2.2.2 Water Consumption
Since 2015, total consumption has averaged approximately 91,067,000 cf per calendar year as shown in Figure 3. The City's current rate structure only bills for consumption over 1,000 cf each month. With the allotment, the City bills for approximately 66.0% of its total metered water use. To minimize the impact to customers, the City does not want to change the monthly water allotment for this study period.

SECTION 3: WATER FINANCIAL PLAN
Proposition 218 requires that utility rates be based on the reasonable cost of providing service to customers. The cost of service includes annual operating expenses, capital improvement projects, and the accumulation of appropriate reserves. This section summarizes the water utility's revenues and expenses to determine the total cost of service to be recovered via rates. The cost of service is expressed in a cash flow table that illustrates revenue increases needed to keep up with expenses and maintain the financial health of the enterprise.

3.1 Water Revenues
Table 4 summarizes water revenues since 2021/22. The Water Fund has budgeted a total of $1.8 million in total water revenues for 2023/24. Water sales represent the majority of revenues at 98.0%. Other revenue sources include investment and interest earnings, late fees, and capital fees.

3.2.1 Water Capital Improvement Program
Table 6 shows the Water Capital Improvement Plan (CIP) through 2039 totaling $1S,2S7,000. Projects are divided between Immediate Improvements (FY2024-2029) and Long-Term Improvements (FY2029- 2039). The average annual cost for the Immediate Improvements is $6S4,250 for FY202S through 2029.

Projects include critical repairs, such as replacing deteriorating water mains, upgrading electrical systems and equipment, replacing fire hydrants, and the planning and design of the Anderson Heights Reservoir. These projects are essentiaS for preventing leaks and maintaining water system reliability. The Immediate Improvements w ill be cash funded with water rates.

As shown on Table 7, the costs for the Long-Term Improvements are averaged over a 10-year period averaging $1.26 million each year. Projects include replacing additional water mains and the construction of the Anderson Heights Reservoir and the Southern Water Well. It is anticipated that a portion of the l ong-Term Improvements will be funded with grants. l hese capital projects will be completed beyond the scope of this 5-year study and are included for future planning purposes.

3.3 Net Water Revenues
Based on the 2023/24 budget, total expenses will exceed revenues, resulting in an operating deficit as shown in Table 8. Without rate increases, the operating deficit will continue to grow as the Water Fund will need to draw down reserves to cover the operating losses.

3.4 Water Fund Reserves
As of July 1, 2023, the beginning fund balance for the Water Fund is estimated at about $452,000.

Adequate fund reserves protect the City when faced with unforeseen financial challenges such as emergency expenses and revenue deficits. Fund reserves allow the City to maintain its financial health and positive credit ratings, especially during emergencies. Moreover, funding can be drawn from reserves to supplement rate revenues lost during drought conditions or other unexpected situations. It is acceptable if reserves dip below the .target on a temporary basis, provided the City takes action to attain the target over the longer run.

The City's current operating reserve target is 15% of annual operating expenses. L& T recommends the City increase its operating reserve target to 25% of operating expenses plus $50,000 for capital projects.

This target is based on industry standards. Typically, reserve fund targets are at least 25% of annual expenses to account for the fact that it would take an agency roughly 4 months to approve new rate increases under Proposition 218. In addition, most municipalities have a separate capital reserve to fund infrastructure projects and emergency repairs. The cash flow projections show both the current and proposed reserve fund targets.

3.5 Projected Operating Expenses
Table 9 lncludes a projection of future water operating expenses through 2027/28. Salaries & Benefits and Utilities are projected to increase by 6.0% each year. All other operating expenses are escalated by

3.0% annually. The City anticipates hiring two additional positions for the Water Fund, including one cross connection specialist in 2024/25 and one water operator in 2025/26.

3.6.1 Cash Flow Projection with No Rate Increases
The projection in Table 10 summarizes the revenues and expenses based on the 2023/24 budget in addition to the reserve fund balances if the City does not implement any rate increases over the next 5 years. The Water Fund is currently operating in a deficit in which expenses exceed revenues (line 43).

The cash flow shows that the City will fall to a negative water fund balance by 2024/25 (line 45) without any rate increases.

3.6.2 Cash Flow Projection with Recommended Increases
Over the five-year rate study period, the water rate increases are proposed to meet the following objectives, in order of importance:

1. Fund operating costs

2. Fund capital costs

3. Positive net revenues (revenues cover expenses)

4. Meet the fund balance reserve target by 2027 /28
As shown on Table 11, the recommended annual revenue adjustments to cover expenses and maintain fund reserves for 2023/24 through 2027 /28 are as follows: 24.0%, 24.0%, 6.0%, 6.0% and 6.0% (line 2).

These increases are necessary to maintain existing City services, perform critical infrastructure repairs, comply with regulatory mandates, and pay for the costs of supplies and utilities, among other expenses, that have continued to increase since rates were last updated. The first rate increase will go into effect on May 1, 2024 with future rate increases effective January 1 of each year beginning in 2025 through 2028.

The projections are based on the 2023/24 budget and the following assumptions:

Revenues
■ The January 1, 2024 adopted rate increase is already account ed for in the 2023/24 budget. ■ Rents, Late Fees, and Other Revenues are increased by 3.0% each year. • Ready to Serve & Connection revenues are not projected to increase over the next 5 years. • The Interest earnings rate is projected at 1.0% each year. • No Water Capital Fees are included in the 2023/24 budget or the 5-year projection. • Growth is estimated at 0.5% each year. No major changes in the customer base are expected through 2024/25.
• Water consumption is based on a 5-year average (2018 through 2022) and is not anticipated to increase over the next 5 years due to conservation.

Expenses
• Salaries & Benefits are increased by 6.0% each year.
• Utilities are increased by 6.0% each year.
■ All other expenses are increased by 3.0% each year.
• Includes one cross connection specialist in 2024/25 and one water operator in 2025/26 at an estimated cost of $146,000/year.
■ Total CIP costs (Immediate Improvements FY2024 through 2029) equal $2,617,000 and will be cash funded.

With the recommended rate increases, the Water Fund will be net revenue positive by the end of 2025/26 (line 43) and will meet the proposed reserve fund targets (line 51) by the end of 2027 /28.

SECTION 4: WATER COST ALLOCATION
The revenue requirements detailed in the previous section determine the amount of revenue to be recovered from water rates. The cost of service allocation determines how revenues will be recovered from customers based on how they use the water system. Proposition 218 requires that agencies providing "property-related servk es" (including water utility service) set rates and charges that are based on the cost of providing those services and are proportional to how customers use the system.

4.1 Methodology
The purpose of the cost allocation is to classify costs and to determine the amount of revenue that will be recovered from fixed rates and from consumpUon charges. The American Water Works Association (AWWA) recommends methods to classify costs among various customers. Using the Base-Extra Capacity Method as recommended by the AWWA, water operating expenses are allocated to the following categories: (a) Base, (b) Extra, (c) Meters and Services, and (d) Customer Service. The Base and Extra categories are intended to recover variable (consumption) costs, while the Customer Service and Meters and Services categories are intended to recover fixed expenses that are incurred regardless of water used.
• Base: Base costs include the expenses related to providing water under average, "base" demand conditions.
• Extra: The extra category includes costs related to providing water above the system average demand (ie. related to peak, "extra" usage}.
• Meters and Services: These include costs related to maintaining and replacing water meters.
• Customer Service: This category contains costs associated with serving customers, such as billing and answering customer inquiries.

4.2 Cost Allocation
Table 12 provides the proposed cost allocation to each cost category using the 2023/24 budget as the base year. Expenses are allocated according to how they are incurred by the City taking into account estimates of water consumption, staff effort, and the number of meters.

SECTION 5: WATER RATE DESIGN
Based on the cost allocation detailed in Section 4, the next step is to derive the total cost responsibility for each customer class by developing unit costs of service for each cost function and then assigning those costs to the customer classes based on the respective service requirements of each. The Meters and Services and Customer Service categories will be recovered from the Fixed Charges, while the Base and Extra categories will be recovered from the Commodity Charges.

5.1 Billing Units
Table 14 shows an estimate of meter counts and water use. Growth is projected at 0.50% each year. The City is not anticipating any significant development over the next 5 years. Any new connections are assumed to be single family customers with either a 5/8" or 3/4" meter. Water consumption is based on a 5-year average (2018 through 2022) of billed consumption and is projected to remain level through the study period to account for conservation.

5.1.1 Meter Equivalents
The most common method to levy fixed charges is by meter size as shown on Table 15. The base meter size for the City is the 5/8" or 3/4" meter, representing over 90% of all meters served. The AWWA guidelines recommend using meter equivalents to assign demand-related costs to larger meter sizes.

The ratio at which the meter charge increases is typically a function of either meter investment (estimated cost) or the meter's safe operating capacity.

Moreover, larger meters have the ability to place a greater demand on the water system and are therefore charged based on that potential demand (or standby capacity). Water system components such as pumps, tanks, and pipelines are engineered and designed to meet maximum hour demand plus fire flow. The City incurs costs to maintain and operate these facilities at maximum capacity 24 hours a day, 365 days per year. For example, based on the AWWA meter capacity ratios, a customer that has a 2" meter has 5.33 times the capacity equivalency of a customer with a 5/8" or 3/4" meter. (A 2" meter has a safe operating capacity of 160 gallons per minute (gpm) compared to a 5/8" or 3/4" meter which has a safe operating capacity of 30 gpm). The meter capacity ratios ensure that each meter size will be charged based on their proportional impact on the system.

5.2 Fixed Charge Rate Derivation
The rate derivation for the Fixed Charges is shown on Table 16. The total revenue requirement for Meters and Services are divided by the Total Number of Meter Equivalents. Customer Service costs are divided amongst the Total Number of Meters. These two categories are then combined into a single monthly Fixed Charge that increases based on meter size.

For 2023/24, the proposed Meter Equivalent Charge of $7 .00 is multiplied by the corresponding meter equivalent ratio to calculate a Meter Equivalent Charge for each meter size. The Customer Service Charge of $10.59 is added to the Meter Equivalent Charge to derive a total Fixed Charge. The proposed total monthly Fixed Charge for a 5/8" or 3/4" meter is $17.59 for 2023/24. The Fixed Charges for all meter sizes are shown on Table 16.

5.3.1 Outside City Commodity Charges
The City provides water service to approximately 220 accounts in the Wooded Acres community outside the City's limits. These customers have historically been levied a higher Commodity Charge to recover the additional costs needed to serve customers outside the City's boundaries. The Outside City consumption charge is currently 3% higher than the Inside City charge.

Table 18 shows an eight-year history of electricity and labor costs for Wooded Acres. On average, these costs represent 2. 7% of total water expenses. Therefore, this study recommends continuing to charge a Commodity Charge for Outside City customers that is 3.0% higher than the Inside City rate.

5.4 Five-Year Schedule of Proposed Rates
Table 19 summarizes the proposed monthly water rates for the next five years through 2027 /28. All accounts, including residential and non-residential, will be charged according to the proposed rate schedule shown. If adopted, the first rate adjustment will go into effect on May 1, 2024, with subsequent rate increases effective each January 1 beginning in 2025 through 2028. For FY 2023/24, the proposed 24.0% revenue adjustment in the cash flow {Table 11) does not directly correlate to a 24.0% increase in rates due to the updated cost of service reallocation.

Table 20 shows the impacts of proposed rate increases for single family customers with different levels of monthly consumption. The average single family residential customer using 1,500 cf per month will see a $5.43 monthly bill increase effective May 1, 2024. Due to the updated cost of service allocation, the bill impacts to customers for the first year will vary based on customer class, meter size, and actual consumption. Moreover, water consumption, particularly for single family customers, typically varies due to seasonal variations in weather and/or other factors. Hence, a single customer could face a range of impacts throughout the year.

Anderson Park Village Consolidation Project - Authorization to Award

I RECOMMENDATION
The Public Works Director recommends that the City Council:

1. Award the Anderson Park Village Consolidation Project contract after the City receives approval of the construction costs from the State Water Resources Control Board (SWRCB) to RTA Construction, Inc. for $1,877,500.00.

2. Authorize the City Manager to execute the contract upon receipt of the required insurance certificates, payment bond, and performance bond.

3. Authorize the Public Works Director to approve change orders not to exceed 20% of the bid amount.

I FISCAL IMPACT
The Anderson Park Village Consolidation Project. The Engineer's Estimate was $1,238,000.00 and will be reimbursed by the Drinking Water State Revolving Fund (DWSRF) loan. To obtain approval for construction costs, the City must submit a Final Budget Approval (FBA) Package to the SWRCB. The proposed FBA to be submitted is ITEM 8.9b PAGE1 2/6/2024
$3,240,500.00; this includes $1,877,500.00 for construction, $375,500.00 for contingency, and $987,500.00 for soft costs.

The lowest responsible bidder had a bid of $1,877,500.00. Change orders as a contingency not to exceed $375,500.00 (20% of $1,877,500.00). The total fiscal impact is estimated to be $3,240,500.00.

I DISCUSSION and BACKGROUND
Pace Engineering and Sacramento State University approached the City of Anderson regarding partnering with Anderson Park Village Apartments to apply for a grant through the Drinking Water State Revolving Fund. Anderson Park Village is the apartment complex at the southwest quadrant of the Bruce Drive/Emily Drive intersection. They are on a private well but want to be on municipal water.

The master meter consolidation project includes improvements to a small community public water system on the Anderson Park Village apartment complex property and improvements to the City's Volante Well. The existing and deteriorating well used by the apartment complex would be abandoned, and the apartment complex would be connected to the City's public water system by installing a +/-SO-foot waterline from the apartment complex to the City's existing water main in Bruce Drive.

The Volonte Well, which was constructed in 1974, requires repairs. The improvements needed at the site involve removing all above-ground structures and the existing fence. The 45-year-old pump must be replaced, and the well must be redeveloped. A new +/-300- square-foot concrete masonry building and concrete slab will be constructed to achieve this. In addition, a new well pump will be installed, and miscellaneous electrical upgrades will be carried out. A new generator will be installed to provide backup in an emergency, and perimeter fencing will be erected.

The City of Anderson staff, the Department of Water Resources, and the Division of Financial Assistance have completed and reviewed the 100% plans. Pace Engineering has included deductive bid items that will replace the SCADA system Citywide and provide improvements to all well sites. This will enhance the reliability and control of the well pumping infrastructure to the City reservoirs, ultimately resulting in better water management.

Sealed bids were opened, and the lowest responsible bidder was RTA Construction, Inc., with an apparent low bid of $1,877,500.00.
