ITEM 8.3/APFAS
'
PAGE1 6/25/2024
And at the conclusion of the joint City Council/ Anderson Public Finance Authority, the Executive Director recommends that the Anderson Public Financing Authority:
1. Adopt an Anderson Public Financing Authority Resolution readopting a zero budget for the Anderson Public Financing Authority for fiscal year 2024-2025.
I FISCAL IMPACT
Adoption of the budget will establish the financial plan for the City for the next fiscal year, and the appropriations establish fiscal controls for each department and fund. Adoption of the Gann appropriations limit will ensure that the City complies with Propositions 4 and 111, which were passed by the voters in 1979 and 1990, respectively, and which place limits on the amount of tax revenue that can be spent by local governments.
I DISCUSSION and BACKGROUND
The budget presented to the Council tonight was originally presented during the Budget Workshop on June 18, 2024. Changes have been made to reflect current revenue and expenditure projections. At tonight's Council Meeting, the City Council and Public Financing Authority Board will consider adopting a series of resolutions that will put our financing plan in place for the 2024-2025 fiscal year.
The Capital Improvement Plan (CIP) was brought to the Planning Commission on April 22, 2024. The Planning Commission adopted resolution No. 24-06 stating the CIP is in compliance with the General Plan.
Attached to this budget item are three resolutions that, combined, adopt all components of the budget, and the the Gann limit. To assist in understanding the budget, I have included supporting material showing revenue projection details and a schedule of approved staffing.
General Fund
Total anticipated revenues to the General Fund for the coming year are expected to be $11.54 million. Property tax is projected to be $2.8 million. Transient Occupancy Tax (TOT) is projected to be $665,900. Sales Tax is projected at $4,222,600 for the Bradley Burns, and $2,270,000 for the Transaction and Use Tax aka Measure A Staff will be continually monitoring revenues due to high inflation.
Budgeted expenditures in the General Fund are $11.54 million. Expenditures have been adjusted from the prior review on June 18, 2024, for minor changes. The difference between budgeted revenues and expenses is a $21,756 increase in the general fund reserve. As noted above inflation has increased both the dollar amounts of revenues and expenditures.
ITEM 8.3 /APFAS PAGE2 6/25/2024
Water and Sewer Funds
Revenues in the Water Fund are estimated to be $2,591,341 with expenditures of $2,179,125. This increases the reserves by $412,216. Revenues include the councilapproved water rate increases.
Revenues in the Sewer Fund are estimated to be$ 1,895,577. Expenditures are $2,419,850.
These projections estimate a decrease to the Sewer Fund reserve of $524,273. The Sewer Fund expenditures have exceeded revenues for the past several years. A fee study and rate increases should be considered in the 2024-2025 fiscal year to correct the decline of the Sewer Fund. The last time sewer rates were increased was in the late 1990's.
Much of the increase in expenses for the enterprise funds is due to the unfunded state mandates for water and wastewater, increases in materials (i.e. chemicals, pipe, etc.) and progressive increase in utility rates to run these two operations 24 hours a day, 7 days a week, 365 days a year.
Staff will continually monitor these funds and will bring to the Council any needed adjustments.
Future Fiscal Picture
As always, the staff is diligently following National, State and Local economic climates in order to ensure the City is able to meet all obligations and the needs of Anderson residents.
The General Fund continues to show stability with a projected increase to reserves of approximately $21,756. As mentioned above inflation will cause revenues and expenditures to likely be higher than would normally be anticipated.
Gas Tax funds will be monitored closely as well due to the fluctuations of fuel prices and consumption, but at this time are projected to be $1,260,690. These projections are the most current that the State has provided.
CALPERS unfunded liability payments are another significant cost. For the 2024-2025 fiscal year, the overall estimated payment increased by $214,949. The total unfunded liability payment for Miscellaneous and Safety classifications will be $841,802 with the Safety Group at $519,859, an increase of $93,785, and the Miscellaneous Group at $321,943, a decrease of $292,174.
Staff have worked diligently to decrease expenditures where possible by reducing staff, fleet vehicles, and services where necessary. Below is a brief list of the cost-saving ideas implemented by staff.
No backfill of the following positions:
• Director of Community Services
• Director of Operations and Administration
• APD Lieutenant
ITEM 8.3/APFAS •
PAGE3 6/25/2024
• Officer (Funded for 5 weeks of FY 24-25 lateral to another organization) • Assistant City Manager (Hired Finance Director)
• Maintenance Worker
• APO Support Admin Division Manager (No backfill for first 6 months of FY 24-25) • Clerk Typist (Customer Service/Finance Dept.)
Other cost savings measures:
• Reduction in fleet size (selling of six excess vehicles) • Savings on benefits for Interim Chief (estimated 4 months) • Reduction in Planning Professional Services (Direct correlation with Development) • APO OT Budget
Future Challenges:
• Increases in Work Comp Insurance, Liability Insurance, PERS Unfunded Liability • Inflation
• Utility costs increasing
• Aging infrastructure and deferred maintenance
• Union Negotiations Teamsters
Revenue Challenges:
• Decreasing and declining Sales Tax, Transient Occupancy Tax (TOT), and Development fees (Planning, Engineering, Permits, Building Fees) • Status quo or slightly increasing Property Taxes revenues For all Funds, staff will be monitoring expenditures for adjustments due to the rising prices of supplies and materials. These projections as presented tonight have allowed for some increases to materials and supplies due to availability and increased costs.
On a positive note, new revenue-generating businesses have recently opened, such as Cinders Wood Fired Pizza, Taste and See Creamery, and Hufft Solar. Staff will monitor revenues closely for any adjustments needed due to new business.
We would like to thank the Council, all department heads, managers and staff for their willingness and understanding in preparing this budget and remaining dedicated to their jobs and to the City of Anderson.

!FISCAL IMPACT
The maximum rate of pay for the position is $88,046.
The total fiscal impact, utilizing cost savings from an upcoming vacancy, is approximately $21,000. Of that, $5,541 will impact the general fund due to this position being funded by multiple divisions within the City. This position is budgeted for in the 2024-25 Fiscal Year Budget.
ITEM 8.3 PAGE1 6/25/2024
j DISCUSSION and BACKGROUND
Staffing changes in late March of 2024 created a consolidation of the second floor (Public Works, Engineering, Planning, Code Enforcement, and Building) in City Hall. Previously, the City structure included a Director of Administration and Operations who oversaw Planning, Code Enforcement, and Building. Removing this position created cost savings after minor changes have been made to the overall staffing structure. Currently, the Deputy Public Works Director oversees the Planning Division, while the Director of Public Works directly oversees the Code Enforcement and Building Department.
With a vacancy of the Engineering Technician position, there is a need for daily management-level supervision and guidance for the line-level staff and administrative assistance for the Director of Public Works. Having assistance through a managerial position is important to provide direction and guidance to the vast departments that the Director of Public Works oversees. The Administrative Services Manager will report to and receive general administrative direction from the Director of Public Works.
The Administrative Services Manager would assist the Director of Public Works by supporting staff in Planning, Building, Code Enforcement, and Public Works. Some of the highlighted duties this position is responsible for are our safety program and training, staff evaluations, NPDES, tracking of the fleet assets, public outreach and presentations, contract management, staff reports, and assistance with water, wastewater, and solid waste compliance.
The Engineering Technician position that is becoming vacant would freeze for the time being due to a decline in development and demand for engineering services within the City of Anderson. If development increases and the demand for the position increases, staff would propose filling the position to Council.
