REGULAR SESSION
The regular session was called to order at 6:00 p.m.

Also present: City Manager Joey Forseth-Deshais, City Attorney Collin Bogener, Police Chief Jon Poletski and City Clerk Christy White.
INVOCATION
Ryan Wildauer, Neighborhood Church of Anderson/Cottonwood, gave the invocation.
PLEDGE OF ALLEGIANCE
Vice Mayor Melissa Hunt led the Pledge of Allegiance.
RECOGNITION
Mayor Neutze presented Police Chief Jon Poletski a certificate thanking him for his service as Interim City Manager.
Jennifer McDaniel, Director of Operations and Administration, recognized and congratulated Jeff Maze on obtaining his Electrical Inspector Certification.
PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA
arol King-Perea spoke regarding the upcoming Sierra Cascade Logging Conference and th in events they have added to conference. Carol encouraged Council and the public t attend this great event.
CONSENT AGENDA
By motion made, second (Baugh/Gallier) and carried by a 5-0 vote, Council took the following action.
Approved the minutes of the regular meeting of January 2, 2024.
Received and filed warrant 30792 to 30813 in the amount of $129,468.53; Received and filed ACH in the amount of $56,677.30; Received and filed warrant 30814 to 30925 in the amount of $366,220.76.
Vote: AYES: Councilmembers Baugh, Gallier, Gallagher, Hunt and Mayor Neutze.
NOES: None.
ABSTAIN: None.

REGULAR AGENDA
CITY ATTORNEY
CONSIDER APPROVAL OF REAL ESTATE PURCHASE AND SALE AGREEMENT WITH GATEWAY COMMERCIAL GROUP, LLC FOR ACCESSOR PARCEL NO. 201-920-019 City Attorney Collin Bogener gave a staff report and answered questions from Council.
By motion made, seconded (Hunt/Gallier) and carried by a 5-0 vote Council approve the Real Estate Purchase and Sale Agreement with Gateway Commercial Group, LLC for Accessor Parcel No. 201-920-019; and authorized the City Attorney to waive contingencies in contract absent concerns raised in review of title, funding ability by City, or due diligence inspections.
Vote: AYES: Councilmembers Hunt, Gallier, Baugh, Gallagher and Mayor Neutze.
NOES: None.

CITY MANAGER
ATTENDANCE AT INNOVATING COMMERCE SERVING COMMUNITIES (ICSC) LAS VEGAS City Manager Joey Forseth-Deshais gave a staff report expressing the importance and benefits to attending the conference. The City Manager then turned the process over to Mayor Neutze to make a decision on whether to attend the conference and if so, who Council will be sending.
A motion was made by Vice Mayor Hunt to send retired City Manager Jeff Kiser to assist the City Manager Joey Forseth-Deshais, a second was not made. City Attorney Bogener stated that he would need to look into the issue of compensation for Jeff Kiser. Mayor Neutze made a motion to send City Manager Joey Forseth-Deshais, himself, Councilmember Gallagher and a contingency on Jeff Kiser once the Attorney has looked into compensation issues. No second was made. Vice Mayor Hunt then made a motion to send City Manager Joey Forseth- Deshais, Mayor Neutze and Councilmember Baugh. That motion was seconded by councilmember Baugh (Hunt/Baugh) and carried by a 5-0 vote.
Vote: AYES: Councilmembers Hunt, Baugh, Gallier, Gallagher and Mayor Neutze.
NOES: None.
ABSTAIN: None.

Councilmembers used this time to report on meetings and activities they participated in and to announce upcoming events.

Mayor Neutze announced that the Council sat in Closed Session with no reportable action giving staff direction.
