STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of September 12, 2023
TO: Honorable Mayor and Members of the City Council
SUBMITTED BY: Ana Cortez, Human Resources Director
APPROVED BY: Kwame Reed, Acting City Manager
SUBJECT: New Class Specification for Principal Planner, Assignment of a Salary Range, and Assignment of the Classification to the Management Bargaining Unit.

RECOMMENDED ACTION
It is recommended that the City Council adopt the resolution (1) approving a new class specification for Principal Planner, (2) assigning a salary range, (3) assigning the classification to the Management Bargaining Unit, and (4) authorizing the Acting City Manager or designee to make the necessary adjustments to the fiscal year 2024 and 2025 budget to fund the position, in the amount of $22,953 and $38,402 respectively(s).

FISCAL IMPACT
The Principal Planner salary included in the adopted fiscal year 2023-25 Budget assumed a 10% higher salary than the existing Senior Planner position. Upon further review, a 14.7% increase above a Senior Planner salary is being recommended. This will result in a budget impact of $22,953 for fiscal year 2023-24 and $38,402 for fiscal year 2024-25 for two positions.

DISCUSSION
The adopted 2023-25 General Fund Budget included the creation of two (2) Principal Planner positions instead of the Planning Manager and existing two (2) Senior .Planner positions. The intention of creating a Principal Planner is to create a position between the Senior Planner and Planning Manager position in terms of experience and scope of responsibility, which will support retention, professional growth, and succession planning within the Planning Division.

Many cities of Antioch's size have a Principal Planner position. The Planning Division's two existing Principal Planner positions are currently funded at 10% higher than the Senior Planner positions ($11,793 per month). For the development of this position, City staff examined the salary structure of local cities that utilize both a Senior Planner and 7 Agenda Item #

Principal Planner position, detailed on the table below. The comparator cities on this table are the same cities used in the Total Compensation Study implemented in 2022.

Cities from the study not included on the table do not have a Principal Planner position.

On average, these cities pay the Principal Planner 14.7% more than the Senior Planner.

Based on this average, staff recommends a Step E salary of $12,297.

The net fiscal impact from this action will be an increase in salaries and benefits in the Community Development Planning Division personnel budget in the amount of $293,157 for fiscal year 2023-24 and $308,925 for fiscal year 2024-25.

DISCUSSION
The adopted 2023-25 General Fund Budget included the creation of two (2) Principal Planner positions instead of the Planning Manager and two (2) Senior Planner positions. The intention of creating a Principal Planner is to create a position between the Senior Planner and Planning Manager position in terms of experience and scope of 8 Agenda Item #

responsibility, which will support retention, professional growth, and succession planning within the Planning Division.

Although many cities of Antioch's size have a Principal Planner position, the elimination of Planning Manager and Senior Planner positions has left gaps in the reporting structure that make succession planning challenging. The elimination of the Planning Manager position also creates ambiguity in the reporting structure of the Planning Division. Staff anticipates that the workload of the Planning Division will increase in the near future due to new developments within the City and the need to develop a new General Plan, so staff recommends restoring the previous staffing levels.

The recommended action would change the current structure of the Planning Division as illustrated below:

Previous (Ending June 2023) Existing (Adopted FY 2024) Proposed CD Technician: 1 FTE CD Technician: 1 FTE CD Technician: 1 FTE Associate Planner: 1 FTE
Senior Planner: 2 FTE
(Principal Planner not created)
Planning Manager: 1 FTE
TOTAL: 5 FTE
Associate Planner: 1 FTE Associate Planner: 1 FTE
(no Senior Planner) Senior Planner: 1 FTE
Principal Planner: 2 FTE Principal Planner: 1 FTE
(no Planning Manager) Planning Manager: 1 FTE
TOTAL: 4 FTE TOTAL: 5 FTE
The proposal restores the Planning Manager position and the fiscal year 2022-23 Planning Division staffing levels. It also creates a continuous line of promotion within the Planning Division that supports retention, professional growth, and succession planning.
