California Department of Fish and Wildlife 2026-2027 Boating Access Grant Application
I RECOMMENDATION
1. Receive a staff report;
2. Receive public comments;
3. Authorize the submission of a grant application to the California Department of Fish and Wildlife (CDFW) for a Boating Access Grant;
!FISCAL IMPACT
This is a 75 percent reimbursement-based grant, which means the City will be responsible for funding 25 percent of the total project cost. The total project amount is $499,000, with $374,250 requested from the grant and $124,750 as the City's share, funded out of the Parks Capital Improvements Fund.
Although this is a reimbursement-based grant, eligible grantees can request advance payment for executed agreements in an amount up to 25 percent of the total award and may be approved upon determination and an advance payment is essential for the effective implementation of the project and after determining that the grantee satisfies the requirements specified under California Government Code §11019.3(c)(2).
ITEM 8.9a PAGE 1 11/4/2025
I DISCUSSION and BACKGROUND
The California Department of Fish and Wildlife (CDFW) recently released its 2026-2027 Boating Access Grant Program Proposal Solicitation Notice. This program provides funding for projects that promote public access to California's watetways for recreational boating and related amenities. Approximately $2 million is available statewide, with applications due by November 7, 2025, and award announcements scheduled for summer 2026.
The Boating Access Program supports a wide range of eligible activities, including the planning, design, construction, acquisition, and maintenance of boating access facilities, as well as improvements to associated amenities. The program requires that at least 25 percent of total project costs be provided from a non•federal source.
City Staff proposes requesting $499,000 from the Boating Access Grant Program to purchase a vacant parcel (APN 201-630-005) located adjacent to the existing boat ramp area near Anderson River Park. The amount requested for reimbursement through the grant is $374,250, with the City providing a 25 percent match not to exceed $124,750.
This property acquisition represents the first phase of a larger, long-term project to enhance the Anderson River Park Boat Launch. According to the 2017 Park Master Plan, public comments indicated a desire for additional parking and restroom facilities at the boat ramp. The City's vision for the site includes expanding and reconfiguring parking to accommodate more vehicles and boat trailers, developing a riverfront public beer garden and outdoor seating area to enhance visitor amenities, constructing new ADA-compliant public restrooms, and upgrading lighting and landscaping with decorative planters.
Currently, parking near the existing boat ramp is limited, often resulting in congestion and overflow street parking during peak fishing times. Acquiring the adjacent two-acre parcel will allow the City to design and construct future improvements that serve both local residents and visiting boaters, while expanding public access to the riverfront.
City Staff recommend that the Anderson City Council authorize the submission of an application for the Boating Access Grant. If the City is successful in being selected as a recipient of the grant, a resolution will be brought before the Anderson City Council to accept the awarded grant funding.

1 Introduction
1 .1 Background
The Sport Fish Restoration Act (SFRA) created the Sport Fish Restoration Grant Program, administered by the U.S. Fish and Wildlife Service. The program provides funds to state fish and wildlife agencies for fishery projects, boating access, and aquatic education. The funding for this grant program comes through revenue from manufacturers' excise taxes on sport fishing equipment, import duties on fishing tackle and pleasure boats, and a portion of gasoline fuel tax attributable to small engines and motorboats.
The Boating Access sub-program of the Sport Fish Restoration Grant program provides federal funds for facilities that create or add to public access for recreational boating and improvements to waterways that increase access to recreational boating opportunities.
CDFW also coordinates closely with the California State Parks, Division of Boating and Waterways (DBW) who provides state funding for similar boating access projects. In co-funded projects, eligible DBW funding may be used to meet cost share requirements of CDFW's Boating Access Grant Program.

• The proposed project will be open and accessible to all. • Projects that increase or improve public access to the waters of California, including ADA compliance and projects that benefit disadvantaged communities, will be prioritized for funding.
• The combined fees for day use, parking and boat launch encourage public use. While CDFW doesn't limit fees charged at boating access facilities, the fee schedules will be considered during the review of proposals to promote access to all.
• Any improvements funded by this program shall not be designed to benefit private businesses or restricted use areas.
CDFW Boating Access Proposal Solicitation Notice 5
• The applicant shall provide at least 25% of the project costs from a nonfederal source to meet the match requirement. • The applicant has the necessary experience, staff and capacity to complete the project or phase of the project by April 1 , 2030. • If the proposed project is implementation, the applicant has the ability to maintain project improvements.
2.4 Budget
There is no maximum or minimum grant amount that can be requested by an applicant. Budget tasks should be consistent with the work plan tasks and sufficiently detailed to describe project costs. Applicants must demonstrate reasonableness of costs under the circumstances of the proposal, including subcontractor costs, materials, and equipment.
Applicants combining pre-construction tasks (e.g., design pfans, environmental compliance, permitting) with implementation works (e.g., construction) must separate the budgets for each phase.
2.4.1 .1 Cost Sharing or Match
Grantees may be reimbursed for up to 75 percent of project costs through CDFW's Boating Access Grant Program. At least 25 percent of the project costs must come from a non-Federal source. Proposals that include cost share contributions, whether in the form of cash or in-kind services, should clearly specify both the source and dollar amount of the cost share. If a proposal receives funding, the claimed cost share cannot serve as matching funds elsewhere. Cost share may be monetary contributions or non-monetary resources (in-kind contributions) provided by the applicant or their partners involved in project implementation. In-kind contributions must directly benefit the project to qualify as cost share. To remain eligible, cost share must be used during the grant's term. Grantees should track cost share throughout the agreement and submit a completed Certification of Non-Federal Contributions form with accurate records of all cost share with the final invoice.
2.4.1.2 Indirect Costs
Indirect costs (administrative overhead) are those that cannot be directly assigned to a particular grant activity but are necessary for the operation of the organization and the performance of the grant project. Indirect costs include operating and maintaining facilities, accounting services, and administrative salaries.
In accordance with the Federal Uniform Grant Guidance 2025 (2 CFR part 200) applicants have two options for requesting indirect costs:
CDFW Boating Access Proposal Solicitation Notice 6
l . Use their federal Negotiated Indirect Cost Rate Agreement (NICRA).
OR
Federal approval documentation must be included with the proposal as a supplemental document.
2. Use a de minimis rate of fifteen percent ( 15%) of the Subrecipient's Modified Total Direct Costs {MTDC). The MTDC base cannot include any distorting costs such as equipment, rent, capital expenditure, or any sub-awards, contracts, or consultants beyond the first $50,000.
Simple documentation electing to use the de minimis rate must be included with the proposal as a supplemental document.
Where the applicant does not have a federally approved rate, any indirect costs incurred over 15% are not eligible for reimbursement but can be used as cost share. MTDC includes all direct salaries and wages, applicable fringe benefits, materials and supplies, services, travel, and up to the first $50,000 of each subaward. MTDC excludes equipment, capital expenditures, charges for patient care, rental costs, tuition remission, scholarships and fellowships, participant support costs, and the portion of each subaward in excess of $50,000 as stated in 2 CFR section 200. l . Workers' compensation insurance is an allowable fringe benefit as stated in 2 C FR section 200.431 .
Subcontractors are subject to the same federal requirements as the applicants.
See Federal Uniform Grant Guidance at 2 CFR Part 200.
2.4. l .3 Advance Payment
Assembly Bills 590 and 3017 authorize CDFW to allow advance payments to qualified nonprofit organizations and federally recognized Indian tribes whose territorial boundaries lie wholly or partially within the State of California. The advance payment may not exceed 25 percent of the total award and may be approved upon determination that an advance payment is essential for the effective implementation of a grant funded project. To be considered for an advance payment, grantees must satisfy the following requirements under California Government Code§ 11019.3(c)(2):
1. Grantee must submit documentation supporting the need for advance payment (e.g., invoices indicating the nonprofit does not have sufficient cash or credit to make payments before state reimbursement, contracts, estimates, payroll records, financial records, etc.)
2. Grantee must demonstrate good standing as a nonprofit under section 501 (c) (3) of the Internal Revenue Code. Tribes are exempt from this requirement.

s. Establish procedures to minimize the amount of time that elapses between the transfer of funds and the expenditure of those funds.
6. Provide progress reports on the expenditure of advance funds, including a summary of work completed and proof of expenditure.
7. Return any unused funding provided as advance payment but not expended within the grant term to CDFW.
Eligible grantees can request advance payment for executed agreements. If advance payment is approved, the agreement will be amended.
2.5 Labor Code Requirements: Prevailing Wage
The grant terms and conditions for projects that ore selected for funding will require that grantees comply with the California Labor Code for their projects.
Projects funded in whole or in part with CDFW grant funds may be public works projects under the Labor Code (see section 1720 et seq.). I RECOMMENDATION
Staff recommends that the City Council:
1. Receive a staff report;
2. Receive public comments;
3. Provide direction to staff regarding the Comprehensive Sign Ordinance
I FISCAL IMPACT
None
I DISCUSSION and BACKGROUND
At the October 7, 2025, Anderson City Council meeting, a member of the public asked the Council about the implementation of Title 17 - Zoning, specifically regarding Section 17.44 - Comprehensive Sign Ordinance regulations for illuminated signs and the limitation on changing copy to 24-hour intervals.
As a result of the October 7 meeting, City staff were tasked with providing the City Council information for review and discussion to address the potential for amending Anderson Municipal Code Section 17.44 - Comprehensive Sign Ordinance to amend the limitations ITEM 8.9b PAGE 1 11/04/2025
for digital sign displays which are currently limited to update copy once in 24 hour as specified in the definitions section 17.44.030 as follows:
"17.44.030 - Definitions:
"Attraction board", "reader board" and "Digital Display Signs" equivalent terms which means a changeable copy.
a. "Attraction Boards or Digital Display Signs" means signs which use technologies such as LCD, LED and Projection to display content such as digital images, and information. Any displays shall display unanimated images and/ or copy. For the purpose of this section, unanimated images and/ or copy shall be defined as those which are changed no more than once per twenty-four hours. b. Digital displays shall not be brighter than the illumination limit recommended by the International Sign Association (ISA) for Electronic Message Center signs, or 0.3 footcandles above ambient light when measured at the recommended distance as set forth by the ISA Digital display signs shall be equipped with a photocell, timer, or other similar device which automatically dims the display during nighttime hours 10 pm to 6 am to prevent glare impacts to motorists." At the October 21, 2025, City Council meeting, the Council members received a staff report outlining digital displays in the current zoning ordinance and discussed potential remedies as updates to the current AMC Section 17.44 - Comprehensive Sign Ordinance. As a result of the discussion, Council members directed staff to address three potential options for changeable copy digital signs as follows, which would pertain to uses of property located in the Anderson Municipal Code Section 17.28 - Public/Semi-Public (P-SP) Zone district. The P-SP district allows uses permitted and uses permitted by conditional use permit by conditional use permit that typically provide services to the general public and could provide additional information to the general public when digital messages change more frequently than once every 24 hours, as is allowed in Section 17.44.030 - Definitions for "Attraction Boards or Digital Display Signs".
1) Property owners in P-SP can illuminate more frequently than 24-hours if they obtain an administrative use permit (AUP).
2) Property owners in P-SP can illuminate more frequently than 24-hours per the code. 3) Property owners in P-SP would be permitted under the code to illuminate more frequently than 24 hours, and non-P-SP owners could illuminate more often through anAUP.
Staff would recommend option 1, allowing property owners in the PS-P to change illuminated copy more frequently than 24 hours, if they obtain an AUP, the frequency of how often the copy could change would be determined in the permit and thoroughly worked through on a case by case basis to avoid creating any hazardous conditions or distractions for drivers, pedestrians, or neighbors to properties zoned Public/Semi-Public (P-SP).
