I RECOMMENDATION
The Police Chief and City Attorney recommend that the City Council:
1. Receive a Staff Report
2. Hold Community Engagement Meeting
3. Perform annual review of military equipment use ordinance and policy
I FISCAL IMPACT
Fiscal impact is unknown at this time.
I DISCUSSION and BACKGROUND
In May of 2022, the Council approved a military equipment policy consistent with AB 481. AB 481 requires each law enforcement agency's governing body to adopt a written military use policy by ordinance in addition to other requirements by the bill. The following are required:
ITEM 6.9 PAGE1 6/4/2024
o Publish the draft military equipment use policy to the Police Department's website 30 days ahead of a public hearing to approve the policy.
o Obtain approval by the applicable governing body (Mayor and City Council), by adoption of a military equipment use policy prior to taking certain actions relating to the funding, acquisition, or use of military equipment, as defined. (See definitions below) o Publish an annual report by the law enforcement agency to include each type of military equipment approved by the governing body.
o Annual review of the military equipment use ordinance by the governing body, and option to either disapprove a renewal of a type of military equipment or amend the military equipment use policy if it determines that the military equipment does not comply with standards for approval.
o Hold at least one well-publicized and conveniently located community engagement meeting within 30 days of submitting and publicly releasing the annual military equipment report.
This agenda item is to meet the annual obligation for the Council to review the ordinance and policy. The ordinance and the policy are attached to this staff report and have remained unchanged since last year. The annual report is being prepared by APO and the public meeting will be scheduled.
Per AB 481, the annual report must include the following items:
(1) A summary of how the military equipment was used and the purpose of its use. (2) A summary of any complaints or concerns received concerning the military equipment. (3) The results of any internal audits, any information about violations of the military equipment use policy, and any actions taken in response.
( 4) The total annual cost for each type of military equipment, including acquisition, personnel, training, transportation, maintenance, storage, upgrade, and other ongoing costs, and from what source funds will be provided for the military equipment in the calendar year following submission of the annual military equipment report.
(5) The quantity possessed for each type of military equipment. (6) If the law enforcement agency intends to acquire additional military equipment in the next year, the quantity sought for each type of military equipment.
In compliance with the annual requirements, APO provides the following report, which is also discussed in the updated policy:
1) The military equipment continues to be used for the same purpose as originally indicated in the initial report.
2) No complaints or concerns have been received regarding the military equipment. 3) APO conducted an internal audit and determined that no violations of the military equipment had occurred.
4) The total costs for the military equipment remains the same as in the original policy. 5) The quantity of military equipment remains the same as in the original policy. 6) APO does not intend to acquire additional military equipment in the next year.
ITEM 6.9 PAGE2 6/4/2024
It is also intended that the community engagement meeting, pursuant to Government Code section 7072(b), occur at this same time. Members of the community should be asked to provide feedback, if any, regarding the military use policy and annual report.

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF ANDERSON DOES ORDAIN AS FOLLOWS:
Section 1. Determinations and Orders.
1. Anderson Police Department Policy 706 meets the requirements of subdivision (d) of Government Code section 7070 because substantial evidence in the record establishes that:

I SUBJECT
Consider potential allocation of funding for revenue guarantee supporting the Redding to Denver air service.
I RECOMMENDATION
The City Manager recommends the City Council discuss a request from the City of Redding to commit $25,000 to support the creation of an airline route with United Airlines connecting Redding to Denver.
I FISCAL IMPACT
The fiscal impact will be a one-time contribution of $25,000 from the General Fund. Council can propose an alternative amount to contribute.
I DISCUSSION and BACKGROUND
The Redding Regional Airport (ROD) is a full-service airport offering direct flights to San Francisco (SFO), Los Angeles (LAX), Burbank (BUR), and Seattle (SEA). A recent addition is the Avelo Airlines Burbank Flight, providing direct service starting as low as $158.00 roundtrip, this is considered affordable for flights. Currently, ROD is progressing with its Airport Master Plan and is in the process of securing a $30 million Federal Aviation Administration Airport Improvement Grant for a runway rehabilitation project anticipated to commence in 2025. The airport has experienced significant growth in services, benefiting the entire region.
ITEM 8.3 PAGE1 6/4/2024
United Airlines has long sought an eastbound direct flight to Denver from ROD, and recent talks indicate that a deal is near. United is requesting a $2M revenue guarantee, a standard practice for non-hub airports. The City of Redding is actively engaging with local entities and business partners to bridge this funding gap. So far, the city has secured a $760,000 FAA grant and allocated over $100,000 in additional city funding. The city is aiming to raise $1M from various sources (such as Dignity Health, SPI, Bethel, etc.). It also hopes for contributions from government agencies, similar to the support provided in 2018 when the city offered a $25,000 revenue guarantee for the Los Angeles (LAX) flight, which remains operational today. On May 21, 2024, the Shasta County Board of Supervisors ($100,000) and the City of Shasta Lake ($25,000) both voted to allocate funding towards the revenue guarantee.
The economic impact of ROD on the region is substantial, serving commercial passengers and various aviation sectors including air ambulance services, US Forest Service operations, Cal Fire support, business aviation, and general aviation. The airport's master plan estimates that ROD contributes to over 1,300 jobs and $72 million in annual payroll. Passenger numbers at ROD have grown significantly, with a total of 201,780 passengers (enplanements doubled) in 2022 compared to 61,472 in 2012, reflecting a significant increase in regional visitation.

Good Afternoon Dave/ Jess/ Joey:
You may be aware that we are very close to landing an eastbound flight to Denver via United. As part of the potential deal, United is requesting/requiring a revenue guarantee of $2 million (very common in the industry for non-hub airports). I am writing to see if your respective entities may be willing to participate in the funding. To date, the City has received a grant from FAA for $750,000 and identified additional City funding just over$ l 00,000. Therefore, we are looking for about $ l million from many entities in the community (Bethel, SPI, Dignity etc.).
The last time we did this was for the United LA bound flight. For that effort, Shasta County provided $50,000 and Shasta Lake contributed $25,000 and Anderson contributed $25,000.
We are trying to complete this effort (at least with verbal commitment) this month so any information you can provide in May would be very, very helpful. Steve Bade, copied here, can provide you much more info if needed.
Thanks for your consideration.

Adopt a Resolution of Intention to renew Sanitary Sewer Maintenance District 01-09, Silvergate Subdivision for 2024-2025.
ITEM 8.5 PAGE1 6/4/2024
I FISCAL IMPACT
The City of Anderson established District No. 93-2 to offset the cost of electrical energy for streetlights within the City. The assessment will provide revenues of about $63,770 annually, slightly up from $63,755 from the previous year.
The City of Anderson established Assessment District No. 2006-1 to maintain the public landscaping and lighting along the streets fronting the first 115 lots within the initial Vineyards at Anderson development. The approximate annual assessment revenue is estimated at $39,408.00. This is an increase from $35,986.80 the previous year.
The City of Anderson established South Ridge Terrace - Unit 1 Landscaping Maintenance District to maintain the landscape planter area along the North side of Yellow Finch in the new South Ridge Terrace subdivision. The approximate annual assessment revenue is estimated at $14,000.00; a slight increase from $12,600 the prior year. The increase is due to this district's yearly negative Fund Balance.
The City of Anderson established the Sanitary Sewer Maintenance District 1-09, Silvergate Subdivision to maintain the sewer lift station that exclusively services the lots in this subdivision. The assessment provides revenues of about $6,135.77, an increase of $155.49 from the previous year of$5,980.28. The per-parcel amount is$ 65.27, an increase of $1.65.
I DISCUSSION and BACKGROUND
On April 16, 2024, the City Council adopted Resolution No. 24-17 directing PACE Engineering, Inc., the Engineer of Record for the Citywide Landscape & Lighting Assessment District 93-2, to complete and file the annual report per the Landscape and Lighting District Act of 1972. PACE Engineering, Inc. has completed the report, and a copy is on file in the City Clerk's office. The assessments are calculated at $15 per parcel plus $10 for each additional dwelling unit.
On April 16, 2024, the City Council adopted Resolution No. 24-14 directing David Taussig & Associates, the Engineer of Record for the Assessment District 2006-1, the Vineyards at Anderson, to complete and file the annual report per the Landscape and Lighting District Act of 1972. David Taussig & Associates has completed the report. The City Clerk's office has a draft of the full report. The assessments are calculated at $319.30 per unit for lowdensity residential and $1,915.81 per acre for private recreation.
On April 16, 2024, the City Council adopted Resolution No. 24-15 directing EFS Engineering, Inc., the Engineer of Record for the South Ridge Terrace - Unit 1 Landscape Maintenance District, to complete and file the annual report per the Landscape and Lighting District Act of 1972. EFS Engineering, Inc. has completed the report. The complete report is on file in the City Clerk's office. The assessments are calculated at $1,000 per parcel, up from $900 per parcel previously.
On April 16, 2024, the City Council adopted Resolution No. 24-16 directing Pace Engineering, Inc., the Engineer of Record for the Sanitary Sewer Maintenance District 1-09 Silvergate Subdivision, to complete and file the annual report per the Improvement Act of ITEM 8.5 PAGE2 6/4/2024
1911. Pace Civil Engineering Services has completed the report. The complete report is on file in the City Clerk's office. The assessments are calculated at $65.27 per parcel.
The next step for placing the annual assessments is for the City Council to adopt the Resolutions of Intention to renew the Landscape and Lighting District 93-2 (although the state enabling law is entitled '~Landscaping and Lighting District Act of 1972", in Assessment District No. 93-2, no assessment is made for landscaping, but solely for energy costs for street lighting), the Landscape and Lighting Assessment District No. 2006-1, the Vineyards at Anderson (aka Skyview), the South Ridge Terrace - Unit 1 Landscaping Maintenance District, and the Sanitary Sewer Maintenance District 1-09, Silvergate Subdivision.
If the attached resolutions are approved, a public hearing will be noticed and set for July 16, 2024, at 6:00 p.m. to adopt resolutions imposing the assessments for 2024-2025.

Approve a Task Order to the Professional Services Agreement with GHD Inc. for the 2024 McMurry Drive Rehabilitation project.
I RECOMMENDATION
The Public Works Director recommends that the City Council:
Authorize the City Manager to execute a Task Order with GHD Inc. for the 2024 McMurry Drive Rehabilitation project.
I FISCAL IMPACT
The project is being funded by Gas Tax revenue. The contract is not to exceed $37,000 without written approval from the City.
I DISCUSSION and BACKGROUND
Historical McMurry Drive has been a two-lane road but is classified as a minor arterial connecting Balls Ferry Road to North Street. With the construction of Interstate 5, McMurry Drive became the arterial between the Northbound Interstate 5 off•ramp and Northbound Interstate 5 on•ramp. As additional developments occurred, frontage improvements were made to construct curb, gutter, ITEM 8.9 PAGE1 6/4/2024
and sidewalk. As these developments were completed, the road was widened to match the 84' Right of Way. However, as this was done, the layout of travel lanes did not change, except for the Southerly section below Ganyon Drive to Balls Ferry Road. When Rite Aid was developed on the Northerly section, a second lane was added from their parcel limit to North Street. The layout and capacity of the road didn't change again until Quick Quack was developed in 2022.
On July 5, 2022, a reimbursement agreement with Quick Quack was approved to design, construct, and install off-site improvements to provide continuity for McMurry Drive. This extended the arterial design that Rite Aid had started back in 2006. This design established two 12' travel lanes and a 4' bike lane consistent with the City of Anderson Construction Standards 112.70 and the General Plan Circulation Element.
Using the existing RFQ list, GHD was solicited for a proposal to create a 100% PSE package for the rehabilitation of McMurry Dr, creating a well-defined roadway with two travel lanes and a 4' bike lane for Northbound and Southbound directions. The exception to this design is for three parcels created by Parcel Map 22-02. To complete the gap between Anderson Walk-In Clinic and Round Table Pizza, the developer was conditioned to construct complete frontage improvements, including curb, gutter, sidewalk, and paving. This area will be designed and designated to be constructed privately. This design will be provided to the developer to aid in their construction efforts. Completing this during the overall design process ensures continuity throughout the project.
Upon completing the Task Order, a 100% set of PSE documents will be provided to the City within two months from the date of authorization. After reviewing the PSE, staff will coordinate the timeline to bring an authorization to bid for the construction of this project before the City Council.
