RE: Resolution No. 22-75, Authorizing the City to Implement Teleconferenced Public Meetings Pursuant to Assembly Bill 361 Allowing the City to Continue a Hybrid Virtual Meeting Environment.
RECOMMENDED COUNCIL ACTION:
Staff recommends Council adopt a Resolution authorizing the City to Implement Teleconferenced Public Meetings Pursuant to Assembly Bill 361 Allowing the City to Continue a Hybrid Virtual Meeting Environment.
BACKGROUND:
On September 16, 2021 Governor Newsom signed Assembly Bill (“AB”) 361 which allows cities to continue to meet remotely during proclaimed states of emergency under modified Ralph M. Brown Act requirements that are similar but not identical to the rules and procedures established by the previous Executive Orders temporarily suspending provisions of the Brown Act. On September 20, 2021, Governor Newsom signed Executive Order N-15-21 to suspend AB 361 until October 1, 2021.
AB 361, until January 1, 2024, authorizes a local agency to use teleconferencing without complying with the teleconferencing requirements imposed by the Brown Act when a local legislative body holds a meeting during a declared state of emergency by the governor and when state or local health officials have imposed or recommended measures to promote social distancing.
REASONS FOR RECOMMENDATION:
On June 11, 2021, Governor Newsom issued Executive Order N-08-21, which among other things rescinded his prior Executive Order N-29-20 and set a date of October 1, 2021, for public agencies to transition back to public meetings held in full compliance with the Brown Act.
As the Delta and Omicron variants have surged in California, the Legislature has taken action to extend the COVID-19 exceptions to the Brown Acts’s teleconference requirements, subject to some additional safeguards.
A local agency that holds a meeting under these circumstances would be required by AB 361 to do all of the following, in addition to giving notice of the meeting and posting agendas as required under the Brown act. These additional requirements are intended to protect the public’s right to participate in the meetings of local agency legislative bodies. 6B

City Administrator Rebecca Callen • City Attorney Doug White, Churchwell White, LLP Pursuant to AB 361 local agencies are required to do all of the following in addition to meeting notice requirements under the Brown Act:
• Allow the public to access the meeting and require that the agenda provide an opportunity for the public to directly address the legislative body pursuant to the Brown Act’s other teleconferencing provisions. • In each instance when the local agency provides notice of the teleconferenced meeting or posts its agenda, give notice for how the public can access the meeting and provide public comment. • Identify and include in the agenda an opportunity for all persons to attend via a call-in or an internet-based service option; the legislative body need not provide a physical location for the public to attend or provide comments. • Conduct teleconference meetings in a manner that protects the statutory and constitutional rights of the public. • Stop the meeting until public access is restored in the event of a service disruption that either prevents the local agency from broadcasting the meeting to the public using the call-in or internet-based service option or is within the local agency’s control and prevents the public from submitting public comments (any actions taken during such a service disruption can be challenged under the Brown Act’s existing challenge provisions). • Not require comments be submitted in advance (though the legislative body may provide that as an option) and provide the opportunity to comment in real time.
• Provide adequate time for public comment, either by establishing a timed public comment period or by allowing a reasonable amount of time to comment.
• If the legislative body uses a third-party website or platform to host the teleconference, and the third-party service requires users to register to participate, the legislative body must provide adequate time during the comment period for users to register and may not close the registration comment period until the comment period has elapsed.
AB 361 also provides that if a local agency conducts teleconference meetings in reliance on AB 361, the local agency must make the following findings by majority vote every 30 days to continue using the bill’s exemption to the Brown Act teleconferencing rules:
• The legislative body has reconsidered the circumstances of the emergency; and • Either of the following circumstances exist: The state of emergency continues to directly impact the ability of members to meet safely in person, or State or local officials continue to impose or recommend social distancing measures.
The goal of AB 361 is “to improve and enhance public access to local agency meetings during the COVID-19 pandemic and future applicable emergencies, by allowing broader access through teleconferencing options” consistent with Executive Order N-29-20. AB 361 contains an urgency clause which became effective upon signing with a sunset of January 1, 2024.
Over the past year, the Angels Camp City Council meetings have been held with virtual hybrid teleconference components.
The City Council Chamber is not open for public attendance, but public participation is ensured through a virtual environment.

361 AND BROWN ACT PROVISIONS
WHEREAS, the City Council of the City of Angels (the “City”) is committed to preserving public access and participation in meetings of the City Council; and WHEREAS, all meetings of the City’s legislative bodies are open and public, as required by the Ralph M. Brown Act (Gov. Code, §§ 54950 – 54963), so that any member of the public may attend, participate, and watch the City’s legislative bodies conduct their business; and
WHEREAS, on September 16, 2021, Governor Newsom signed Assembly Bill (“AB”) 361, amending Government Code section 54953, subdivision (e) to allow for remote teleconferencing participation in meetings by members of a legislative body without compliance with the requirements of Government Code section 54953, subdivision (b)(3), subject to the existence of certain conditions; and WHEREAS, a required condition for remote teleconferencing participation in meetings by members of a legislative body is that a state of emergency is declared by the Governor, pursuant to Government Code section 8625, proclaiming the existence of conditions of disaster or of extreme peril to the safety of persons and property within the state caused by conditions as described in Government Code section 8558; and WHEREAS, a proclamation is made when there is an actual incident, threat of disaster, or extreme peril to the safety of persons and property within the jurisdictions that are within the City’s boundaries, caused by natural, technological, or human-caused disasters; and
WHEREAS, it is further required that state or local officials have imposed or recommended measures to promote social distancing or the legislative body meeting in person would present imminent risks to the health and safety of attendees; and WHEREAS, such conditions now exist in the City, specifically, on March 4, 2020, Governor Gavin Newsom proclaimed a State of Emergency to exist in California as a result of the threat of COVID-19; despite sustained efforts, the virus continues to spread and is impacting nearly all sectors of California; and WHEREAS, there has been a significant increase in COVID-19 cases due primarily to the Omicron variant and COVID-19. Emerging evidence indicates that the {CW110983.1}
Omicron variant is far more transmissible than prior variants of the virus, and can be spread by fully vaccinated individuals; and
WHEREAS, as a consequence of the declared emergency, the City Council does hereby find that the legislative body of the City shall conduct their meetings without compliance with Government Code section 54953, subdivision (b)(3), as authorized by Section 54953, subdivision (e), and that such legislative bodies shall comply with the requirements to provide the public with access to the meetings as prescribed in Section 54953, subdivision (e)(2); and
WHEREAS, pursuant to Government Code section 54953, subdivision (e)(3), in order to continue to teleconference without compliance with Government Code section 54953, subdivision (b)(3), the City Council shall, not later than 30 days after teleconferencing for the first time pursuant to this Resolution, and every 30 days thereafter, make the following findings by majority vote: The legislative body has reconsidered the circumstances of the state of emergency and any of the following conditions exist: (1) the state of emergency continues to directly impact the ability of the members to meet safely in person or (2) state or local officials continue to impose or recommend measures to promote social distancing; and
WHEREAS, the City reserves the option to hold in-person meetings, consistent with local health officer directives, or to continue a practice of remote meetings that still allow multiple options for public participation.
NOW, THEREFORE, THE CITY OF COUNCIL OF THE CITY OF
ANGELS CAMP DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. Recitals. The Recitals set forth above are true and correct and are incorporated into this Resolution by this reference.
Section 2. Proclamation of Local Emergency. The City Council hereby proclaims that a local emergency exists throughout the City, and that the legislative body meeting in person could present imminent risks to the health and safety of attendees due to the prevalence of COVID-19 in Calaveras County and the state, such that the City reserves the right to continue virtual meetings or conduct in-person meetings, consistent with local health guidance or duly issued orders.
Section 3. Remote Teleconference Meetings. The legislative body and designees of the City are hereby authorized and directed to take all actions necessary to carry out the intent and purpose of this Resolution, including conducting open and public meetings in accordance with Government Code section 54953, subdivision (e), and other applicable provisions of the Brown Act.
{CW110983.1}
Section 4. Effective Date of Resolution. This Resolution shall take effect immediately upon its adoption and shall be effective until the earlier of (i) December 1, 2022, or (ii) such time the City Council makes a subsequent finding by majority vote in accordance with Government Code section 54953, subdivision (e)(3), to extend the time during which the legislative bodies of the City may continue to teleconference without compliance with paragraph (3) of subdivision (b) of section 54953.

Dear Mr. Weiss:
I am writing to respectfully urge consideration of the application of the County of Calaveras State Route 4 Wagon Trail Realignment Project for SB 1 Trade Corridor Enhancement Program (TCEP) grant funding. There are several reasons why I believe this application merits consideration.
These funds are critical to closing the funding gap of this regionally significant project which is one of just a few roads providing access to the City of Angels Camp. Angels Camp is the only incorporated city in Calaveras County and is located at the crossroads of State Routes 4 and 49. State Route 4 provides the only direct east-west access for the City to the San Joaquin and greater Central Valley and Bay Area. This access is critical to the local economy.
The City relies on this important route for freight access and economic development. With the high volume of traffic and inadequate road conditions, this two-lane highway carries traffic volumes that overwhelm its capacity, particularly during emergency evacuations or at times when there are full road closures due to accidents. This designation was tested during the 2015 Butte fire which burned 71,000 acres and destroyed 921 structures.
Realignment of the proposed segment of SR-4 will increase capacity of this route by increasing the average speed through this segment, providing wider travel lanes, and providing standard shoulders.
Thank you in advance for your consideration of this request and your support of our state’s infrastructure.
Sincerely,
Alvin Broglio
Mayor

RE: APPROVE MOU WITH UWPA FOR ACCESS TO THE CITY OF ANGELS EMERGENCY GENERATOR FOR BACKUP POWER.
RECOMMENDATION
Approve the MOU between the City of Angels and Utica Water and Power Authority
BACKGROUND
The City of Angels has installed an emergency generator at the Water Treatment Plant in case of power failure and UWPA operates the Angels Forebay, which has no access to emergency power.
DISCUSSION
In the event of a PSPS (or any power outage) that affects the Angels Forebay area, this project would connect all of Utica's critical facilities to the City's backup generator at the water treatment plant.
When the City generator comes on, it would provide power to Utica's infrastructure (in addition to the City's infrastructure) once this project is complete. This backup power will allow Utica to maintain SCADA communications between the Angels Forebay and Utica’s headquarters in Angels Camp and Utica’s backup Internet connection through Cal.Net (Comcast is their primary).
This is critical to ensuring Utica can control the head gate to the penstock for the Angels Powerhouse (and an automatic shut-off valve that closes in emergencies), maintain control of the reservoir elevation of the Angels Forebay, provide the Dogtown Ditch Association with irrigation water flows during the summer, and power lighting to monitor the debris rack and other facilities at the Forebay at night.
Currently, Utica has no backup power at the Angels Forebay.
The MOU has been created with the assistance of legal counsel, the UWPA General Manager, the City of Angels Public Works Superintendent, and the City Administrator. 7A

AND
UTICA WATER AND POWER AUTHORITY
FOR
Use of the City of Angels’ Backup Generator
THIS MEMORANDUM OF UNDERSTANDING (“MOU”) is made and entered into by and between the City of Angels (the “City”) and Utica Water and Power Authority (“UWPA”), for UWPA’s connection to the City’s emergency backup generator for the City of Angels Water Treatment Plant near Angels Forebay. The City and UWPA are referenced herein individually as a “Party” and collectively as the “Parties”. There are no other parties to this Agreement.
WHEREAS, the City and UWPA share a joint desire to ensure UWPA’s ability to control its facilities and infrastructure in the event of a Public Safety Power Shutoff event (“PSPS”) or any power outage; and WHEREAS, UWPA currently lacks backup power at the Angels Forebay; and WHEREAS, the City owns and maintains an emergency backup generator for the City of Angels Water Treatment Plan near Angels Forebay (the “Emergency Generator”); and WHEREAS, UWPA is able to connect its communications, monitoring, control equipment, and buildings to the Emergency Generator; and
WHEREAS, connecting UWPA’s infrastructure to the City’s Emergency Generator will help ensure UWPA’s ability to perform essential functions, such as controlling the head gate to the penstock for the Angels Powerhouse and controlling the reservoir elevation of the Angels Forebay, can continue in the event of a PSPS event or any other type of power outage.
NOW, THEREFORE, the City and UWPA agree as follows:
1. PURPOSE
The purpose of this MOU is to permit UWPA to connect its communications, monitoring, control equipment, and buildings (collectively, “Infrastructure”) to the Emergency Generator. This MOU does not provide UWPA with any property interests in the use or possession of the Emergency Generator or any other City facilities.
2. CITY’S RESPONSIBILITIES
The City shall permit UWPA to connect its Infrastructure to the Emergency Generator. The City agrees to provide UWPA reasonable access to the Emergency Generator so that UWPA may promptly establish the required connections for its Infrastructure. UWPA may only access the City’s facilities to connect its Infrastructure to the Emergency Generator with the prior written approval of an authorized City representative, as set forth in Section 7 of this MOU.
3. UWPA’S RESPONSIBILITIES
UWPA shall connect its Infrastructure to the Emergency Generator as provided in the Scope of Work, attached hereto as Exhibit A and incorporated herein by this reference. EXHIBIT A
Scope of Work
Angels Forebay Backup Generator Power Project
Description of work:
1. Work will be performed on a property owned by the Utica Water and Power Authority (UWPA) surrounding and including the Angels Forebay, and property owned by the City of Angels Camp (COA) around and including the COA Water Treatment Plant (see attached map). Contractor will perform the following work (see attached Scope of Work):
• Install owner-supplied, 50a, 2-pole breaker in existing main panel board. • From main panel board, run (1) 1” EMT and (1) ½-inch EMT up high on the wall to the southeast corner of the existing building. Penetrate building and create (2) weather heads.
• At the existing penstock building, install 1” riser and ½ inch riser. • At the Penstock Building, install 100-amp ATS. Rework existing power from meter to run through the ATS and then to subpanel.
• Run triplex for power and tray cable for control between the two riser weather heads.
Run conductors into the existing ATS at the treatment plant and to the new circuit breaker.
• Work with owner and City of Angels to complete startup and testing.
Project timeline:
1. The grant funding Utica is using to fund this project is through the Cal OES Community Power Resiliency Program. The intent of this program is to provide backup power to UWPA’s critical infrastructure serving the community. In light of this, UWPA expects the contractor to move forward with this project as soon as possible, with the likelihood of wildfires and PG&E Public Safety Power Shutoffs increasing by the day.
{CW116180.4} CONNECTION TO EMERGENCY BACKUP GENERATOR-MOU
2. UWPA acknowledges there may be delays in generators being delivered from manufacturers.
That said, UWPA believes a reasonable goal for project completion is October 31, 2022.
3. Due to mandatory time limitations on grant funding expenditures, this project must be completed no later than November 1, 2022.

RE: DISCUSSION AND APPROVAL TO AUTHORIZE THE CITY ADMINISTRATOR TO EXECUTE
THE CONTRACT WITH THE CALAVERAS COMMUNITY FOUNDATION TO ACCEPT $135,000 TO FUND A PORTION OF THE PLAYGROUND STRUCTURE TO BE SPENT
WITHIN ONE YEAR OF RECEIPT OF FUNDS
RECOMMENDATION
Authorize the City Administrator to execute a contract with the Calaveras Community Foundation to accept $135,000 to go toward the playground structure in Utica Park and require the use of funds within one-year of receipt.
BACKGROUND
The Angels Camp Community Club raised $135,000 through a tremendous public effort to replace the aged playground structure in Utica Park. These funds were raised and committed to the City of Angels for this effort through a partnership with the Calaveras Community Foundation.
DISCUSSION
The Calaveras Community Foundation has held the funds in trust and is now requiring a timely use of funds, given the efforts started in 2018 and it is now 2022. Delays in moving forward on the project have been a combination of the pandemic and waiting for a determination on two grants to maximize the funding and project efforts. The City has been awarded the Per Capita grant in the amount of $177 thousand and was most recently awarded $3 million dollars for the Recreation and Tourism grant.
The concern at this time is the delays could be considered an inaction on the part of the City, causing the main donor to withdraw their donation.
To avoid this risk, the City will commit to the timely use of funds and prioritize the playground structure while the rest of the park improvements move ahead on the timeline coordinated on a separate project plan.

RE: DISCUSSION AND APPROVAL OF EXECUTING AGREEMENTS WITH IWORQ SYSTEMS
FOR AN ENTERPRISE PACKAGE FOR COMMUNITY DEVELOPMENT AND PUBLIC WORKS
SOLUTIONS
RECOMMENDATION
Approve the staff recommendation to enter into an enterprise agreement with iWorQ systems for Community Development and Public Works software solutions and approve the policy of non-utility credit card charges to be passed on to the consumer.
BACKGROUND
The City of Angels has been using Building Permit software written by Bufkin & Associates Municipal Computer Consulting. Staff has been diligently discussing work efforts, duplication of, and lack of available information that is causing either staff to inefficiently perform their tasks or the inability of the consumer to get the level of service needed, or soon-to-be-mandated access.
DISCUSSION
Staff have engaged in no less than 6 software companies covering a myriad of solutions to meet the needs of staff and consumers. The main points of focus were on Building Permits and Code Compliance, lack of GIS mapping, lack of infrastructure inventory, no pavement management system, paper workorders currently being used, and an overall frustration of the public in getting status information.
In reviewing each software solution, staff were careful to look for ease of use by staff, the public, ability to retrieve information easily, and mobility of the solution. After months of looking, Staff are confident that the proper solution has been found.
The City of Jackson, the City of Ione, and numerous other smaller Cities use the iWorQ System. It is a simple, yet effective software that check all of our boxes:
• By 2024 The City will be required to allow the public to get updated information online for building permits
• Public Works to get mobile access to workorder in the field and make workorders in the field 7C

o Allows staff to generate actual costs for work performed • Access to submit mapping information to create GIS layers o Sign Inventory
o Hydrant, lines, valves, pumps, and manholes inventory o Workorder issue tracking (identifies area of concern) • Online Business License submission
• Online Building Permit Access
• Code Compliance tracking that would tie Building Permits and Business License parcel together (Code Violation = no new building permit or license)
• Pavement Management
• Online credit/debit processing for building, planning, and code fees/fines • Water and Wastewater Maintenance scheduling and tracking Staff are excited about the prospect of having easy to use software to work through many of the issue that have caused frustration in the field and frustration by residents. Final selection was agreed to by Code Enforcement, Public Works, Building, Planning, Customer Service, and Finance.
We currently use Smartsheet for customer engagement across CDA requests and public complaints. We would be able to eliminate 2 licenses (savings of $600).
We currently absorb all credit card charges for building, planning, and other fees for a total of $25,750 in bank fees.
We currently pay Springbrook $2,676.24 for licensing Licenses and Permits.
The total Subscription fees for Community Development for iWorQ is $9,000.
The total Subscription fees for Public Works for iWorQ is $11,000.
Implementation costs (One-Time) for both is $13,000.

DISCUSSION
The Council needs to see and the public to be aware of the work done daily by hardworking staff. The Council should get these weekly reports as there are updates to give.
Administration Update
We met with the CCC Manager for the San Joaquin County Office of Education division to walk the Utica Park expansion property. They are also interested in other projects that the City or GHC LLD might have requiring their assistance. We had our CDBG meeting to go over the reprogrammed project application to get it submitted. We had two demos for staff covering Public Works and CDA functions. I met with the GHC LLD committee to ensure that we are on the same page as we advance with roles and responsibilities. They asked for some templates from the City to help them stay in line with some of the practices we have. I had a GHG meeting with CCOG to get on track for the next steps with the City.
Given that 77% of the City's GHG comes from transportation, we could do 100% of all of the new building changes that would reduce emissions and still wouldn't get us to the target. We will submit what the Planning Commission has approved into the plan, including impacts from wildfires and our practices for abatement and land and home protection. I met with my contact Brandis Tallman. It is the WORST time to borrow money, and the market is not great. We have had some issues where the City has no Animal Services when dealing with aggressive dogs. I contacted the County Animal Services department to discuss options to provide services on a limited basis and what those costs might be. I contacted Sierra Hope, Angels Vets, The County Social Services department, ATCAA, and the Resources connection to inform them about our new Customer Assistance Program. Staff now have the policy, agreements, and system changes to begin reviewing applications. We worked on a response for the 10A

Fire Update
10/9-10/15 (2) Major vehicle accidents. Multiple basic calls for service. Basic Meetings Chief off due to Family death.
Our deepest condolences to Chief Rohrabaugh and his family.
Police Update
10/7/22 - 10/13/22 80 Calls for Service (1) Misdemeanor Warrant Arrest Items of Note: - Coneth worked a full day at the police department working on PD computers - Worked with County IT to update VPN communications with our CAD system - Meeting scheduled with Lexis Nexus (Coplogic) to talk about online reporting - Worked with City Administrator on a police officer recruitment plan Engineering Update
I have gotten several quotes for the Speed Survey; Rebecca is confirming the insurance requirement for the vendors on auto coverage. I am working on developing a pavement management spreadsheet with data that would be able to be loaded into software for GIS when ready. I am waiting to start reviewing the H4H plans once they submit the crosswalk of conditions to the plan page (this was agreed upon to reduce the review costs for H4H). I am working on the sign project review to sign off so that I can develop an RFP. I will be working on a plan and RFP for the striping project.
Public Works Update
Attended demo for Public Works, Water, and Wastewater software. This would allow web-based access to work orders, schedule maintenance for our infrastructure, create a pavement management plan, inventory all signs, meters, and hydrants, and start using GIS to identify issues in our system based on repair data in the field. We worked on RFP for Sidewalk Repairs.
Water/Wastewater Update
CITY HALL
CITY OF ANGELS PO Box 667, 200 Monte Verda St. Suite B, Angels Camp, CA 95222 P: (209) 736-2181 I had all the biosolids trucked out—trained staff on equipment for loading the trucks. I addressed complaints of foul odor while biosolid work was occurring. It is an unfortunate product of loading and trucking away the biosolids.
I am identifying trucks to purchase. Difficult to find them in the current market. I will prepare the staff report to bring to Council once I have them nailed down. Equipment is currently in the budget.
Building Update
Building and Planning met with the State Community Development Block Grant representative regarding pending grants for the Utica Park Kitchen (including generator) and ADA Bathrooms.
Contracting for generator installation is complete. Contracts for CDBG amendments should be finalized the week of 10/17/22. Staff met with the Greater Valley Conservation Corps and walked Utica Park, identifying structures and vegetation to be removed in preparation for the Utica Park/Lightner Mine Expansion project. Staff continued coordinating with the new code compliance officer. The Planning Commission met on 10/13/22 and recommended that the City Council approve the proposed City of Angels Cultural Resources inventory. The Planning Commission sign subcommittee met for the first time and approved signage for the Halo Hair Studio in the historic district. Staff met with landowners adjacent to the proposed Foundry Lane and coordinated with the landowners for the pending Foundry Lane decertification. A code revision was drafted to remove conflicts between state and city building codes. An RFP was prepared for the All Hazards Planning Codes grant from CAL OES.
Finance Update
I worked with the external auditors on year-end and single audit information for most of the week. I am also working through the State Route 49, Murphys Grade Infill, and other projects that have not been closed out with Caltrans or CCOG to ensure that all invoicing from 2020, 2021, and 2022 is completed.

Administration Update
Caytyn Schaner has been offered and accepted the position of Administrative Services Specialist.
Congratulations to her! I met with Joe Oliveira to discuss the Museum Commission and what suggestions or concerns the City might have regarding the Museum that the Commission could assist with. I had an interview with the Taxpayers Association's Al Segalla to highlight the City Strategic Plan Survey, the CEDS, our projects, etc. We have posted the RFP for sidewalk repairs. Flags for downtown have been purchased and am coordinating with BHHS and Girl Scouts to see about volunteers hanging them for Veterans day. The Angels Camp Veterans have agreed to contribute $2,000 towards the expense of the flags! The Post Office roof is leaking, and they have requested the City make the repairs.
Staff is working to identify a roofer who can inspect and repair. We have released the Office Trainee recruitment - Tell your friends. We have created a [email protected] email to avoid issues for vendors and the public when they have a Community Development Question. Multiple staff has access to it. I am also coordinating with Craig Pedro, Calaveras County CAO, to identify how the City can get Animal Services (health and safety protection) for our law enforcement. Specifically, we have had aggressive dogs or welfare calls for abandoned animals in the City. 10B

CITY OF ANGELS PO Box 667, 200 Monte Verda St. Suite B, Angels Camp, CA 95222 P: (209) 736-2181 Water/Wastewater Update
Operation and maintenance of the treatment plants and spray field continue as normal. Staff wrapped up the bio-solids hauling operations for the year! Staff is working to fix leaks in the wastewater plant reclaimed water system so we can use it for operations and wash down water instead of domestic water. Staff responded to an electrical issue at the spray field. The transformer on the PG&E pole malfunctioned and caused a soft start for one of our pumps to explode. With the help of Bruce Whittle Electric, we were able to get up and running with one pump. A new soft start for the other pump will be available in March. Bruce is looking through his inventory of used parts to see if he has one that will work for now. The September 2022 wastewater report has been completed.

CITY OF ANGELS PO Box 667, 200 Monte Verda St. Suite B, Angels Camp, CA 95222 P: (209) 736-2181 Building Update
Building and Planning are coordinating to update building codes in conflict with state building codes and investigating how to best update building permit fee calculations. Planning completed the National Environmental Policy Act (NEPA) environmental document for Habitat for Humanity (H4H) and submitted it to the USDA. H4H is working on completing its checklist of conditions in conjunction with the submittal of its full plans for review (for all grading and infrastructure). The Planning Staff is updating Planning Permit applications and instructions as part of the LEAP Grant streamlining task.
Planning staff also concluded the final location review for the City's four new jumping frog monument signs tentatively scheduled for installation before June 30, 2023. Planning Staff also has received two more applications for inclusion on the City of Angels Register of Cultural Resources with a third pending.
Staff anticipates an outreach letter to all buildings included on the 2011 City Cultural Resources Inventory and process multiple register additions concurrently. Staff is currently meeting one on one with multiple landowners as part of the SB 2 citywide rezoning for general plan compliance. Staff anticipates taking Special Planning rezonings and an update to the SP zoning district to the Planning Commission in December with likely consideration by the City Council in January 2023.
Finance Update
Larry Bain CPA and Linda Foster were onsite Tuesday to finish up testing and single audit requirements.
Larry should be able to complete the remainder of the work remotely. Completed final report to Caltrans on 49 Sidewalks and submitted final invoices to CCOG and Caltrans to close the project.
Attended a webinar on ClearGov budgeting that works with Springbrook to pull historical data for building the City's budget book. Springbrook testing for ACH Utility billing payments through Bank of Stockton. We are almost done moving banking services to Bank of Stockton with the exception of Utility Billing payments. Next month we will have cut over completely and have ACH/Credit Card payment post to Bank of Stockton.
