Letter of Support for Shasta Regional Transportation Agency {SRTA)
I RECOMMENDATION
The Public Works Director recommends approval of the letter of support for SRTA for the 2025 GoShasta Plan Update.
!FISCAL IMPACT
None.
I DISCUSSION and BACKGROUND
On December 18, 2024, the SRTA staff indicated they intend to apply for a Caltrans Sustainable Communities Competitive Grant to update the 2018 GoShasta Plan. Upon award of the grant, SRTA will send out an RFP to hire a consultant for the GoShasta plan update. The GoShasta Plan was completed in 2018 and updated in 2019, but it is currently outdated regarding population and demographic information in underserved rural and urban areas.
The City of Anderson currently has three pedestrian projects outlined in the existing 2018 GoShasta Plan. They encompass North St from Downing Lane/Riverside Avenue to Interstate 5, North Street from Interstate 5 to Douglas Street, and Stingy Lane from North ITEM 6.10b PAGE1 1/21/2025
I
Street to Rupert Road. Most of the North Street infrastructure improvements have been completed, and the remaining areas need to be updated if the City wants to seek Active Transportation Plan (ATP) funding. The City's focus in the 2018 GoShasta Plan was to create active transportation facilities that benefit our local community and last as long as possible to reduce maintenance. This includes sidewalks, ADA ramps, and crosswalks for pedestrians along main routes to connect existing Safe Routes to School infrastructure.
STRA has requested letters of support for the grant application from the local agencies.
SRT A will be the lead agency, with the City of Anderson, the City of Redding, and the City of Shasta Lake being the local government agencies.

Subject: Letter of Support for SRTA's Sustainable Communities Competitive Grant Application to Update the GoShasta Regional Active Transportation Plan Dear Mr. Tiedgen,
The City of Anderson is pleased to express our strong support for the Shasta Regional Transportation Agency's (SRTA) application for Caltrans Sustainable Communities Competitive Grant funding to update the GoShasta Regional Active Transportation Plan.
The GoShasta Regional Active Transportation Plan plays a critical role in advancing sustainable transportation and land use integration across the Shasta Region. This update will build on the foundation of the original plan by addressing evolving community needs and more recent federal and state goals for active transportation, aligning with the region's Regional Transportation Plan (RTP) and Sustainable Communities Strategy (SCS), advancing regional efforts to increase safety and mobility for active transportation, increasing the mileage of Complete Streets, and supporting state priorities, such as reducing greenhouse gas emissions, increasing multimodal transportation options, and enhancing equity.
The proposed update is a regionally coordinated effort to integrate transportation and land use planning at all phases of project development. By improving connectivity and access between neighborhoods, schools, workplaces, and essential services, the updated plan will support more sustainable growth patterns while ensuring equitable access to safe and efficient active transportation options.
The City of Anderson is committed to supporting SRTA to ensure the updated plan reflects the diverse needs of our community.

Food Truck Ordinance Discussion
I RECOMMENDATION
Staff recommends that the City Council provide direction on the creation of a food truck ordinance to regulate the operation of food trucks within the city.
I FISCAL IMPACT
None
I DISCUSSION and BACKGROUND
In recent years, the popularity of food trucks has experienced substantial growth. Food trucks have become an integral component of community events, such as Mosquito Serenade, Food Truck or Treat, and Christmas in Anderson, among others. Currently, the City lacks specific regulations governing food trucks and relies on past practices that prohibit their operation outside of City events or special events.
To participate in special events, food trucks must obtain at a minimum a City of Anderson business license, a food handler permit, permission from the property owner, and have undergone an inspection by the Fire Marshall.
ITEM 8.1 PAGE1 1/21/2025
This lack of regulation can create confusion for business owners and food trucks seeking to enter the city. The establishment of an ordinance would provide clear guidelines for future operations.
At a minimum, the City needs to draft a Food Truck Ordinance to formalize past practices or propose a new direction for food truck operations outside of special events within the City, with specific parameters.
A food truck ordinance can address several key considerations:
• Health and safety
• Zoning
• Permitting
• Hours of operation
• Impacts on brick-and-mortar businesses
• Public right-of-way

I SUBJECT
AT HOME Shasta Committee
I RECOMMENDATION
Appoint a Councilmember to replace Mike Gallagher on the AT HOME Shasta Committee
I FISCAL IMPACT
There is no fiscal impact associated with endorsing the plan.
I DISCUSSION and BACKGROUND
At its meeting of June 20, 2023, the City Council (City) appointed Mayor Mike Gallager and Council Member Susie Baugh to participate on a County of Shasta-wide ad-hoc Steering Committee to develop a regional plan to address homelessness. The ad-hoc committee unofficially dubbed itself the AT HOME Shasta Committee (Committee) in reference to the California State Association of Counties AT HOME Plan. It is important to recognize that this Plan is not inclusive of all activities and efforts that are, or will be, taking place in attempting to assist those who are without homes. Instead, it is an attempt to bring consistency, unity, cooperation and collaboration to the forefront.
As part of the Committee's work, five sub-committees were formed addressing issues around homelessness in conjunction with Law Enforcement, Outreach, Continuum of Care, Case Management and Shelter. While many good topics rose out of these sub-committees ITEM 8.2 PAGE1 1/21/2025
there were consistent themes such as the need for a day resource center, better coordination, more outreach and, of course, shelter of all types. Based on this, the plan focuses on five objectives: Fiscal Responsibility; Homeless Management Information System; Navigation/Day Resource Center; Choice, Accountability, Incentives and Crime; and Focus. The first two objectives are more directive as to their outcomes whereas the last two objectives are intended to drive collaboration and the development of a roadmap to assist in the allocation of current and future funding sources.
The AT HOME Shasta committee has found value in participating in this ad-hoc committee and recommends it continue to meet at regular quarterly meetings and special meetings as needed. The purpose of the standing committee will be to continue to update the plan, receive reports back as to program effectiveness, suggest focus areas for future grant opportunities and to maintain coordination and communication amongst the legislative bodies. As the Plan is changed, the updates will be provided to the City Council for consideration.
At this time Councilmember Mike Gallagher would like to step down from this committee which leaves a vacancy. The Council will need to appoint a new member to attend future meetings.

Allocation and Use of Zogg Fire Settlement Funds from the Zogg Fire Settlement for 2025.
I RECOMMENDATION
The City Manager recommends that the City Council:
Adopt a Resolution allocating the use of the Zogg Fire Settlement funds to the Police Department for arson investigation and prevention.
I FISCAL IMPACT
This proposal outlines the 2024 expenditures and the 2025 proposed expenditures of Zogg Fire Settlement funds by the Police Department. Reporting on the expenditures promotes transparency and accountability in the use of the settlement funds. The City and the Police Department plan to utilize the entire $500,000 settlement disbursement over the next three to four years.
ITEM 8.8 PAGE1 01/21/2025
As the City has already received the $500,000 in settlement funds, there will be no additional fiscal impact on the City's budget. After the 2024 expenses, the remaining budget in the settlement fund account is $475,103. The anticipated expenditures for 2025 are estimated to total approximately $108,000, drawing down the remaining budget to approximately $367,103.
The funds will be drawn from the Zogg Fire settlement fund account.
I DISCUSSION and BACKGROUND
The Zogg Fire began on September 27, 2020, when a tree fell on PG&E equipment, resulting in the tragic loss of four lives and the destruction of over 56,000 acres. A settlement between Shasta County and Pacific Gas and Electric (PG&E) was reached in May 2023, resolving all criminal charges against PG&E. The settlement amounted to $50 million, with $45 million allocated to local organizations and $5 million designated as a civil penalty to Shasta County. The settlement brought closure to People v. Pacific Gas & Electric Co. (Case No. 020363) in Shasta County Superior Court.
As part of the settlement, the City of Anderson received $500,000 from Shasta County to support arson prevention, investigation, and education efforts.
Use of Funds to Date (2024):
To date, the Police Department has had the following expenditures in which all occurred in 2024:
• Equipment Acquisition: Six (6) laptop computers, docking stations, and other necessary hardware for department staff. These laptops, acquired in late 2024, enhance the department's investigative capabilities, including but not limited to arson investigations, and enable staff to work remotely and in the field. Approximate expense of $9,143 • Overtime Operations: The Police Department conducted overtime operations focusing on arson prevention, education, and enforcement. The total overtime hours related to these operations in 2024, was 59 hours. Estimated expense of $4,394. • Training: The Department sent four ( 4) Problem Oriented Police (POP) officers to a P.0.S.T-certified investigators training conference. Estimated expense of $11,360 The total amount of settlement funds used to date is $24,897 and the remaining balance in the settlement funds account is $475,103.
Proposed Use of Funds in 2025:
The Police Department plans to allocate the settlement funds in the current year is estimated at $108,000 and is as follows:
• Equipment Acquisition: Purchase of a dual-sport motorcycle for the All-Terrain Motorcycle Unit (ATMU), including necessary emergency vehicle lighting, sirens, and safety equipment Estimated cost: $12,000
ITEM 8.8 PAGE2 01/21/2025
• Overtime Operations: Conduct overtime operations focusing on arson investigation, prevention, education, and enforcement. Estimated cost: $25,000 • Training: Send department staff to P.O.S.T.-certified investigative training to enhance arson investigation capabilities. Estimated cost: $15,000 • Salary Supplement: Allocate funds to cover one third (1/3) of the fully burdened annual salary of the Step 7, Detective position, including but not limited to supporting arsonrelated education, prevention, investigation, and enforcement efforts. Estimated cost:
$56,000.
The settlement funds from the Zogg Fire case have provided the City of Anderson with critical resources to enhance its capacity for arson prevention and investigation. The Police Department remains committed to maintaining transparency and to utilizing these funds effectively to protect the community and improve public safety.
