California Building Standards Code. If no such ordinance is adopted, the standards outlined in Title 24 are still imposed on the city or county by default. Sections 17958, 17958.5, 17958.7, and 18941.5 of the Health & Safety Code provide that a city or county may make amendments to the California Building Standards that are reasonably necessary because of local climatic, geological, or topographical conditions. The City of Antioch has no local amendments in this adoption cycle. The new state Codes went into effect on January 1, 2026. The attached ordinance provides new references in the Antioch Municipal Code to reflect the Codes being updated from the 2022 cycle to the new state laws adopted in 2025.

The proposed ordinance, included as Attachment A , repeal s and re -enact specified portions of Antioch Municipal Code (AMC) within Title 8 (Building Regulations).

The first reading of the proposed ordinance was conducted by the City Council at its meeting on January 13, 2026.

CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
Adoption of the proposed ordinance is exempt from the California Environmental Quality Act (CEQA), in that the adoption of State codes therein described do not have the potential for causing a significant effect on the environment, pursuant to Sections 15061(b)(3) and 15378(b)(5) of the CEQA Guidelines (Title 14, Chapter 3 of the California Code of Regulations).

ALTERNATIVE ACTION:
1) By operation of law, the 2025 California Building Standards Codes became effective on January 1, 2026. Should the City Council not adopt the local ordinance to adopt the new 2025 Codes, the Antioch Municipal Code will be referencing the prior codes from 2022.
2) Request additional information from staff.
