Recommended Action: It is recommended that the City Council approve the proclamation.

PROCLAMATION PRESENTING ANTIOCH RESIDENT
BIANCA PALOMERA
WITH A KEY TO THE CITY OF ANTIOCH
FOR AN ACT OF COURAGE, KINDNESS, AND HEROISM
DECEMBER 13, 2022
WHEREAS, on November 12, 2022, a differently abled person was the subject of bullying, harassment, and physical intimidation at a local business;
WHEREAS, an employee of this business, Bianca Palomera, a 19-year-old Antioch resident, stepped forward without trepidation to interrupt this interaction and protect a vulnerable member of the community;
WHEREAS, by coming to the aid of another person, Ms. Palomera became the focus of a vicious assault from which a complete recovery is unattainable;
WHEREAS, Ms. Palomera demonstrates that such a selfless and extraordinary act is an example of remarkable character and bravery; and
WHEREAS, Bianca Palomera represents the best of the City of Antioch’s diverse and inclusive community as an exemplary figure of compassion and caring.
NOW, THEREFORE, I, LAMAR A. THORPE, Mayor of the City of Antioch do hereby honor City of Antioch resident BIANCA PALOMERA by presenting her with a Key to the City for her extraordinary act of courage, kindness, and heroism.
