RECOMMENDED ACTION
That the Town Council approve an expenditure of up to $1,000.00 to provide funding for Youth Engagement on Social Media and the Adopt A Street Program.
BACKGROUND
The Mayor’s Youth Leadership Summit (MYLS) was held November 10, 2022. Students were divided into five (5) groups and presented a project in which they were required to develop a presentation to present to the Mock Youth Town Council for funding. Each of the projects submitted by department managers could be implemented in a short time frame and have a positive impact on Town services. This year, the Mock Youth Council recommended two projects for consideration to the Apple Valley Town Council with a funding recommendation of $500 each.
SUMMARY:
Project 1 – Youth Engagement on Social Media. Apple Valley has a strong social-media engagement with its middle-aged (late 20s to mid-40s) demographics. It has more than 19,000 followers on Facebook, and another 8,000 followers on Instagram, and another 5,000 followers on its Shop Local profile. The PIO/Marketing Office would like to utilize TikTok to communicate to the next generation of social media users.
Project 2 – Adopt A Street. The Town of Apple Valley started the Adopt a Street program in 2002 and offers 96 adoptable streets and 13 adoptable trails. Part of this program offers those who volunteer equipment to maintain the streets and trails. Over time, signs have become worn and faded and the equipment damaged. The Code Enforcement Department would like to revitalize and bring awareness to the program by replacing signs and equipment in the hopes of growing the program in future years.
FISCAL IMPACT
This is a budgeted item at $1000.00 from the General Fund.

Submitted by: Mike Podegracz, Town Engineer
Engineering Department
Budgeted Item: Yes No N/A
RECOMMENDED ACTION
That the Town Council:
A. Accept the work completed as part of the SR18 and Apple Valley Road Intersection Realignment - Project No. 2020-05 for a total contract cost of $8,325,443.78.
B. Direct the Town Clerk to file the Notice of Completion for the contract work.
C. Direct the Finance Director to release the retained funds 30 days after the Notice of Completion has been filed, provided no claims are filed against the contractor.
BACKGROUND
On July 28, 2020, the Town Council awarded the construction of the SR 18 and Apple Valley Road Intersection Realignment to Powell Constructors, Inc. Construction work started on September 28 of that same year and was completed on June 6, 2022.
The work completed includes necessary labor, equipment, transportation and materials to widen SR 18 from four to six lanes; addition of a second left-turn lane from westbound SR 18 onto southbound Apple Valley Road; realign and widen Apple Valley Road, modify the drainage system both inside and outside Caltrans right of way, replace the existing traffic signal, add bikeways, and provide new retaining walls on the north and south side of SR-18 east of the intersection as well as along the north side of Wika Road, all in accordance with the project plans, standard specifications, special provisions, and as directed by the Town Engineer.
ANALYSIS
Although construction work was completed on June 6 of 2022, a Notice of Completion could not be filed until Caltrans issued the Relief From Maintenance associated with the work completed within the State’s right-of-way. Should Contractor be inexcusably delayed in the performance of the Work, Town may deduct liquidated damages based on its estimate of when Contractor will achieve Final Completion or other Milestones. Town need not wait until Final Completion to withhold liquidated damages from Contractor.
