The special session was called to order at 5:30 p.m.

Also present: City Manager Joey Forseth-Deshais, City Attorney Collin Bogener, Finance Director Cindy Wheeler, Public Works Director Adam Whelen, Lieutenant Tyler Finch and City Clerk Christy White.
INVOCATION
Councilmember Mike Gallagher gave the invocation.
PLEDGE OF ALLEGIANCE
Vice Mayor Dan Gallier led the Pledge of Allegiance.

REGULAR AGENDA
REVISED WASTEWATER RATE STUDY REPORT
Public Works Director Adam Whelen gave a staff report and Katherine Tseng, Lechowicz and Tseng, gave a presentation on the Wastewater Rate Study.
Public Comment - Leslie spoke in support of Council and their tough decisions. James Cook asked for clarification on some numbers in the report. Jill Bennett also asked questions regarding the fee increase. Madi Eason asked Council to take time to reconsider the rate increase.
Councilmember Hale gave statistics in numbers of other City and how they calculate rates. 7:23 pm Vice Mayor Gallier left the dais

By motion made, seconded (Gallagher/Gallier) and carried by a 5-0 vote Council voted to authorize staff to proceed with Proposition 218 noticing.
Vote: AYES: Councilmembers Gallagher, Gallier, Simmons, Hale and Mayor Baugh.
NOES: None.
ABSTAIN: None.
ABSENT: None.
