Hello,
The Contra Costa County Flood Control and Water Conservation District (FC District) has reviewed the Vineyard Crossings Final Development and Vesting Tentative Map located at (APN 051-190-028, -034) in the City of Antioch. We have the following comments and recommendations:
1. The project is located within DA 29J and DA 56 for which drainage fees are due in accordance with FC Ordinance No. 2002-29 and 2002-24 respectively. By ordinance, all building permits or subdivision maps filed in this area are subject to the provisions of the drainage fee ordinance.
The Drainage Area 29J and 56 fees for this project are estimated to be $351,220 based on the total number of lots charged at the Single-Family and Multi-Family Residential rate. Please see the enclosed spreadsheets for our drainage fee calculation.
2. The District is not the approving local agency for this project as defined by the Subdivision Map Act. As a special district, the District has an independent authority to collect drainage fees that is not restricted by the Subdivision Map Act. The District reviews the drainage fee rate every year the ordinance is in effect, and adjusts the rate annually on January 1 to account for inflation. The drainage fee rate does not vest at the time of tentative map approval. The drainage fees due and payable will be based on the fee in effect at the time of fee collection.
3. This development proposes a diversion from DA 56 to DA 29J which will increase runoff to the downstream system and increase the risk of flooding. The District does not allow diversions.
Prior to accepting the tentative map as complete, please require the developer’s engineer to either 1) modify the site drainage to eliminate the diversion of watersheds or 2) provide a hydrology and hydraulic report which shows how this project will balance the stormwater diversion.
4. We recommend that the City condition the developer to design and construct storm drain facilities to adequately collect and convey stormwater entering or originating within the development to the nearest adequate man-made drainage facility or natural watercourse, without diversion of the watershed.
E5
5. Storm drain lines throughout the development do not specify pipe sizes. The District recommends a minimum pipe size of 18 inches.
6. The developer should be required to submit hydrology and hydraulic calculations to the city that prove the adequacy of the in-tract drainage system and the downstream drainage system.
We defer review of the local drainage to the city. However, the FC District is available to provide technical review under our Fee-for-Service program.
7. We recommend that the City condition the developer to contact the appropriate environmental regulatory agencies such as the U.S. Army Corps of Engineers, State Department of Fish and Wildlife, and State Regional Water Quality Control Board to obtain all the necessary permits for this project, or show that such permits are not necessary.
8. The Applicant should be required to comply with the current National Pollutant Discharge Elimination System (NPDES) requirements under the City Stormwater Management and Discharge Control Ordinances and the C.3 Guidebook. We support the State’s goal of providing best management practices to achieve the permanent reduction or elimination of stormwater pollutants and downstream erosion from new development. The FC District is available to provide technical assistance for meeting these requirements under our Fee-for- Service program.
We appreciate the opportunity to comment on Vineyard Crossing development and welcome continued coordination. If you should have any questions, please contact me by phone at (925) 313- 2052 or by email at [email protected].
Thanks,
Alexander Zandian

Subject: RE: City of Antioch Project Routing for the Vineyard Crossing Residential Project (PD2024-0002) Hello all,
I have confirmed the 144Ft lane will work.
It was requested that we add a sign or ensure tenants of the building place all the carts on one side of the lane to have service and backing out only occur once. Instead of in and out and in and out.
Thank you all for everything. As I have confirmed everything else with operations, pending everyone is okay with the sign/ confirmation to have all carts on one side of the street and there is no commercial service at parcel B, Republic Services has approved the site plans.
Please use this email as our confirmation if needed for any future concerns. As always if any changes are made that could alter service routes, we will need to provide approval once more.
Thank you all and best of luck with construction,

Good Morning,
Once again glad for more residential buildings! Below are my comments/question for this new build. (luckily the spacing and street parking on this one seems to be okay as we don’t have the secondary lane so cart quantity and parking constraints shouldn’t be an issue.
1. Can you provide the dimensions for the cull de sac in the first phase?
2. Can you provide the length of the “add on lane” to poppy lane on phase 2 (red line in below photo).
3. For meadow lane could we add a “add on lane” Similar to poppy lane for turn around purposes for our truck between the top two houses by moving one over? Other wise our trucks will not be able to service on both sides/turn around and carts may need to be pulled all the way to the main street.
4. Trash enclosure is highlighted as 22 on the Parcel B Amenity but no enclosure dimensions were provided, that I saw. I assume this mean it will just be carts that someone will be in charge of wheeling out?
I will need the dimensions, as well as service route laid out if it is going to be commercial service? Please let me know if you have any question or concerns and I look forward to working with you, E13

Hi Nathan,
Again, thank you for including Caltrans in the review of the Vineyard Crossing Residential Project. Below are Caltrans' comments for consideration:
Travel Demand Analysis
With the enactment of Senate Bill (SB) 743, Caltrans is focused on maximizing efficient development patterns, innovative travel demand reduction strategies, and multimodal improvements. For more information on how Caltrans assesses Vehicle Miles Traveled (VMT) analysis for land use projects, please review Caltrans' Trans1;1ortation lm1;1act Studv. Guide (link).,_ Caltrans looks forward to reviewing the VMT analysis when it is available. When preparing the Transportation Impact Study, we strongly recommend including studies of the State Route (SR) 160 interchange at Main Street (both mainline and on-ramps), and of the SR-4 interchange at Hillcrest Ave.
If you have any questions, please feel free to reach out.

Hi Monique and Nathan,
Thank you for including Caltrans in the review of this project. Has a Transportation Impact Study (TIS) already been done for this project, or is one being prepared? If there is a TIS available, we would like to review that as well.

Re: PD2024-0002: Vineyard Crossings
Dear Nathan,
Thank you for giving us the opportunity to review the subject plans. The proposed Vineyard Crossings development is within the same vicinity of PG&E’s existing facilities that impact this property.
PG&E currently holds an easement for the operation and maintenance of an existing line of towers over the subject property. Said easement is recorded at Book 2715 and Page 339 with Contra Costa County Official Records.
Landscaping plans appear to propose trees within PG&E’s existing easement. The applicant is permitted to plant only
low-growing shrubs under the wire zone and only grasses within the area directly below the tower. Along the border of the transmission line right-of-way, plant only small trees no taller than ten feet (10’). Any lounge, picnic areas, and seating within PG&E’s easement cannot be permanent in nature and must be readily removeable. No permanent structures are permitted within PG&E’s easement area.
It has been confirmed that the applicant is currently working with PG&E to acquire rights sufficient for the proposed road that will cross PG&E fee property, APN 051-190-021-9.
Please contact the Building and Renovation Center (BRSC) for facility map requests by calling 1-877-743-7782 and PG&E’s Service Planning department at www.pge.com/cco for any modification or relocation requests, or for any additional services you may require.
As a reminder, before any digging or excavation occurs, please contact Underground Service Alert (USA) by dialing 811 a minimum of 2 working days prior to commencing any work. This free and independent service will ensure that all existing underground utilities are identified and marked on-site.
If you have any questions regarding our response, please contact me at [email protected].

The beautiful new apartments on 18th near the freeway entrance (Antioch Family and Senior Apartments) has already been destroyed . We do not have mail service in our community currently (for the 2nd time) because our mailboxes keep getting broken into.

Cars are stolen at an alarming rate all over Antioch. According to the Antioch Post Office, over half the city is picking up their mail at the post office currently due to the huge mail theft issue we have. We have enough crime in Antioch that is not being controlled. Added more housing & low-income housing at that, will only magnify the situation.

CAUTION: This email originated from outside your organization. Exercise caution when opening attachments or clicking links, especially from unknown senders.
To Whom It May Concern,
My name is Natalie Gasca, and I live with my family in the GoldCrest Community.
I am writing to state my strong opposition to the Vineyard Crossing Proposal.
This development would lower property values in a neighborhood where homes are worth over one million dollars and where families already carry extremely high property taxes. Beyond financial impact, this proposal threatens the safety and stability of our community. Antioch has already seen how projects like this encourage reckless behavior, crime, and constant disturbances/problems we continue to battle on this side of the city.
The apartments recently built on 18th Street near the freeway entrance (Antioch Family and Senior Apartments) are the clearest example. What was promised as a 55+ and affordable housing community quickly deteriorated, and now the area faces daily police activity and ongoing safety concerns. Vineyard Crossing will repeat this same mistake, bringing long-term harm to families who have worked hard to build a safe and stable environment.
For these reasons, I firmly and respectfully vote NO on the Vineyard Crossing Proposal. Our community cannot afford another development that sacrifices safety, stability, and home value for promises that history shows will not be kept.
Sincerely,
Natalie Gasca

To Whom It May Concern:
Jose F. Castro and Nadia Navarro, homeowners at the Goldcrest Community in Antioch, strongly oppose the Vineyard Crossing proposal as it would prove detrimental to the value of the homes in this commun ity. Also, it would most certainly increase our property tax, which is already very high, as well as increase crime and police presence in our neighborhood. We are already seeing homeless presence in our neighborhood, which poses a sa fety and health concern. This project would force some of us, who are contributing members of the comrn.mity, to seek a better place to live and work for the sake of our families.
We highly encourage you to reconsider this proposal.

Subject: Opposition to the proposed
Vineyard Crossing (PD2024-0002)
Dear Mayor Ron Bernal and Council Members,
I am writing to express my strong opposition to the proposed Vineyard Crossing (PD2024- 0002] project planned for Oakley Road west of Phillips Lane and east of Hickorynut Street in Antioch. While I understand and appreciate the city's need for housing, this specific proposal is inappropriate for this location due to a number of significant concerns that I believe will negatively impact our community.
My opposition is based on the following issues:
F9
1. Road safety and infrastructure strain. The proposed density of the project will place an unacceptable burden on our local infrastructure, particularly on Oakley Road. The addition of new vehicles will exacerbate existing safety problems which us homeowners have been seriously monitoring and improving. This will lead to increased risks for homeowners in the area. The current road network was not designed to accommodate this level of growth being a side road and not much safe alternative roads to take.
2. Inconsistency with neighborhood character. This project's density and design are incompatible with the surrounding neighborhood. It would fundamentally alter the existing character of our area, which consists primarily of single-family homes and low-density residences. The proposed development's size and scale are out of sync with the established community and will create a jarring contrast.
3. Insufficient environmental review. The plan has not adequately addressed the current environmental impact of this development, particularly in regards to stormwater runoff and loss of green space being exempted from CEQA. Antioch's sensitive ecosystem requires a more thorough and conscientious review to prevent irreparable harm.
4. Potential negative impact on property values. Homeowners in this community have made significant investments in their properties. And with the current economic state, our properties are predominantly assessed way below what we have invested and can't take further risks. Many residents are concerned that a large-scale, high-density project of this type could have an adverse effect on surrounding property values, jeopardizing the financial investments of local families, raising insurance costs and lowering our property values due to a possible lowered demographic income averages.
For these reasons, I urge you to reconsider the approval of the Vineyard Crossing (PD2024-0002) project in its current proposed location. There are alternative solutions and locations within Antioch that would better serve the community's needs without compromising the quality of life for us current residents.
Thank you for your time and for considering my concerns. I request a response outlining how the City plans to address the issues raised by myself and other concerned citizens.
Sincerely,
Francis/ Ada Nazareno

SUBJECT: L Street Pathway to Transit; P.W. 234-15 and P.W. 234-16
RECOMMENDED ACTION
It is recommended that the City Council adopt a resolution approving to split the L Street Pathway to Transit Project into two projects.
FISCAL IMPACTS
There is no direct fiscal impact because of this action.
DISCUSSION
The L Street Pathway to Transit ("Project") will improve accessibility for all modes of transportation and beautify the L Street corridor between Highway 4 and the Antioch Marina.
On July 28, 2020, the City Council awarded a design consulting services agreement to SKF Engineers for design services related to the L Street Pathway to Transit Project. This work included providing initial traffic studies, utility underground support services, project design documents, landscaping design, field engineering services, construction inspection and project administration services related to compliance with all permits, agreements, and environmental requirements related to the Project.
The first phase of work on the Project will consist of modifying portions of the roadway, constructing new concrete curb, gutter, sidewalks and curb cuts, installing landscaping and decorative hardscape, improve bicycle access and upgrading signage, and striping throughout the Project from Highway 4 to Sycamore Drive, and from West Tenth Street to the Marina (P.W. 234-15).
8 Agenda Item #
Antioch City Council Report
October 14, 2025 Agenda Item #8 2
The second phase of work will consist of widening the roadway to four lanes between West 10th Street to West 18th Street, installation of new sidewalks on the western side of the roadway, ADA-compliant upgrades, signal improvements at the intersection of 10th and 18th Streets, enhanced bus facilities, and the addition of bike lanes. (P. W. 234-16).
In order to keep the funding sources separately, staff recommends separating this work into two projects. The first phase will be funded by Measure J funds in the amount of $1,191,465 and the One Bay Area Grant (OBAG2) in the amount of $1,469,000. The second phase will be funded by the Road Maintenance and Rehabilitation Account (RMRA) in the amount of $5,244,167, and a Safe Streets and Roads for All (SS4A) Grant in the amount of $13,008,000, which has already been budgeted for in the 5 Year Capital Improvement Program 2025-2030.
