I SUBJECT
Resolut~on calling for a General Municipal Election.

I RECOMMENDATION
The City Clerk recommends the City Council:

Consider adoption of a Resolution calling for a General Election on November 3, 2026, for the purpose of electing two Councilmembers to four-year terms and requesting approval from the Shasta County Board of Supervisors to consolidate the election with the statewide election.

I FISCAL IMPACT
The City has budgeted sufficient appropriations in the proposed 2026-2027 fiscal year budget to pay the estimated $5,000 cost for the Shasta County Elections Department to conduct the election on behalf of the City.

ITEM 6.3 PAGE1 5/19/2026
I DISCUSSION and BACKGROUND
In order to fulfill the requirements of both the State Election Code and the State Government Code, the City Council must, by Resolution, call a municipal election for November 3, 2026.

Two, four-year City Council seats will be up for election. These seats are currently held by Mayor Dan Gallier and Councilmember Mike Gallagher.

Additionally, the City must, by Resolution, request approval from the County Board of Supervisors to consolidate the election with the General Election.

Two other important provisions of this resolution are: 1) that the Shasta County Election Department is assigned all of the tasks of conducting this municipal election on behalf of the City and, 2) that each City Council candidate would be required to pay their own costs for the printing of any candidate statement which the candidate may wish to have included in election materials sent to voters by the Shasta County Elections Department.

Establishing the 2026/2027 Appropriation Limits
l RECOMMENDATION
The Finance Director recommends that the Council:

Adopt a Resolution establishing the Gann appropriations limit for the fiscal year 2026-2027 and find that the adopted appropriations are within the limit.

I FISCAL IMPACT
There is no Fiscal Impact to the establishment of the Gann appropriation limits.

The 2026/2027 appropriation limit has been calculated at $24,007,544, with $11,480,914 subject to this limit.

Resolutions of Intention to renew Landscape & Lighting District 93-2, South Ridge Terrace - Unit 1 Landscaping Maintenance District, and Sanitary Sewer Maintenance District 01-09: Silvergate Subdivision for the Fiscal Year 2026-2027.

I RECOMMENDATION
The Finance Director recommends that the Council,
Adopt a Resolution of Intention to renew Landscape and Lighting District No. 93-2 assessments for 2026-2027.

Adopt a Resolution of Intention to renew South Ridge Terrace - Unit 1 LamJscaping Maintenance District for 2026-2027.

Adopt a Resolution of Intention to renew Sanitary Sewer Maintenance District 01-09, Silvergate Subdivision for 2026-2027.

I FISCAL IMPACT
The City of Anderson established District No. 93-2 to offset the cost of electrical energy for streetlights within the City. The assessment will provide revenues of about $63,820 annually, slightly up from $63,780 from the previous year.

ITEM 6.6c PAGE1 5/19/2026
The City of Anderson established the South Ridge Terrace - Unit 1 Landscaping Maintenance District to maintain the landscape planter area along the North side of Yellow Finch in the South Ridge Terrace subdivision. The approximate annual assessment revenue is esti, mated at $14,000.00. There has been no change from the prior year.

The City of Anderson established the Sanitary Sewer Maintenance District 1-09, Silvergate Subdivision, to maintain the sewer lift station that exclusively services the lots in this subdivision. The assessment provides revenues of about $20,587.41, an increase of $8,137.27 from the previous year of $12,450.14. The per benefit unit amount is $305.27, an increase of $120 per year.

I DISCUSSION and BACKGROUND
On March 17, 2026, the City Council adopted Resolution No. 26-09 directing PACE Engineering, Inc., the Engineer of Record for the Citywide Landscape & Lighting Assessment District 93-2, to complete and file the annual report per the Landscape and Lighting District Act of 1972. PACE Engineering, Inc. has completed the report, and a copy is on file in the City Clerk's office. The assessments are $15 per parcel plus $10 for each additional dwelling unit.

On March 17, 2026, the City Council adopted Resolution No. 26-10 directing EFS Engineering, Inc., the Engineer of Record for the South Ridge Terrace - Unit 1 Landscape Maintenance District, to complete and file the annual report per the Landscape and Lighting District Act of 1972. The formation documents for the South Ridge Terrace - Unit 1 Landscape Maintenance District contain a provision for annual indexing tied to the published Consumer Price Index. Due to the timeframe given for meeting this year's deadline, this year's cost-indexing percentage is based on the San Francisco CPI change from April 2025 to February 2026. Moving forward, we will return to using the annual indexing (February to February). EFS Engineering, Inc. has completed the report. The complete report is on file in the City Clerk's office. The assessments have been calculated at $1,000 per parcel.

On March 17, 2026, the City Council adopted Resolution No. 26-17 directing Pace Engineering, Inc., the Engineer of Record for the Sanitary Sewer Maintenance District 1-09 Silvergate Subdivision, to complete and file the annual report per the Improvement Act of 1911. Pace Civil Engineering Services has completed the report. The complete report is on file in the City Clerk's office. The assessments have been calculated at $305.27 per benefit unit.

The next step for placing the annual assessments is for the City Council to adopt the Resolutions of Intention to renew the Landscape and Lighting District 93-2 (although the state enabling law is entitled "Landscaping and Lighting District Act of 1972", in Assessment District No. 93-2, no assessment is made for landscaping, but solely for energy costs for street lighting), the Landscape and Lighting Assessment District No. 2006-1, the South Ridge Terrace - Unit 1 Landscaping Maintenance District, and the Sanitary Sewer Maintenance District 1-09, Silvergate Subdivision.

ITEM 6.6c PAGE2 5/19/2026
If the attached resolutions are approved, a public hearing will be noticed and set for July 7, 2026, at 5:30 p.m. to adopt resolutions imposing the assessments for 2026-2027.

Public Hearing - General Plan Amendment (GPA 26-02) and Rezone (RZ 26-02), and Introduction of an Ordinance

I RECOMMENDATION
The Planning Commission recommends that the City Council:

1. Conduct a Public Hearing;

2. Introduce an ordinance (for first reading), approving General Plan Amendment No. 26-02 and Rezone No. 26-02, pursuant to City of Anderson Zoning Code Chapter 17 .54 Zoning Amendments, and set the ordinance for enactment (second reading) on June 16, 2026; and

3. Direct the City Clerk to read the ordinance by title only.

I FISCAL IMPACT
The recommended actions have no direct fiscal impact on the City budget. Future development of the vacant portion of the property could generate revenues and expenses for the City.

ITEM 7.0 PAGE 1/4 5/19/2026
I DISCUSSION and BACKGROUND
On April 27, 2026, the Planning Commission conducted a meeting at which they reviewed the proposed project outlined in the attached Planning Commission Staff Report and adopted Planning Commission Resolution No. PC 26-03, making the recommendations reflected in this report.

The project site consists of a 3.09-acre undeveloped parcel. This project is proposed to support future medium•density residential development, including 46 townhouse units with parking and private backyard areas. The project also includes new infrastructure, such as internal streets, utilities, and a stormwater retention basin. This project is proposed to support General Plan Housing Element Goal HE.2: Provide adequate sites to meet future housing needs and Anderson's share of regional housing needs.

The project site is currently zoned General Commercial (C-1), and the existing General Plan land use designation is Commercial (C). The site is surrounded by a variety of uses, including medium-density residential development, single-family residences, commercial businesses, and undeveloped parcels. Surrounding land uses and zoning are as follows:

North:

Sw.!th.:

East:

Undeveloped parcels; High Density Residential (R-3) zoning district.

Single-family dwellings; Medium Density Residential (R-2) zoning district.

Single-family dwellings and apartments; Medium Density Residential (R-2) zoning district.

Equipment sales and undeveloped parcels; C-1 (General Commercial) zoning district.

General Plan:

From Section 2.4.5 of the Anderson General Plan, the Medium Density Residential Land Use Designation allows for 10 to 20 dwelling units per gross acre. The housing types planned for this density are duplexes, triplexes, four-plexes, townhouses, and similar multiple-unit residential developments. Apartment, condominium, or cooperative units with Planned Development Zoning are permitted within this density category. Urban services required for this increased density make the location more selective than for lower densities.

Concerns regarding access, proximity to commercial services, impacts from adjoining uses, and meeting housing needs should be addressed when applying this density to the plan.

Mobile home parks would be placed in this category. This designation may be used for small areas to promote integration of a variety of housing types. Section 2.5 of the General Plan Land Use Element addresses "Land Use Element Objective, Policies, and Implementation Programs" policies relevant to this project include:
• GP-1 Sufficient areas will provide for each type of land use to permit full development needed to meet the demands of population growth and economic advancement.
• GP-4 Approve suitable projects which extend an orderly pattern of growth and do not cause "leapfrog" type development. (Circulation Element) (Air Quality Element) • GP-8 Infill development of the vacant areas within the City Limits shall be encouraged in order for the City to provide services to its residents more efficiently.

ITEM 7.0 PAGE2/4 5/19/2026
• RP-4 In areas where different land uses abut one another, promote land use compatibility by using buffering techniques, landscaping, setbacks, screening, and sound walls.
• RP-5 The community should encourage compact, well-defined living areas and discourage residential sprawl
• RP-6 Encourage clustering higher density residential development at locations within convenient walking distance of the Old Town Core, shopping centers, and bus routes. (Circulation Element, Air Quality Element)
Zone District:

Anderson Municipal Code Sections 17.10.040 and 17.10.050 set forth the City's building site requirements for the Medium Density Residential (R-2) zoning district. The minimum lot area in the R-2 zoning district is 6,000 square feet for interior lots, and 7,000 square feet for corner lots. The maximum height of dwellings is thirty feet, and twenty feet for accessory buildings. All proposed development for this site must meet density, height, and yard requirements, as well as other applicable Anderson Municipal Code requirements pertaining to multi-family residential construction, including approval by the Design Review Committee.

I FINDINGS
General Plan Amendment:

The proposed General Plan Amendment from Commercial (C) to Medium Density Residential (MDR) will not be detrimental or injurious to the general welfare of the city, as it is consistent with the variety of residential development adjacent to and in the general vicinity of the project site. City utilities are available to serve the development, and no potential traffic impacts have been identified as a result of this amendment.

Rezone:

The proposed Rezone from General Commercial (C-1) to Medium Density Residential (R-2) will not be detrimental or injurious to the general welfare of the city, as the proposed (R-2) zone district will not create a conflict with adjacent existing commercial or multi-family residential uses. Other (R-2) zoned parcels are located near the vicinity of the project site, and the proposed use of the parcel will not conflict with the surrounding uses.

Environmental Determination:

Rezone has been determined to be categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section pursuant to CEQA Guidelines Section the General Rule CEQA Guidelines Section 15061(b)(3), where it can be seen with certainty that there is no possibility that the proposed rezone may have a significant effect on the environment.

Gateway Drive Townhouses General Plan Amendment (GPA 26-02) and Rezone (RZ 26-02) (APN 201-910-068-000)

I PROJECT DESCRIPTION
The project involves the following requests:
1) Amend the General Plan land use designation of the project site from Commercial (C) to Medium Density Residential (MDR).
2) Amend the zone district from General Commercial (C-1) to Medium Density Residential (R•2), allowing a residential density of 20 residential units per acre to support future residential development

I ENVIRONMENTAL DETERMINATION
The proposed project, a General Plan Amendment and Rezone have been determined to be exempt from the California Environmental Quality Act (CEQA) pursuant to the General Rule CEQA Guidelines Section 15061(b)(3), where it can be seen with certainty that there is no possibility that the proposed rezone may have a significant effect on the environment.

I CURRENT GENERAL PLAN AND ZONING
ITEM 6.1 PAGE 1/4 4/27/2026
The project site is currently zoned General Commercial (C-1), and the existing General Plan land use designation is Commercial (C). The site is surrounded by a variety of uses, including medium-density residential development, single-family residences, commercial businesses, and undeveloped parcels. Surrounding land uses and zoning are as follows:

North:

South:

Eafil:

West:
ls1TE PLAN
Undeveloped parcels; High Density Residential (R-3) zoning district.

Single-family dwellings; Medium Density Residential (R-2) zoning district.

Single-family dwellings and apartments; Medium Density Residential (R-2) zoning district.

Equipment sales and undeveloped parcels; C-1 (General Commercial) zoning district.

The project site consists of a 3.09-acre undeveloped parcel. This project is proposed to support future medium-density residential development, including 46 townhouse units with parking and private backyard areas. The project also includes new infrastructure, such as internal streets, utilities, and a stormwater retention basin. This project is proposed to support General Plan Housing Element Goal HE.2: Provide adequate sites to meet future housing needs and Anderson's share of regional housing needs.

I PROPOSED GENERAL PLAN AMENDMENT (GPA 26-02) AND REZONE (RZ 26-02) General Plan:

GP-1 Sufficient areas will provide for each type of land use to permit full development needed to meet the demands of population growth and economic advancement.

GP-4 Approve suitable projects which extend an orderly pattern of growth and do not cause "leapfrog" type development. (Circulation Element) (Air Quality Element) GP-8 Infill development of the vacant areas within the City Limits shall be encouraged in order for the City to provide services to its residents more efficiently.

ITEM 6.1 PAGE 2/4 4/27/2026
RP-4 In areas where different land uses abut one another, promote land use compatibility by using buffering techniques, landscaping, setbacks, screening and sound walls.

RP-5 The community should encourage compact, well-defined living areas and discourage residential sprawl
RP-6 Encourage clustering higher density residential development at locations within convenient walking distance of the Old Town Core, shopping centers, and bus routes.

I AGENCY COMMENTS
Comments on the proposed General Plan Amendment and Rezone were received from the City of Anderson Sewer Division. The Sewer Division recommended that the applicant utilize the sanitary sewer (SS) alignment shown on Plot Plan One, with minor modifications, rather than the alignment depicted on Plot Plan Two. The SS route shown on Plot Plan Two is not acceptable, as it involves a pressurized force main that is not designed to accommodate gravity sanitary sewer flows. The notice has been provided to the applicant and the current owner of the property.

I FINDINGS
General Plan Amendment:

The proposed General Plan Amendment from Commercial (C) to Medium Density Residential (MOR) will not be detrimental or injurious to the general welfare of the city, as it is consistent with the variety of residential development adjacent to and in the general vicinity of the project site.

ITEM 6.1 PAGE 3/4 4/27/2026
Rezone has been determined to be categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section pursuant to CEQA Guidelines Section the General Rule CEQA Guidelines Section 15061(b)(3), where it can be seen with certainty that there is no possibility that the proposed rezone may have a significant effect on the environment. •

I PUBLIC NOTICE
A 20-day public hearing notice of the subject project was published in the RecordSearchlight, and mailed notices were posted in accordance with the noticing requirements provided in AMC Section 17.54.040 - Zoning Amendments. No public comments on the project have been received by the Planning Department at the time of this report

I STAFF RECOMMENDATION
