I RECOMMENDATION
The City Manager recommends the City Council:

Adopt a resolution approving a pay increase effective January 1, 2025, for part-time unrepresented employees to comply with State mandated minimum wage increases and to maintain current differential between positions.

I FISCAL IMPACT
Implementation of the recommended increase is estimated to cost approximately $960.00 in the current fiscal year. Finance will review the changes this increase will create for the budget and include a budget amendment with the mid-year review.

ITEM 6.4c PAGE1 12/17/2024
I DISCUSSION and BACKGROUND

I SUBJECT
Annual Report on Development Impact Fees

I RECOMMENDATION
The Finance Director recommends that the City Council, by motion:

Accept the Finance Director's annual report on development impact fees.

I FISCAL IMPACT
This action has no direct fiscal impact. The report is for information purposes only. !DISCUSSION and BACKGROUND
The City has established several Development Impact fees that are imposed on new residential, industrial and commercial construction projects. These development fees are intended to fund the long-term capital costs of expanding city facilities to accommodate population growth. California Government Code sections 66000 to 66006 require the City to annually review these fees. This annual review applies only to development fees, not other fees paid directly for services such as building inspection fees, plan check fees, etc.

ITEM 6.6 PAGE1 12/17/2024
For each type of development fee, the attached report includes the amount of the fee, annual revenues and expenses for Fiscal Year 2023-2024, and the uses of the fees. For additional information, comparative data for Fiscal Year 2022-2023 is also included. The annually updated Five Year Capital Improvement Plan, the biannual budget, and the applicable Master Plans provide additional information about the use of these fees, including a long-term list of planned projects and anticipated years of completion.

Amend the Classification and Compensation Plan by amending and updating the pay schedule for the Recreation Supervisor classification.

I RECOMMENDATION
The City Manager recommends that the City Council:

Adopt a resolution amending the Classification and Compensation Plan by amending and updating the pay schedule for the Recreation Supervisor classification.

I FISCAL IMPACT
The salary increase of the Recreation Supervisor classification has a direct impact to the general fund of $3,245 annually.

I DISCUSSION and BACKGROUND
The City was approached by the Teamster Local No.137 Business Representative regarding the pay schedule for the Recreation Supervisor classification since it is below the tier of its supervisory peers including positions like the Parks Supervisor, Maintenance Working Supervisor, and the Support/ Admin Division Supervisor. After reviewing with staff, it was determined that the job duties of the Recreation Supervisor are in line with these positions.

ITEM 8.3 PAGE1 12/17/2024
The Recreation Supervisor position is responsible for a variety of different recreational activities.

Some examples of the Recreation Supervisor duties include organizing and overseeing summer camps, youth sports programs, marketing special events and City activities, coordinating with Community partners, overseeing volunteers and paid staff.

Moving this classification to the next salary range would move the current top step from $30.67 to $32.23 hourly resulting in an increase of $3,245 annually.
