F. Discussion and Direction on Building Inspection Services, Rebecca Callen, City Administrator Staff provided report. Vice Mayor Herndon asked about other staffing available from Interwest, Staff responded that they need to have a more thorough conversation as it was just relayed to extend the contract, and an RFP Is still needed, council needs to decided what they would like to do.

Council Member Schirato asked if Interwest was having staffing issues, staff responded.
Council Member Moncada spoke her concerns on why she wanted someone locally.
Council Member Tiscornia asked if there was a way to still have Interwest, as the Building Official but still hire a local inspector, staff responded it is, that they are open to work with us Mayor Broglio asked about the possible length of a new contract, staff responded Council Member Schirato asked about the rates if they would go up and staff stated there maybe a possibility, concerns regarding current and future building Council Member Moncada mentioned that if the City went the part time route, there could be a retired person that would be willing to step in. She asked about the positions, staff advised the position could be limited term. More round table discussion.
Public Comment by Jeff Johnson, spoke about the needs for an inspector, currently contractors have to wait for a couple days, they then end up having to pull the workers off the job. He asked why the City couldn't just hire a full-time position as both a building inspector / code enforcement officer. He expressed how he feels the city needs a local contractor that is available at all times.
Debbie Ponte spoke on behalf of DAC, City's doing the right discussion to look at the RFP, there currently are projects in the hopper but the current environment on the financial and the state of the economy is starting to scare people about whether or not they are going to pursue larger developments, she is thankful that there is Habitat for Humanity and it should go forward due to the grant funding and the work force coming from the home owners, but there is not a lot of residential building that Is going to be happening any time soon because of the financial market, on the commercial side she believes that there are a lot, sitting on the fence waiting for the direction of the City, on where they are going to go the next 5 to 10 years, where Council wants development, a lot of unknown, she agrees extending Interwest to the end of the year was a good move, but looking at the option of the RFP and massaging it a little for what an in house person or department looks like, she believes in house would be costly. The cost Is why in 2017/18 ^ it was made to be contracted. She mentioned the permits and inspection numbers provided In staff report.
She mentioned It is a good time to engage the contractors. With the balance of a little of everything, the City is on the right track. She personally thinks a part time person would not take it on due to the liability.
