I SUBJECT
Amend and update the City Job Descriptions for the Police Lieutenant, Police Sergeant and Police Officer.

I RECOMMENDATION
The City Manager recommends that the City Council:

Adopt a resolution to amend and update the City Job Description for the Police Lieutenant, Police Sergeant and Police Officer positions.

I FISCAL IMPACT
None.

ITEM 6.9 PAGE1 11/5/2024
IDISCUSSION and BACKGROUND
The job descriptions for the Police Lieutenant, Police Sergeant, and Police Officer positions have not been updated in over ten years. Given the evolving responsibilities of these positions, there is a critical need to revise these descriptions to better reflect current professional standards and expectations. As the department plans for future promotions and hiring, it is essential to complete these updates in advance of any selection processes. This will enable the city to recruit and attract top candidates who are well suited to meet the needs of both the department and the community.

Drafts of the revised job descriptions have been shared with the Anderson Police Officers Association and the Anderson Police Managers Association. Each bargaining group was invited to provide feedback and has expressed support for the descriptions relevant to their membership.

None of these draft updated job descriptions impact or change the compensation packages for each classification, so there's no fiscal impact to the city. !ATTACHMENT

I SUBJECT
Cross Connection Control Ordinance update to the Anderson Municipal Code.

I RECOMMENDATION
Adopt Ordinance No 863 (second reading) amending Chapter 13.44 of the Anderson Municipal Code regarding the Customer Responsibilities as introduced (first reading) July 16, 2024.

I FISCAL IMPACT
There is no fiscal impact.

I DISCUSSION and BACKGROUND
The State of California has established a Cross Connection Control Policy Handbook (CCCPH), which requires all Public Water Systems to have a Cross-Connection Control Program Coordinator and Certified Cross-Connection Control Specialist. A complete Cross Connection Control Plan must be submitted to the State Water Board for review. This was adopted by the State Water Board at their December 19, 2023, meeting with an effective date of June 31, 2024. These systems must be in place by July 1, 2025, which is 12 months after the CCCPH was adopted.

ITEM 6.10 PAGE1 11/5/2024
The City has created a Cross Connection Control Policy manual based on the requirements of the Cross-Connection Control Policy Handbook. These requirements can be found in section 3.1.4 Plan for Public Water System Cross•Connection Control subsection (b ). A cross-connection is an interconnection between a potable water supply and a non-potable source via any actual or potential connection or structural arrangement between a Public Water System and any source or distribution system containing liquid, gas, or other substances not from an approved water supply.

The purpose of a Cross•Connection Control Policy is to prevent backflow into a Public Water System's distribution system and protect customers from contamination or pollution from on-site hazards. The Policy establishes guidelines for backflow incident responses, incident notifications, hazard assessments, and required record-keeping policies.

13.44.060 • Backflow prevention devices-Failure to install/Failure to inspect-City action.

Where any of the conditions listed in Section 13.44.050 exist on premises where water service is provided by the City of Anderson and an approved backflow prevention assembly, required by this section and Section 13.44.050; does not exist or is defective, the city may discontinue water service and shall not restore it until the correct installation is made or the defective backflow preventer assembly is corrected to the satisfaction of the city. The property owner shall make the necessary repairs, replacement, or installation within 30 days of issuance of the notice to correct and have the required backflow prevention assembly inspected for compliance.
