2025 Sunset River Jam Rental Fees
I RECOMMENDATION
Staff recommends City Council:
1. Receive a presentation from the Anderson Chamber of Commerce.
2. Select one of the three options to discount the Sierra Pacific Industries Amphitheater for Anderson Chamber of Commerce for the 2025 Sunset River Jam Concert Series or provide an alternate direction:
Option 1: Charge no fee.
Option 2: Charge $450 per show.
Option 3: Charge $700 per show.
I FISCAL IMPACT
The fiscal impact for FY 2024-25 ranges between $7,350 and $2,450 in lost revenue to the general fund compared to FY 2023-24 based upon the selected option.
ITEM 8.1a PAGE1 3/18/2025
I DISCUSSION and BACKGROUND
Sunset River Jam, put on by the Anderson Chamber of Commerce is going into its 10th year as a free community concert series. This concert series typically begins the week after the Mosquito Serenade concert series ends in August and continues providing music to our citizens until October of each year. The Sunset River Jam is one of the largest fundraising events for the Chamber.
City staff have been approached by members of the Chamber board due to the increased fees being a deterrent to the fundraising abilities of the Chamber and are requesting the usage of the Amphitheater for free or a discounted rate. The Chamber is a non-profit organization that raises funds through membership, and fundraising relying heavily.on the Sunset River Jam concerts to keep the Chamber sustainable. The City of Anderson provides no funding to the Chamber and with the increased fees the viability of continuing the concert series could be in question.
On August 15, 2023, City Council voted unanimously to increase the fees for renting the amphitheater due to the improvements made to the facility in early 2023. The current fee structure is listed below.
Amphitheatre (includes KC#l) - w/Umlted power/lights
Ticketed Cost Event O en to Public
Amphitheatre Refundable Deposit Fee - may be waived at Community Services Director discretion
SB00 da
$2000 da
$750 event
In addition to the above fees if the event is open to the public there is a $200 event fee, and the requirement for the reservation of KC Grove #2 for $SO/day. In total the current fees per show for Sunset River Jam is $1,050.
Prior to increasing fees in August 2023, the fees to have a public event at the Amphitheater were the following. Amphitheater rental $200/day, KC Grove #2 $SO/day, and the public event fee of $200. The 2023 fee structure equated to $450 per a show for the Sunset River Jam.
The proposed options for a reduction of fees for 2025 season include the following.
Option 1 - Provide the facility for free. This would be in total for seven (7) shows and is a $7,350 discount for the season.
Option 2 - Discount the current fees charged by $600 per a show and restore fees to the pre-August 2023 rates of $450 per show. This option would discount the season for $4,200 and charge the Chamber $3,150.
ITEM 8.1a PAGE2 3/18/2025
Option 3 - Discount the current fees the charges for limited power/lights ($300) and the rental for KC Grove #2 ($50) for a total discount of $350 per a show. This option would discount the season for $2,450 and charge the Chamber $4,900. !ATTACHMENT

Food Truck Ordinance Discussion
I RECOMMENDATION
Staff recommends that the City Council provide direction on the creation of a food truck ordinance to regulate the operation of food trucks within the city.
I FISCAL IMPACT
None
I DISCUSSION and BACKGROUND
In recent years, the popularity of food trucks has experienced substantial growth. Food trucks have become an integral component of community events, such as Mosquito Serenade, Food Truck or Treat, and Christmas in Anderson, among others. Currently, the City lacks specific regulations governing food trucks and relies on past practices that prohibit their operation outside of City events or special events.
To participate in special events, food trucks must obtain at a minimum a City of Anderson business license, a food handler permit, permission from the property owner, and have undergone an inspection by the Fire Marshall.
ITEM 8.1b PAGE1 3/18/2025
This lack of regulation can create confusion for business owners and food trucks seeking to enter the city. The establishment of an ordinance would provide clear guidelines for future operations.
At a minimum, the City needs to draft a Food Truck Ordinance to formalize past practices or propose a new direction for food truck operations outside of special events within the City, with specific parameters. After the January 21, 2025, council meeting direction was provided for staff to research ordinances from other Cities to be brought before the Council.
After tonight's presentation staff is looking for direction from the City Council on the following.
1. Do we allow food trucks to operate inside of the City of Anderson outside of special events?
2. If yes, do we restrict food truck operations to areas specifically zoned for restaurants?
3. If yes, do we set a buffer requirement from brick-and-mortar restaurant establishments that food trucks are not allowed to operate.

Water Meter Register and Endpoints Replacement Program
I RECOMMENDATION
The Public Works Director recommends that the Council;
Approve the purchase of Badger Water Meter Register and Endpoints
I FISCAL IMPACT
This is being funded from the Water Supply and Distribution expense account. The total fiscal impact is to be spread over the remainder of this fiscal year and the next two-year budget cycle FY 2025-27. The total estimated cost of the materials is $676,000. !DISCUSSION and BACKGROUND
The City of Anderson transitioned to Automated Meter Reading (AMR) technology in 2010, completing the installation in three phases over a year and a half. Since the initial installation in 2010 and 2011, there has not been a proactive program for replacing the registers and endpoints. The cost of the 2010 AMR program was $280,389 for Phase 1, $139,447 for Phase 2, and $215,545 for Phase 3, bringing the total construction cost to $635,381. At the time ITEM 8.9 PAGE 1 3/18/2025
these projects were awarded, the Engineering News Record Construction Cost Index (ENR CCI) fluctuated between 8677 and 8952. As of February 2025, the current ENR CCI is 13766, representing an increase of 57% since 2010.
Due to the ongoing failures of components, staff has been replacing water meter registers and endpoints. In the event of a failure, staff must manually read the meters for consumption-based billing. So far, 873 endpoints have been replaced at a cost of $136.73 each, totaling $119,365.29. Additionally, 791 registers have been replaced, with prices ranging from $91.00 for up to 2" to $121.49 for sizes above 2", for a total of $80,291.00. The total cost of these replacements amounts to $199,661.54, leaving 2,866 components still to be replaced. The estimated cost to replace the remaining components is approximately $270,000 for the registers and $406,000 for the endpoints, for a total of $676,000. Based on the ENR CCI increase, the cost of installation and materials would now total $997,548.17 if there had been no increase in register or endpoint costs over the past 15 years.
To address these issues, staff has developed the City of Anderson Meter Replacement Program, which outlines the replacement process and identifies key staff members involved.
Given the current failure rate of 50-80 components per month, this program is expected to continue over the next two and a half years, replacing components as they fail. Additional replacements may be completed monthly, depending on time and available component quantities.
Upon completing this program, staff will be able to track the age and status of each meter, register, and endpoint. This will enable a transition to a proactive approach, replacing components before they fail and allowing for annual budgeting for future replacements.

City of Anderson Meter Replacement Program
Project Title: E&R Replacement Program
Project Manager: Adam Froeber
Project Supervisor: Charles Cassell
Date: Thursday, March 6, 2025
Timeline: July 1st, 2025, until completion
Budget: Pending City Council Approval
Project Overview: The City of Anderson Water Utility is encountering a significant number of register and endpoint failures each month during routine meter readings for monthly billing. The registers currently in service are approaching the end of their 10 to 15-year lifespan. In order to proactively address these issues, registers and endpoints should be replaced ahead of schedule. This will reduce the frequency of failed occurrences in the future and prepare for the next cycle of meters newly installed in the system.
The Meter Replacement Program plan will replace 100 registers and endpoints per month, beginning with incidental failures. The remaining units will be replaced as part of a Preventative Maintenance program. The work will address one neighborhood at a time, starting from one end of the city and working through to the other.
The current failure rate is between 50 and 80 failures per month. Given the number of units remaining to be replaced, the estimated time to complete the replacement process is less than 2.5 years, assuming a consistent pace of replacing 1,200 meters per year. The system currently includes 3,657 meters, with 2,866 registers still to be replaced. A total of 791 registers and endpoints have been replaced to date.
The estimated cost to replace the remaining registers is roughly $270,000, and the cost of endpoints is approximately $406,000, for a total cost of $676,000, not including labor. Due to delays in order fulfillment, the recommendation is to place bulk orders to streamline the procurement process. An order of 600 at a time would result in a total cost of just under $155,000.
Upon completion of this replacement program, a plan to systematically replace registers and endpoints at the 10-year mark from the initiation of this project will be developed.
