The regular session was called to order at 5:30 p.m.

INVOCATION
Anderson Fire District Chaplin Tom Fields gave the invocation.
PLEDGE OF ALLEGIANCE
Vice Mayor Bonnie Simmons led the Pledge of Allegiance.
PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA
Trudy Schell requested amending the cat Ordinance.
Chris Carr regarding maintenance of the disk golf course at Anderson River Park.
Shasta Watch Dog regarding Councilmember Darin Hale and his comments on social media.
CONSENT AGENDA
Boy motion made, second (Gallagher/Hale) and carried by a 5-0 vote, Council took the Approved the minutes of the regular meeting of February 17, 2026 and special meeting of February 19, 2026.

Received and filed warrant 36714 to 36736 in the amount of $449,353.64; Received and filed ACH in the amount of $56,397.71; Received and filed warrant 36737 to 36788 in the amount of $71,552.17; Received and filed Gross Payroll in the amount of $288,232.72 31, zived and filed the quarterly treasure's report for the fiscal quarter ended December Vote: AYES: Councilmembers Gallagher, Hale, Baugh, Simmons and Mayor Gallier.

ABSTAIN: None.
ABSENT: None.
Councilmember Hale made a motion to move W.S.1 after 12.0 moving 8.1 up due to many public comment requests. No second was received.

COST OF SERVICE FEE STUDY WORKSHOP
City Manager Joey Forseth-Deshais gave a staff report and introduced Eric Johnson with Revenue & Cost Specialists, LLC who gave a fee study presentation. 6:28 pm Councilmember Gallagher left the dais

7:50 pm Break for 10 minutes

Direction was given to staff for changes to the Fee Study.

CITY OF ANDERSON SOCIAL MEDIA POLICY
City Manager Joey Forseth-Deshais along with City Attorney Collin Bogener gave a staff report and answered questions from Council.
Public comments were received concerning first amendment rights.
By motion made, seconded (Baugh/Simmons), and carried by a 4-1 vote, the Council voted to approve a City of Anderson Social Media Policy.

POLICE
SMALL RURAL TRIBAL BODY WORN CAMERA PROGRAM (SRT) SUBMISSION RESOLUTION Lieutenant Tyler Finch gave a staff report and answered questions from Council.
By motion made, seconded (Hale/Baugh), and carried by a 5-0 vote, the Council voted to approve Resolution No 26-07 in support of the grant application.
Vote: AYES: Councilmembers Hale, Baugh, Simmons, Gallagher and Mayor Gallier.
ABSTAIN: None.

CALIFORNIA HIGHWAY PATROL- CANNABIS TAX FUND GRANT PROGRAM (CTFGP)
SUBMISSION RESOLUTION
Lieutenant Tyler Finch gave a staff report and answered questions from Council.
By motion made, seconded (Baugh/Simmons), and carried by a 5-0 vote, the Council voted to approve Resolution No 26-08 in support of the grant application.

PUBLIC WORKS
CALIFORNIA GOVERNOR'S OFFICE OF EMERGENCY SERVICES STATE & LOCAL
CYBERSECURITY GRANT APPLICATION
Public Works Director Adam Whelen gave a staff report and answered questions from Council.
By motion made, seconded (Gallagher/Simmons), and carried by a 5-0 vote, the Council voted to authorize the submission of a grant application to the California Governor's Office of Emergency Services State & Local Cybersecurity Grant.
