RE: Rural Recreation and Tourism Program - Utica Park Lightner Mine Expansion Project Update RECOMMENDATION:
Acknowledge and accept updates.
STRATEGIC PLAN ALIGNMENT:
A4: Economic Development: Promote a wide variety of economic opportunities consistent with the city's social, cultural, environmental, and aesthetic resources. The proposed Rural Recreation and Tourism grant park project is intended to increase tourism through park enhancements including a stage, historical (cultural) interpretation trail, and improved pavilion for outdoor events. A new children’s playground, adult/teen exercise equipment, bocce courts, hardcourts, improved pavilion and stage are intended to encourage social interactions with local theatre productions, local musical performances, movies in the park and enhanced outdoor spaces for other local events.
A5: Economic Development: Maintain and enhance the city's economic vitality while conserving the city's social, cultural, environmental, and aesthetic resources. See above.
B2 Community Identity: Design new development to be compatible with the natural, scenic, and cultural resources and rural character of Angels Camp. The Community Stakeholders Design Committee will assist with park design to ensure compatibility with cultural resources and rural character.
C7: Public Facilities and Services: Maintain or increase the levels of service currently available within Angels Camp for park facilities and infrastructure. The project will increase the size of Utica Park by 3.8± acres, add or improve numerous park amenities, and upgrade and expand infrastructure increasing the level of park facilities available to all age groups and ability levels for residents and visitors.
BACKGROUND:
Consistent with direction from the City Council, attached is an update on the above-captioned project through March 13, 2024.
Staff met with Boyer on March 26, 2024 to review layout iterations 4, 5, and 6, and scheduled a walk through on March 28, 2024, to finalize a pre-engineering design for facility locations. As noted, construction initiation was deferred until after GeoCon’s geotechnical evaluation was received, but design is continuing based on Geocon’s initial input. Mobilization is now projected closer to the end of June to allow for Committee and Council review of final plans, exterior elevations, and staff review of engineering plans. A park subcommittee meeting to review parcourse equipment and interpretive signage was held 3/20/24 at noon.
The parcourse equipment was selected. A special meeting is anticipated to review a final site layout once received. The regularly scheduled committee meeting will take place April 17, 2024, at noon. Staff held an update meeting with SPEC, has received the final playground design, and signed the purchase agreement. Playground equipment is being ordered.

COMMUNITY AND ECONOMIC DEVELOPMENT
CITY OF ANGELS PO Box 667, 200 Monte Verda St. Suite B, Angels Camp, CA 95222 P: (209) 736-1346 The park’s Constant Contact e-mail notification database created for persons interested in park updates, newsletters, status reports includes 180 individuals. Please send an e-mail to [email protected] with a subject line “Utica Park” to receive notifications.
Parties interested in sponsoring a memorial tree or a memorial bench are encouraged to submit their name to [email protected]. To date, there are five individuals expressing interest. Signing up does not commit individuals to a purchase. Interested persons will be notified once costs are determined. GeoCon’s report with recommendations was due and a draft report completed on 3/22/24. As of 3/26/24 the draft report was awaiting final review before city submittal. Design plans are moving forward based on verbal findings.
The interpretive sign committee on March 26, 2024 was cancelled. Committee members are Judith Marvin (historian), Tad Folendorf (historian), James G. Respess, Ph.D. (graphic design), Amy Augustine, Rebecca Callen. Interpretive sign language for the Mother Lode Belt, Lightner Mine and Utica Mine has been drafted.
The committee now moves to people associated with the mines and historical figures from Angels Camp history, nationalities of miners represented in Angels Camp, and an Angels Camp history overview. QR codes are also proposed for various locations and on interpretive signs to provide additional information (e.g., Utica Shaft). The concept signage design was presented to the Community Stakeholders Design Committee 3/20/24. Staff is reaching out to an alternative contractor to construct park benches from the walnut trees removed from the park.
Staff is requesting that anyone with a brand from a local ranch contact [email protected]. The city would like to incorporate local brands into one or more of the benches being constructed for the park. Monuments, Dedications, and Relocations. Monument relocation may be commencing for some park items.
Staff has already or will be meeting with all individuals or organizations associated with each monument to ensure they are handled properly. Surviving relatives of fallen soldiers on the veteran’s memorial plaque have been contacted individually and their input will be followed for any potential relocation and rededication. Boyer is aware of all restrictions related to moving and conserving park monuments. The “gateway” monumentation (mining equipment) near Napa was reviewed by the City of Angels Planning Commission. The Planning Commission approved relocating the equipment. Interpretive signage for the equipment will be added at its new location.
Boyer has contacted a monument expert to evaluate the condition and make recommendations for conserving the Mark Twain Statue. Based on the children’s playground design, it is expected that the statue will be relocated.
Staff coordinated with the Museum to identify additional funding sources for rehabilitating the Mark Twain statue.
A potential funding source has been identified.

CITY OF ANGELS PO Box 667, 200 Monte Verda St. Suite B, Angels Camp, CA 95222 P: (209) 736-1346 Chapter 17.37 (Business Attraction and Expansion) - 1
DATE: April 2, 2024
TO: City of Angels City Council
FROM: Amy Augustine, AICP – City Planner
RE: Introduce, waive the first reading, hold a public hearing to consider adopting Ordinance 539 eliminating Chapter 17.34 and incorporating permitted and conditional uses for the Business Attraction and Expansion zoning district into Chapter 17.37 (Business Attraction and Expansion) and amending Section 17.37.080(A)(2(a) to correct a typographical error to clarify that barbed wire and razor wire shall not be visible from public rights-of-way.
RECOMMENDATION
Introduce, waive the first reading, hold a public hearing and set April 16, 2024 to consider adopting Ordinance 539.
BACKGROUND
In conjunction with SB2 and LEAP grants awarded to the City for updating city codes; all zoning districts were updated into a consistent format using consistent terminology except for Chapter 17.37 Business Attraction and Expansion (BAE) and Chapter 17.34 (Conditional and Permitted Uses). The BAE District has continued to exist in the form of a checklist with inconsistent terminology as the only zoning district listed in Chapter
17.34. Presently both Chapters 17.34 and 17.37 address conditional and permitted uses in the BAE zone.
The proposed changes herein would bring all zoning districts into a consistent format with consistent terminology and the BAE zone into a single chapter.
The Planning Commission considered this amendment at its meeting of March 14, 2024 and unanimously recommended adoption to the City Council with the passage of Resolution of Intent 24-006
ANALYSIS
Pursuant to Angels Municipal Code Section 17.90.040, decisions pertaining to code amendments shall be made upon the following findings of fact:
A. The proposed change or amendment is consistent with the city of Angels Municipal Code; and B. The proposed change or amendment is consistent with the city of Angels general plan; and C. The proposed change or amendment will not be substantially detrimental to the health, safety, or general welfare of the city.
Code amendments included for the purposes of updates for consistency with state regulations, to remove inconsistencies or provide clarification are considered clerical and are not analyzed discussed herein. New 11 Section 8, Item C.

This designation encourages light manufacturing, processing, assembly, wholesale businesses and research and development activities in a campus-like business setting (e.g., extensive landscaping, integrated architectural design)
2 To provide land suited to the development of industries identified in the following studies (and amendments to these and similar studies as may occur throughout the life of this general plan):

RE: RESOLUTION 24-028 AMENDING THE GENERAL PLAN CIRCULATION ELEMENT
RECLASSIFYING ROADWAYS TO REFLECT UPDATED TRAFFIC STUDIES, AN UPDATED
ROADWAY CLASSIFICATION SYSTEM, AND UPDATING THE ROADWAY LIST TO
ELIMINATE ROADS THAT HAVE BEEN COMPLETED OR RENAMED
RECOMMENDATION
Adopt Resolution 24-028 Amending the Circulation Element of the General Plan reclassifying roadways to reflect updated traffic studies, an updated roadway classification system, and updating the roadway list to eliminate roads that have been completed or renamed.
BACKGROUND
The City of Angels General Plan 2020 Circulation Element was adopted in February 2009 and reflected transportation plans completed through 2007 including the 2007 Regional Transportation Plan (RTP). The current RTP is for 2021. These updates reflect RTP changes through 2021.
Since 2007, additional transportation studies and plans have been adopted and roadway names have been changed. The City also has identified a new roadway classification system that is consistent with state standards (Table 1).
The proposed amendments herein address those changes for roadways. Updates pertaining to non-motorized transportation facilities (bike lanes, sidewalks, trails) will be undertaken separately.
The City of Angels Planning Commission considered this item at its March 14, 2024, meeting and unanimously passed Resolution of Intent 24-003 recommending to the city council amendments to the general plan circulation element reclassifying roadways to reflect updated traffic studies, an updated roadway classification system, and updating the roadway list to eliminate roads that have been completed or renamed.
ANALYSIS
Pursuant to Angels Municipal Code 17.90.040, a general plan amendment requires the following findings be made:
Finding 1: The proposed change or amendment is consistent with the city of Angels Municipal Code; and The plan is not incorporated into the Municipal Code and does not affect the municipal code. Therefore, the proposed amendment is consistent with the Municipal Code and Finding 1 can be made. 33 Section 8, Item D.
COMMUNITY AND ECONOMIC DEVELOPMENT DEPARTMENT
CITY OF ANGELS PO Box 667, 200 Monte Verda St. Suite B, Angels Camp, CA 95222 P: (209) 736-1346 GPA - Circulation Page - 2
Finding 2: The proposed change or amendment is consistent with the city of Angels general plan; General Plan 2020 includes the following policy and implementation program:
3.A.6 Keep appraised of federal, state and county circulation improvement plans to assure compatibility with city circulation plans.
3.A.a Develop and Maintain Roadways According to the Functional Classification System and Master Plan of Streets and Highways
Develop and maintain roadways in accordance with the Functional Classification System for Angels Camp roadways (2020 General Plan Appendix 3A); the city's Streets and Highway Master Plan (2020 General Plan Appendix 3C); the county's Regional Transportation Plan as adopted by the City of Angels (2020 General Plan Appendices 3D and 3E, as may be amended) and the Angels Camp Right-of-Way and Road Development Standards (See 2020 General Plan Implementation Program 3.A.b).
Incorporating the updates described herein will ensure consistency with these general plan programs by updating outdated roadway classification terminology to be consistent with state standards. Therefore, Finding 2 can be made.
Finding 3: The proposed change or amendment will not be substantially detrimental to the health, safety, or general welfare of the city.
The reclassification of roadways is textual and does not result in a physical change to the environment. Prior to constructing any new roadway consistent with the general plan, individual studies of each roadway would be made. Therefore, the proposed project will not be substantially detrimental to the health, safety, or general welfare of the city and Finding 3 can be made.
ENVIRONMENTAL FINDINGS
Pursuant to the state guidelines for implementing the California Environmental Quality Act (CEQA), the proposed code amendments are exempt from further review, because the proposed amendments implement a program identified within the scope of the 2020 General Plan Environmental Impact Report adopted for the 2020 General Plan.

Angels Camp encompasses 19± miles of collector and local roadways (i.e., excluding State Routes 4 and 49) pursuant to the City of Angels, Pavement Management Study, (1999).
The functional classification of streets and highways in Angels Camp is illustrated in the preceding table and detailed in the following: as follows (Calaveras County 2006 Regional Transportation Plan, LSC Transportation Consultants, Inc.):
ArterialUrban Expressway
Arterials Urban Expressways are roadways that are expected to provide relatively high speeds with minimum interference to the through-traffic flow or a low proportion of access points. Within Calaveras County, all State Routes are classified as Arterials. Arterial Urban Expressways roadways within Angels Camp areinclude, but are not limited to:
• State Route 49
• State Route 4
• Foundry Lane (Proposed)
CollectorsMajor Arterials
Collectors Major arterials move traffic from traffic generators such as residential areas or commercial centers, to other Collectors or Arterialsmajor arterials. Collectors They are generally located within residential areas, where they connect a number of Local Roads to other Collectors. Collectors Existing or planned Major Arterials within the Angels Camp Sphere of Influence include:
• Angel Oaks/Greenhorn Creek Drive
• Kurt Drive (State Route 4 to Suzanne Drive)
• Murphys Grade Road
• Stockton Road (Angels Oaks/Greenhorn Creek Drive to State Route 49 intersection) • Dogtown Road (State Route 49 to Fricot City Road)
•
Arterial Urban/Collector/Minor/Arterial Rural
These roads include:
• Booster Way (State Route 4Vallecito Road to Bret Harte Road) • Bret Harte Road (Booster Way to State Route 49)
• Demarest Street
• Dogtown Road (State Route 49 to Fricot City Road)
• Finnegan Lane (State Route 49 to Gold Cliff Road)
• Gardner Lane (Murphys Grade Road to Dogtown Road)
• Gold Cliff Road (Finnegan Lane to Tuolumne Avenue)
• Greenhorn Creek Road
• Kurt Drive (State Route 4 to Suzanne Drive)
• Mark Twain Road (Crystal Street to State Route 49)
• Murphys Grade Road
• Stanislaus Avenue (Gold Cliff Road to State Route 49) • Stockton Road (Angels Oaks Drive to State Route 49)
44 Section 8, Item D.
City/County Roadways
As used in the Angels Camp General Plan, “Connector” (or connecting roadway) is a descriptive term for an Arterial, Collector or Local Road that connects two roadways together. “Connector” is not a functional roadway classification and, as such, does not have specified construction standards. Construction standards are based on the connecting roadway’s status as an Arterial, Collector, or Local Road.
The City’s functional roadway classification for roads that serve both Angels Camp and Calaveras County (i.e., Murphys Grade Road, Dogtown Road) may differ from the County’s classification. The City’s classification relates to how the road functions with respect to Angels Camp, while the County’s functional roadway classification is made in the context of how the road serves the County.
Scenic Roadways (County and State-Designated)
A scenic route is one that traverses an area of outstanding scenic quality. There are currently no locally designated routes in Angels Camp. However, Implementation Program 3.E.a proposes an evaluation of the city’s roadways to identify those that may be suited for designation as scenic routes.
Pursuant to the 1996 Calaveras County General Plan, the following roadway segments, located within the Angels Camp Area of Interest, are identified as scenic highways:
• State Route 4 between the Stanislaus County Line and Angels Camp • State Route 4 between Angels Camp and Murphys
• State Route 49 between San Andreas and Angels Camp
• State Route 49 between Angels Camp and New Melones
In addition to the preceding county-designated routes State Route 49 from the Tuolumne County line to the Amador County line and State Route 4 between Angels Camp and Arnold are eligible for the State Scenic Highways Designation. State Route 4 from Arnold to Markleeville has been designated as Ebbetts Pass National Scenic Byway. (Source: Calaveras County 2006 Regional Transportation Plan). 45 Section 8, Item D.

/a/ SR 4 Angels Camp Bypass is approximately 2.4 miles long and designed to re-route traffic around Angels Camp from SR 4 North at Frog Jump Plaza to SR 4 east of Roller bypass Road. /b/ SR 4 Wagon Trail improvement project will provide a faster, safer alignment for a 5-mile portion of SR 4 between Copperopolis and Angels Camp. The project will be constructed in phases as funding becomes available and may become part of a tri-county MOU.
/c/ The SR 4/49 Angels Camp Bridges and Intersection Project was developed due to SR 4 Angels Camp Cooperative Agreements with Angels Camp and Calaveras County that request a portion of SR 4 from SR 49 to the new Angels Camp Bypass intersection not be relinquished to the city and county until improvements are made to the skewed intersect as long as the environmental portion of the improvements begins within seven years of adoption of the project study report (PSR). The PSR was completed in 2003, therefore project approval and environmental documentation must begin in 2010. 55 Section 8, Item D.

BACKGROUND:
The meter system upgrade was included in the 2013 Water Master Plan and a pay-as-you-go project was included in the 2020-2025 Capital Improvement Plan.
DISCUSSION:
Your draft narrative on the transition to the Automated Meter Reading (AMR) Project for the city’s utility system outlines a significant technological upgrade that promises efficiency and modernization. Here’s a refined version of your narrative that aims to make it more cohesive and compelling:
Our city is at the cusp of a major technological upgrade in utility management. With just under 2,000 meters currently requiring manual readings each month, a process that demands the dedicated efforts of six employees over three days, we are poised to embrace a solution that epitomizes efficiency and innovation: the Automated Meter Reading (AMR) Project.
Current State of Affairs

CITY OF ANGELS PO Box 667, 200 Monte Verda St. Suite B, Angels Camp, CA 95222 P: (209) 736-2181 Home of the Jumping Frog - Angelscamp.gov
The manual meter reading process is not only labor-intensive but also time-consuming, requiring an additional 1-2 days for re-reads by 1-2 staff members prior to billing. This traditional method, while reliable, falls short of the efficiency and accuracy standards we aim to uphold in our city’s operations.
The Dawn of Automation
This initiative promises to overhaul our current system by significantly reducing the need for manual meter readings. With the AMR technology, 1-2 employees will be able to gather consumption data by simply driving along meter routes, a stark contrast to the current method. This not only streamlines the process but also enhances data accuracy and efficiency.
Our team has meticulously selected Badger Meters and accompanying software for this project, taking into consideration the city’s existing meter infrastructure and software requirements. Although our search for grants continues, we have allocated $65,000 in the current year’s capital costs budget to kickstart this initiative.
Strategic Transition
As part of our strategic transition, manual read meters are being phased out in favor of AMR-capable units. Our approach involves modifying or replacing existing meters to facilitate automated readings. This methodical changeover will start with a singular route as a model for future expansions.
A pivotal component of this project is the software implementation, necessitating the Springbrook/Beacon Mobile interface. Staff will be equipped with tablets compatible with Beacon, alongside meters fitted with battery-operated transmitters, tailored to each meter’s size.
Financial Overview and Timeline
The introduction of the required technology was accounted for in the 2023-24 budget, ensuring that staff have the necessary tools at their disposal. The process of replacing or modifying a meter is estimated to take between 30-45 minutes, barring any complications such as leaks or damaged units.
Our first step involves selecting an initial route and conducting outreach to affected customers, a practice that will extend citywide as the project progresses. The financial commitment to this project includes a $65,000 allocation, with the majority of the project costs absorbed into the existing Water capital budget. 68 Section 8, Item E.

Projected Benefits
The AMR Project is more than a technological upgrade; it is a transformative initiative that will yield tangible benefits:
- The automation of the meter reading process is expected to save the equivalent of one full-time employee per year.
- It will eliminate instances of unread meters due to access issues or meter failure. - The system enhances our ability to detect leaks in a timely manner, with each meter capable of storing up to 90 days of data. This feature is instrumental in leak investigation and the prevention of meter tampering.
- Billing time reduction. Staff would upload consumption, eliminating data entry time.
FINANCIAL IMPACT:
Grant submissions have been unsuccessful. Staff are continuing to look for grant funding to help reduce the costs to ratepayers.

RE: DISCUSSION AND DIRECTION ON CITY OF ANGELS PROPERTY PLACEMENT OF ELECTRIC
VEHICLE CHARGING INSTALLATION
RECOMMENDATION:
Discuss and give direction to staff regarding selection of electric vehicle charging infrastructure on city property.
STRATEGIC PLAN ALIGNMENT:
Conservation & Open Space Promote the efficient use of energy resources BACKGROUND:
The Calaveras Council of Governments is leading a comprehensive countywide ZEV and NZEV project.
DISCUSSION:
The current phase is working with both the county and city along with Frontier Energy to identify priority charging areas. The current scope is to select two locations on city property. Staff are recommending identifying locations that can be co-utilized by city fleet and the public.
Options include:
City Museum
Downtown Parking: Pickled Porch
Utica Park
Other alternatives:
Angels Fire House
City Hall/Police Property
Wastewater Treatment Plan
Slate Circle Parking
Old Napa Property

The focus of this phase is to address city fleet needs for charging. However, given the size of the city fleet, the first replacement would not be required until 2027, at the earliest. Having a singular charging option only available for city fleet use, doesn’t address the much higher need for public charging being made available. Both are contemplated in the Greenhouse Gas Plan.
FINANCIAL IMPACT:
This direction would be included in grant funding applications, coordinated by Frontier Energy and the city staff to address both the city fleet and public utilization. Match requirements are not known.

RE: AUTHORIZING RESOLUTION NO. 24-29 CITY HALL BUILDING MODIFICATIONS & BUDGET
ADJUSTMENT
RECOMMENDATION:
Approve Resolution 24-29 for modifications to City Hall Building, 200 Monte Verda St. Suite B, Angels Camp and Budget Adjustment.
STRATEGIC PLAN ALIGNMENT:
BACKGROUND:
City Hall is expected to continue operating from its current location for at least five years, contingent upon the approval of the Community Grant for the Resiliency Center. However, it's imperative to address several critical areas requiring improvement within the building. These include the flooring, electrical systems, and computer wiring, all of which are in dire need of upgrades. Enhancing these aspects not only ensures the safety and efficiency of the premises but also aligns with the broader goal of modernizing infrastructure to better serve the community.
DISCUSSION:
City Hall urgently requires additional space and enhanced working conditions to accommodate its growing needs and optimize efficiency. Among the proposed modifications, a priority is to revamp the front office area. This entails installing a larger and more secure front desk counter to facilitate interactions between the public and departments such as building and planning, along with accounting. This revamped setup would enable the display of drawings and large documents without necessitating a retreat to the back office, streamlining operations and enhancing accessibility for visitors.
Expanding the front office space would also allow for the simultaneous utilization of the front desk by multiple employees, mitigating disruptions to accounting workflow. By partitioning off designated desk areas and relocating a staff member from accounting to the front office, we can free up an office space for future growth while reducing interruptions from unrelated activities and conversations at the front desk.
Moreover, the relocation of the kitchen to a more suitable area, would provide employees with a dedicated space to take breaks away from their workstations or vehicles. Additionally, the creation of a secured server area is imperative to achieve PCI compliance with credit card companies. Currently, our servers are vulnerable to tampering or accidental damage due to their lack of proper security measures. 100

Addressing structural issues, such as the building's tendency to shift with weather changes, requires comprehensive modifications, including re-leveling. This structural adjustment is essential to prevent issues like floor buckling and door sticking, ensuring a safer and more stable environment for occupants.
For these crucial renovations, we have selected Mobile Home Plus as the vendor, given their expertise as a modular contractor certified by the State. Collaborating with Coneth for wiring services, we aim to relocate servers and enhance overall wiring infrastructure both within the building and externally. This includes relocating the Xfinity cable from the Police Station to a closer, more secure location, mitigating past incidents of service disruptions at City Hall. By implementing these modifications, we aim to create a more functional, secure, and conducive work environment for all City Hall stakeholders.

GOAL
- Make modifications to the interior of the building for a better use of layout and floor space - We would propose this job to be around $50,000 give or take pending materials and unknowns
WORK TO BE DONE
- Walls to be removed and added to the front office, kitchen area, bathrooms, storage rooms etc - Idea is to move the kitchen into the large men’s restroom so less noise for workers during breaks - Large restroom would be converted into kitchen and also more storage space - Current storage area has shower to be removed and walls removed to open up into large restroom - Create a server room type area
- Adjustment would need to be made to water lines and drainage under the building - Adjustments to be made to the drop-down ceiling
- Adjustments to be made to flooring/ subfloor work
- Adjustments to be made to all electrical – adding lines and sockets where needed - Support the Tech guys in adding/moving electrical to appropriate new location of server room - Re-level building
- MISC items
The next step if we move forward with the project is to come get specs/measurements/ type of materials of where new walls to be added and sizing/exact location of server room, kitchen area, storage. At this point we can start to narrow down the scope of work with more line items but we figure this job would be around $50,000 give or take once all is done THANK YOU FOR YOUR BUSINESS!
