2012, and the remaining outstanding debt of such agencies are administered by successor agencies. The redevelopment dissolution law allows successor agencies to refund outstanding bonds if debt service savings can be obtained, based on lower interest rates and no extension of the original final term date of the bonds.

The Successor Agency to the Redding Redevelopment Agency ("RRA") will be the issuer of the 2023 Bonds. Pursuant to Section 5 of the Agreement, the Successor Agency to the Anderson Redevelopment Agency (as well as the Shasta County Redevelopment Successor Agency) must approve the issuance of the 2023 Bonds by the RRA.

The approval and final adoption by the RRA of its bond resolution remains subject to review and approval by the Shasta County Consolidated Oversight Board and the California Department of Finance.
!FISCAL IMPACT
The proposed 2023 Bonds will generate estimated debt service savings of approximately $2,306,836 over the remaining term of the bonds, through September 1, 2036. Pursuant to redevelopment dissolution law, such savings will be split among affected taxing entities (including the City of Anderson general fund), through increased residual tax increment payments to such entities.

Based on the most recent Redevelopment Property Tax Trust Fund (RPTTF) distributions, the City of Anderson general fund receives approximately 1.90% of residual RPTTF payments. Based on that percentage, the City's general fund will receive an increase in RPTTF residual payments of approximately $43,880 from the total debt service savings expected to be generated by the issuance of the 2023 Bonds.

RE: Independent Municipal Advisor's Report: Debt Service Savings Analysis for Successor Agency to the Redding Redevelopment Agency, SHASTEC Redevelopment Project Area, Tax Allocation Refunding Bonds, Series 2023 (the "2023 Bonds")
Background
The Successor Agency to the Redding Redevelopment Agency (the "Agency") is authorized under Section 34177.5 of the State Health and Safety Code to issue refunding tax allocation bonds for economic savings within the parameters set forth in Section 34177.S{a)(l) of the State Health and Safety Code (the "Savings Parameters"). In addition, Section 34177.5 of the State Health and Safety Code provides, in relevant part, that the Agency " ... shall make use of an independent financial advisor in developing financing proposals and shall make the work products of the financial advisor available to the Department of Finance at its request." {State Health & Safety Code Section 34177.S(h), effective 6/27 /12) Urban Futures, Inc., has been retained by the Agency to serve as its independent municipal advisor to determine compliance with the Savings Parameters for purposes of the issuance by the Agency of its 2023 Bonds.

This report in draft form may be used in presentations to the Agency Board and Oversight Board but will be final only after verification of final debt service savings. The 2023 Bonds will be issued for the purpose of prepaying and defeasing the Agency's 2006 Bonds (the "Prior Obligations").

Plan of Refunding
The financing goal is to maximize economic savings by reducing total debt service.

Based on market conditions as of April 28, 2023, Piper Sandler & Co. (the "Underwriter'') has prepared refunding cash flows based on certain assumptions. The refunding of the Prior Obligations from proceeds of the 2023 Bonds and certain funds on hand will achieve a gross debt service savings of $2,306,836 and Net PV savings of approximately $951,190, as shown in Table 3. The estimates assume the contribution of $947,250 of prior reserve funds into the refunding escrow. The savings generated from this refunding are anticipated to result in higher property tax distributions to the affected taxing entities in the future. 1 Refunding Results

Proposed Refunding Complies with State Law
Based on the proposed structure of the 2023 Bonds and the projected debt service savings, Urban Futures, Inc. concludes that the 2023 Bonds comply with the Savings Parameters as described below.

A. Total debt service (principal and interest) on the refunding bonds is less than total debt service on the refunded bonds (sec. 34177.5(a)(1)(A)): Section 34177.S(a)(l)(A) requires that the total interest cost to maturity on the refunding bonds or other indebtedness plus the principal amount of the refunding bonds 3 or other indebtedness shall not exceed the total remaining interest cost to maturity on the bonds or other indebtedness to be refunded plus the remaining principal of the bonds or other indebtedness to be refunded. Table 2 shows projected total debt service savings from the refunding of the Prior Obligations of $2,306,836, calculated as (i) total debt service on the Prior Obligations, minus (ii) total debt service on the 2023 Bonds. Net PV savings is projected to be $951,190.

8. Refunding bonds principal shall be used only for refunding purposes, not for new-money (sec. 34177.S(a} (1)(8)): Section 34177.S(a)(l)(B) requires that the principal amount of the refunding bonds or other indebtedness shall not exceed the amount required to defease the refunded bonds or other indebtedness, to establish customary debt service reserves, and to pay related costs of issuance. Table 1 is the projected sources and uses of funds for the 2023 Bonds, showing that all proceeds are used only for purposes associated with refunding the Prior Obligations and to pay related costs of issuance. No proceeds of the 2023 Bonds will be used for any other purposes, including new-money purposes.

C. Agency shall make diligent efforts to ensure lowest long-term cost financing is obtained, to structure refunding that does not provide for any bullets or spikes or variable rates, and shall hire an independent financial advisor (sec. 34177.S{h)): Section 34177.S(h) requires the Agency to make diligent efforts to ensure that the lowest long-term cost financing is obtained and that the financing not provide for any bullets or spikes or use variable rates. The Agency has retained Urban Futures, Inc., an independent financial advisor registered with the SEC and MSRB, to monitor the pricing of the 2023 Bonds.

In accordance with Section 34177.S(h), the proposed refunding structure does not provide for any bullet principal maturities, debt service spikes or variable rate debt. 4 To:

2023-2025 Budget Workshop - Revenues and Expenditures
I DISCUSSION and BACKGROUND
General Overview
Tonight's workshop will present revenue and expenditure projections for the Council to consider for the 2023·2025 budget cycle. On June 20, 2023, staff will return with final budget numbers for Council to consider for approval and conduct a public hearing to adopt the budget for 2023-2024. Attached to this report are detailed sheets for revenues and expenditures. The Capital Improvement Planning information will be provided at a subsequent workshop.

General Fund Revenues
The General Fund is the City's largest operating fund. This fund provides funding for public safety and the general functions of the City. The main sources of revenue in the general fund are: Property Tax, Sales Tax, and Transient Occupancy Tax. Other sources of revenue to the fund are building fees, parks and recreations fees, fines and forfeitures, and miscellaneous small grants.
1 ITEM W.S.1 5/16/2023
Inflation is adding to changes in revenues and expenditures. While revenues are increasing, the costs of goods are increasing as well. However, the City has also seen new business come to town, i.e Maverik, Norcal Tractors/Trailers, Sunbelt, Pape Kenworth and Quick Quack which is due to open soon, which will provide additional revenue. Staff is continuing to be conservative in estimates due to the rising inflation and not having a full year of the new business' revenue numbers. Total General fund revenues are estimated at $11,786,182. In comparison to the 2022-2023 fiscal year the total General Fund Revenue is decreased due to one-time revenue received in 2022-2023 for the American Rescue Plan Act funding but is increased by $615,569.00 over the 2021-2022 fiscal year.

Property Taxes
Property Tax projections are estimated to be $2,495,892 for 2023-2024. Construction of new single-family homes has significantly slowed generally due to rising interest rates.

Sales Taxes
Inflation is causing goods to cost more thus increasing the amount of Sales Tax the City will receive. Staff is projecting Sales Tax of $4,469,000 and $2,200,000 in Transaction and Use Tax (Measure A) for 2023-2024.

Transient Occupancy Tax
Staff projections for Transient Occupancy Tax are estimated at $830,000 for the 2023/2024 fiscal year. The ending of the pandemic has allowed for a return in travel and tourism, returning this revenue source to an expected amount.

Other General Fund Revenues
Other revenues contributing to the general fund are franchise fees, planning fees, parks and recreation user charges, business license tax and others. With the slowing in construction the building permit and other construction fees are projected to decline slightly.

Below we show charts reflecting all general fund revenues for the past 10 years, as well as Sales Tax and Property Tax.

General Fund Expenditures
Wages and benefits, continue to be the largest expenditure to the general fund. Salaries and benefits for the 2023-2024 fiscal year are projected at $7,198,518. Other expenditures include professional services, insurance, building and vehicle maintenance, computer maintenance, and communications. As mentioned above inflation has increased the cost of goods and services. Staff has adjusted expenditures to reflect higher costs due to inflation.

CALPERS unfunded liability payments are another significant cost. For the 2023-2024 fiscal year, the estimated payment did however decrease by $5,922. The total unfunded liability payment for Miscellaneous and Safety classifications will be $1,133,976 with the Safety Group at $426,074 and the Miscellaneous Group at $707,902. 3 ITEM W.S.1 5/16/2023
The Worker's Compensation Premium is projected to be $260,000. The Liability Premium is projected at$ 448,151 which is a significant increase from the previous year.

The general fund budget is balanced with an increase to the general fund reserves of $41,837 in the 2023-2024 fiscal year. As you can see in the fiscal years 2022-2023 and the 2023-2024 years, revenue and expenditures have seen substantial increases. Several situations have contributed to the increase. In 2022-2023 the City received American Rescue Plan Act funds of about 2,500,000. Inflation has increased the cost of doing business resulting in higher Sales Tax collection but also higher costs of materials that the City must purchase. The City has also had new businesses open. All of these have resulted in higher than typical revenues and expenditures.

The following chart depicts several years of general fund reserve increases/decreases. 4 ITEM W.S.1 5/16/2023

Non-General Funds
The City uses several operating funds to account for different operational needs. We have Water and Sewer Funds, Internal Service Funds, Gas Tax Funds, as well as others.

Water and Sewer Funds
Revenues in the Water fund are estimated to be $1,812,138 with expenditures of $1,877,642. This decreases the reserves by $65,504. Revenues include a council approved 5% increase however, inflation is causing costs to outpace the revenues.

Revenues in the sewer fund are estimated to be$ 1,945,895. Expenditures are $2,145,487.

As with the water fund, we will monitor expenditures costs to make adjustments if needed.

These projections estimate will be a decrease to the Sewer Fund reserve of $199,592.

Conclusion
Revenues and Expenditures in most funds are increasing due to inflation. While the City may collect additional revenue, the buyer power hasn't necessarily increased due to the higher cost of supplies and materials. Staff will continue to actively monitor both revenues and expenditures to make any adjustments needed should the economic climate change.
