7.1 2023-24 HUD FUNDED ANNUAL ACTION PLAN

It is recommended that the Town of Apple Valley (“Town”) Council:
Conduct a public hearing and receive comments on the draft 2023-2024 Annual Action Plan (AAP) for the use of Community Development Block Grant (CDBG) funds, HOME Investment Partnerships (HOME) funds, and the transferring of Neighborhood Stabilization Program (NSP) program income to the CDBG program.
Approve the Community Development Citizen Advisory Committee (CDCAC) funding recommendations for the 2023-2024 Second-Year AAP, an annual component of the Five-Year 2022-2026 Consolidated Plan (“Consolidated Plan”).
Provide Town Staff with a methodology to distribute funds should the Town’s 2023-2024 CDBG and HOME annual allocation increase or decrease.
Authorize the Town Manager to execute all necessary HUD documents on behalf of the Town.

8.1 AUTHORIZE THE CLOSEOUT OF THE 2008 NEIGHBORHOOD STABILIZATION PROGRAM (NSP) AND TRANSFER THE REMAINING FUND BALANCE TO THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUND

Staff recommends that the Town Council authorize the closeout of the 2008 Neighborhood Stabilization Program (NSP) and move the remaining balance to the Community Development Block Grant (CDBG) fund.
8.2 APPROVE AN INCREASE IN PROGRAM YEAR 2023 EXPENDITURES FOR THE APPLE VALLEY GOLF COURSE AND COMMUNITY CENTER ACCESSIBILTY PROJECT.
