CITY OF ANGELS PO Box 667, 200 Monte Verda St. Suite B, Angels Camp, CA 95222 P: (209) 736-1346 Utica Park Update - 2
• GeoCon was hired as the geotechnical engineering firm to evaluate the site. A site visit occurred on 10/23/23. A draft phase one recommendation study was received October 30, 2023. Next steps required drilling to determine the configuration of mine shafts for potential capping and to confirm the construction capabilities of the area.
GeoCon has been contracted to commence that work to cost $30,670.00. Boyer and its design team determined that additional evaluation of the existing Utica Park also was necessary. GeoCon has been hired to perform that work at a cost of $4,800. A second site visit occurred December 20, 2023 for onsite evaluation of the existing Utica Park. The second study report was received 1/09/24 with recommendations for an additional $20,023 in site testing. That item is on the 1/16/24 Council agenda for approval. Once approved, site testing can commence and, based on results, design plans can be prepared. • The next meeting of the interpretive sign subcommittee meeting will be held January 23, 2024, to review draft text for signage. Committee members are Judith Marvin (historian), Tad Folendorf (historian), James G. Respess, Ph.D. (graphic design), Amy Augustine, Rebecca Callen. Outreach to other local historians is ongoing. At present, interpretive signs are proposed to include Master overview of mining (Mother Lode Belt, locating mines in Angels Camp, line drawing of a standard mill), Utica Hoist footings, Lightner hoist, Lightner ore bins, mining people, mining nationalities represented in Angels Camp, Angels Camp history overview. QR codes are also proposed for various locations and on interpretive signs to provide additional information (e.g., Utica Shaft).
Initial sign design and content will be presented to the Community Stakeholders Design Committee at a future meeting.
• Staff contacted Timbercraft (local) for a cost estimate to construct park benches from the walnut trees removed from the park. A revised schedule is in mid-January for that agency to provide cost estimates and construction timelines.

RE: Resolution 24-10 Authorizing geotechnical investigations for the Utica Park / Lightner Mine Expansion and Rehabilitation Project for $60,393 and authorizing the City Administrator to execute all applicable documents.
RECOMMENDATION
Adopt Resolution No. 24-10
STRATEGIC PLAN IMPLEMENTATION
A3 Conservation and Open Space Protect the health and safety of people and property in the city from natural and man-made hazards. The proposed geotechnical investigation will ensure that the new park will be safe for the community relative to man-made (mining) hazards.
C7 Public Facilities & Services Maintain or increase the levels of service currently available within Angels Camp for park facilities and infrastructure. The proposed studies will allow the design of the new park to proceed thereby increasing the levels of service for park facilities in the City.
BACKGROUND, ANALYSIS AND FINDINGS
GeoCon was hired to perform a preliminary analysis of the geotechnical conditions of the Lightner Mine (Utica Park expansion). Based on that preliminary analysis, focused areas were identified for on-site drilling and geotechnical investigation to determine where and how project foundations can be constructed on site.
At the request of the project engineer and design firm, a subsequent evaluation was performed for the existing Utica Park parcel. Based on that preliminary analysis, focused areas were identified for on-site drilling and geotechnical investigation to determine where and how project foundations can be constructed on site.
The total cost for the entire investigation now exceeds the City Administrator’s limit for approving a contract.
Original Agreement – Preliminary Evaluation of the Expansion Parcel............................... $4,900 CO No. 1 – Design-Level Investigation of the Expansion Parcel......................................... $30,670 CO No. 2 – Preliminary Evaluation of the Park Parcel .......................................................... $4,800 CO No. 3 – Design-Level Investigation of the Park Parcel (current proposal) .................... $20,023 Therefore, staff is requesting City Council approval to proceed with the proposed contract totaling $60,393. 7B

Subject: REVISED PROPOSAL FOR DESIGN-LEVEL GEOTECHNICAL INVESTIGATION
UTICA PARK EXPANSION
ANGELS CAMP, CALIFORNIA
Ms. Augustine and Ms. Callen:
Geocon Consultants, Inc. (Geocon) is pleased to provide the City of Angels (the City, the Client) with this revised proposal for design-level geotechnical investigation in support of the Utica Park Expansion Project. Our investigation will focus on the existing 2.63-acre Utica Park designated as Calaveras County assessor’s parcel number (APN) 060-006-008 and a 3.82-acre expansion parcel designated as APN 060- 006-006 adjoining the park parcel to the northwest. The park parcel and the expansion parcel (collectively, the site) are southwest of State Route 49 and north of Sam’s Way in Angels Camp, California.
This proposal serves as Change Order No. 3 to our agreement with the City dated October 3, 2023, and is an update to our previous proposal for design-level geotechnical investigation dated November 20, 2023, which focused on the expansion parcel. This proposal summarizes background information, states the purpose of the investigation, and describes the investigation scope, fee, and schedule. We developed the scope of investigation with representatives of the City and the design team during web meetings on November 14 and December 12, 2023.
BACKGROUND AND PURPOSE
We performed a preliminary geotechnical evaluation in October and December 2023 that included literature review, historical research, and surface reconnaissance. Findings are presented in our Preliminary Geotechnical Evaluation (January 2024). The preliminary evaluation identified historical hardrock gold mining features including shafts, raises, excavations, stopes, and uncontrolled fill at the site and on adjoining properties.
Our historical research and surface reconnaissance identified surface mine openings at the site including the Utica North Shaft, Utica South Shaft, Old Lightner Shaft, New Lightner Shaft, and at least six surface depressions that appear to be associated with shafts, raise portals and/or pits. In addition, we encountered historical records of the collapse of subsurface mine workings that resulted in surface settlement between the Utica North Shaft and Utica South shaft, and along the Billings Vein in the northern end of the site, west of the New Lightner Shaft. Many of the mine features have been partially backfilled but were not likely physically closed in accordance with an engineered design under permit from the local building authority. Mine openings at or near the ground surface without engineered physical closure features may present physical hazards and may not be suitable for support of structures or pavement.
Geocon Proposal No. SA-24-0014-C-GT - 2 - January 9, 2024 The purpose of our design-level geotechnical investigation is to evaluate subsurface conditions related to the historical mining features. Our subsurface investigation will focus on (1) the locations of suspected mine features identified by our preliminary evaluation and (2) the locations of the proposed improvements. The proposed investigation program is outlined below.
1. Field exploration:
a. Exploratory air-rotary drilling to depths of up to 100 feet to evaluate subsurface conditions in the narrow, southeast-trending ravine representing the apex (lode line) of the gold-bearing zone. b. Exploratory excavation at suspected mine openings to determine the diameter and orientation of the openings and the adjacent bedrock conditions.
c. Exploratory excavation at proposed improvement locations to determine the depth and characteristics of fill materials.
d. Coring of a concrete slab at the Utica North Shaft location to estimate the slab thickness and obtain samples for compressive strength testing, and geophysical scanning to identify steel reinforcement.
2. Geotechnical laboratory testing to evaluate soil and/or rock engineering properties and concrete compressive strength;
3. Engineering analysis to develop geotechnical design criteria; and
4. Report preparation.
We will be able to perform engineering design for physical closure of the identified mine openings based on the findings of our investigation. Closure design is not included in our current proposed scope of services. Our fee and schedule for closure design can be determined once specific features are identified for closure.
SCOPE OF SERVICES
The following scope of services is based on our current understanding of the park expansion project and our discussion of the investigation scope with City representatives on November 14 and December 12, 2023.
Task A – Geotechnical Investigation
Pre-field Activities
Review available design plans and conceptual layouts to select exploratory boring and test pit locations. Perform a site reconnaissance to evaluate equipment access and mark the proposed exploration locations. Notify subscribing utility companies via Underground Service Alert (USA) a minimum of two business days (as required by law) prior to performing subsurface exploration at the site. Retain the services of a California C57-licensed drilling subcontractor to perform exploratory borings. Obtain a drilling permit from Calaveras County.
Field Exploration Program
Perform up to eight exploratory borings using a track-mounted air-rotary drill rig to depths ranging from approximately 60 to 100 feet, or refusal, whichever is shallower.
Geocon Proposal No. SA-24-0014-C-GT - 3 - January 9, 2024 Observe subsurface conditions revealed by up to 16 exploratory excavations (test pits) using a trackmounted excavator capable of reaching depths of at least 18 feet below the ground surface (Cat 225 or larger). We understand that Boyer Construction will provide an operated excavator for two days to perform the exploratory excavations at no cost to Geocon. Test pits will be located in unpaved areas of the site. Log cuttings obtained from the exploratory borings and side wall conditions in the test pits using the Unified Soil Classification System (USCS) and obtain soil/rock samples from the test pits. Upon completion, backfill the borings with cement grout and the test pits with the excavated materials. Test pit backfill will not be compacted and will settle over time. Therefore, reworking of the loose backfill should be performed in areas of structural improvements, pavement, or flatwork. Evaluate the existing concrete slab at Utica Park:
o Measure slab dimensions and thickness,
o Estimate the steel reinforcement schedule using ground-penetrating radar (GPR), and o Estimate the concrete condition and compressive strength by obtaining up to four 4-inch diameter cores and placing new concrete at the core locations.
Laboratory Testing Program
The following laboratory tests may be performed to classify and evaluate the engineering properties of the materials encountered, at our discretion:
In-situ moisture/density, ASTM International (ASTM) Method D2937. Particle size distribution, ASTM D422.
Atterberg limits, ASTM D4318.
Shear Strength, ASTM D2850.
Expansion Index, ASTM D4829.
Maximum Dry Density/Optimum Moisture Content, ASTM D1557. Screening-level soil corrosion potential (pH, resistivity, sulfate, chloride, sulfide, and redox potential), Caltrans Test Methods (CTM) 417, 422, 643, G-200, and C105. Concrete compressive strength, ASTM C39.
Engineering Analysis and Report Preparation
We will evaluate the field and laboratory testing data and develop geotechnical recommendations and design parameters for the project as presently proposed. We will prepare a summary report with our findings, conclusions, and recommendations. The report will include:
Site Plan showing the locations of the exploratory borings and test pits, Description of site geology and logs of subsurface conditions, Logs of the exploratory borings and test pits, including depth to groundwater (if encountered), Geotechnical laboratory test results,
Seismic hazard evaluation (faulting, liquefaction potential, etc.), Code-based seismic design criteria (2022 California Building Code), Geocon Proposal No. SA-24-0014-C-GT - 4 - January 9, 2024 Summary of geotechnical constraints and mitigation alternatives, Anticipated excavation characteristics,
Site preparation and grading recommendations,
Suitability of onsite materials for use as engineered fill and general import fill recommendations, Utility trench excavation and backfill recommendations, Foundation recommendations, including suitable foundation type(s), allowable bearing capacity, minimum embedment depths, and anticipated settlement,
Slab-on-grade recommendations,
Lateral earth pressures,
Flexible and rigid pavement structural section design, Exterior flatwork recommendations, and
Screening-level soil corrosion potential evaluation.
We will email a draft report for review by the Client and design team, followed by a signed and stamped final report in PDF format.
Task B – Physical Closure Design and Plan Review/Consultation during Final Design We will be able to perform engineering design for physical closure of the identified mine openings based on the findings of our investigation. Our fee and schedule for closure design can be determined when specific features are identified for closure.
As the project team conducts the final layout and design, we will review plans and specifications for the park expansion project to verify that our recommendations have been properly incorporated into the project design. If necessary, we will provide additional conclusions and recommendations pertaining to design elements that were not discussed prior to our investigation. Plan review and consultation is not included in our current scope and can be performed on a time-and-materials basis pursuant to our fee schedule.
Task C – Construction Services
To maintain continuity of geotechnical interpretation, we recommend that we be retained to provide geotechnical testing and observation services during construction. Our testing and observation services are important to verify that conditions encountered during physical closure of mine openings and earthwork for the park improvements are similar to those encountered in our test pits and exploratory borings, and to verify that our design recommendations have been properly implemented. Our experience indicates that maintaining the same Geotechnical Engineer of Record throughout design and construction significantly reduces the potential for contractor change orders. We will prepare a cost agreement for construction services once a general project construction schedule has been established.
PROPOSED SCHEDULE
We anticipate that the geotechnical investigation and reporting can be completed within six to eight weeks of your authorization to proceed. If we encounter a potential delay related to weather or drill rig availability, we will contact you promptly to discuss the schedule.

DEDICATION FOR A ROADWAY OFF WILSON STREET AS OFFERED TO THE CITY OF ANGELS ON THE GLEN ACRES SUBDIVISION MAP RECORDED IN BOOK 2 OF SUBDIVISIONS PAGE 15 OF
CALAVERAS COUNTY RECORDS
RECOMMENDATION
Adopt Resolution No. 24-09.
STRATEGIC PLAN IMPLEMENTATION
B5 Land Use Provide a well-organized and orderly development pattern that maintains and enhances Angels Camp’s social, economic, cultural, environmental, and aesthetic resources while managing growth so that adequate facilities and services can be provided in pace with development. The easement will facilitate the construction of Foundry Lane parcels by providing secondary access. This, in turn, will facilitate land development for multiple uses encouraging economic development consistent with the City of Angels General Plan 2020.
C4 Public Facilities & Services Maintain or increase the levels of service currently available within Angels Camp for public works facilities and infrastructure including roads, sidewalks, drainage facilities, public buildings, and other public facilities. The easement will facilitate planned development as reflected in the original subdivision documents and facilitate development of Foundry Lane parcels by providing a secondary access. This, in turn, will facilitate land development for multiple uses encouraging economic development consistent with the City of Angels General Plan 2020.
BACKGROUND AND ANALYSIS
The subject roadway segment is identified in Figures 1 and 2. It is currently used by the city to access the City’s wastewater lift station. It was identified as a future road in conjunction with approval of the Glen Acres subdivision in 1947 where the segment is offered for dedication for public use on the Glen Acres subdivision map recorded in Calaveras County records (See Resolution, Exhibit A).
No record of an acceptance of the offer of dedication for the roadway can be found in existing City records.
Therefore, this resolution is proposed to formally accept the dedication.
The Whittle/Suttons, owners of the adjacent parcels, have requested the city formally accept the offer of dedication.

COMMUNITY DEVELOPMENT
CITY OF ANGELS PO Box 667, 200 Monte Verda St. Suite B, Angels Camp, CA 95222 P: (209) 736-1346 Wilson Street Dedication Acceptance - 2
Accepting the dedication is consistent with the following General Plan Goals, Policies and Programs:
General Plan 2020
Goal 3.A Provide an integrated road system that is safe, efficient, maintains the rural character of Angels Camp and meets current and projected community needs.
Policies
3.A.2 Identify and adopt routes for future roads in advance of new development.
3.A.3 Identify and adopt Local, Collector and Arterial routes to meet the current and projected needs of the community and region.
3.A.4 Identify and adopt routes for future roads to create a street network to disperse local traffic throughout the city, alleviate congestion at critical intersections and improve traffic flow along Local Roads, Collectors and Arterials.
ENVIRONMENTAL FINDINGS
The project is categorically exempt from the California Environmental Quality Act pursuant to the state and City guidelines for implementing CEQA pursuant to Section 15303, Class 3, CONVERSION OF SMALL STRUCTURES which includes street improvements. The length of the existing dirt roadway, upon development, would be improved with city standard re-surfacing consistent with the conversion of a small street. Therefore, the project is categorically exempt.

TO: City Council
FROM: Rebecca Callen, City Administrator
RE: PUBLIC BATHROOM DISCUSSION AND DIRECTION
RECOMMENDATION:
Either:
1) Authorize City Administrator to Enter into Agreement with Yummy Ha Ha 2) Direct Staff to Assume Responsibility for Bathrooms
STRATEGIC PLAN ALIGNMENT:
Year 1/Tier 3: Public Facilities & Services: Maintain or increase the levels of service currently available within Angels Camp for park facilities and infrastructure.
BACKGROUND:
The City of Angels Public Bathrooms located downtown serves as a vital resource for residents and visitors, being the sole ADA accessible public restrooms in the city. The current agreement with the Pickled Porch Lease covers specific days and times (Wednesday through Sunday, 11-3) for bathroom accessibility. However, concerns have been raised by businesses and the public regarding the limited availability, especially during times when the Pickled Porch is not in operation.
DISCUSSION:
Ms. Tiscornia has proposed a potential solution by allowing a new business, Yummy Ha Ha, access to the bathrooms on additional days when their business is operational. In exchange, Yummy Ha Ha would assume the responsibility of cleaning the facilities on those days. Legal counsel has emphasized that any agreement for access and responsibility of the bathrooms must be officially entered into by the city.
1. Downtown public bathrooms are essential for the community, serving as the only ADA accessible option.
2. Businesses and the public have expressed the need for extended access beyond the Pickled Porch Lease hours.

3. Ms. Tiscornia has proposed an arrangement with Yummy Ha Ha for additional access and cleaning responsibilities on specific days.
Options for City Council Consideration:
1. Authorize City Administrator to Enter into Agreement with Owners of Yummy Ha Ha:
- Grant the City Administrator the authority to negotiate and enter into a contract with Yummy Ha Ha. - The contract would specify terms, effective date, use of premises, cleaning responsibilities, and any other relevant details.
- Ensure that the agreement aligns with city policies and legal requirements.
2. Direct Staff to Assume Responsibility for Bathrooms:
- Provide direction to city staff to take on the responsibility of opening, closing, and cleaning the bathrooms on days not covered by the Pickled Porch Lease. - This option involves a more direct city management approach and may require additional staffing resources.
Staff recommends that the City Council considers one of the options above to address concerns regarding the limited accessibility of downtown public bathrooms. It is crucial to ensure that any decision aligns with legal requirements and serves the best interests of the City of Angels community.
Pending City Council direction, staff will proceed with the chosen option, initiate necessary negotiations, and implement the agreed-upon plan for extended bathroom access and cleaning.
FINANCIAL IMPACT:
Discussions regarding the need for additional dedicated staff for Public Works will occur at the February 6 City Council meeting.
