That the Town Council award a Professional Services Agreement to Fehr and Peers for the Town’s Circulation Element Update in the amount of $189,000 subject to "Approval as to Form" by the Town Attorney and "Approval as to Content" by the Town Manager.
Approve Budget Amendment Request to supplement the $150,000 budgeted item with an additional $39,000 from unprogrammed Traffic Impact Fee funds to cover potential optional items as listed in Fehr and Peers’ proposal.

Review and approve the bid documents for the Cold Mix Overlay 2023 Project (“Project”); and Award a contract to Calmex Engineering, Inc. for the Project subject to “Approval as to Form” by the Town Attorney and “Approval as to Content” by the Town Manager.

Accept the work completed by VSS International as part of the Microsurface 2023 project for a total contract cost of $472,737.00.
Direct the Town Clerk to file the Notice of Completion for the contracted work.
Direct the Director of Finance to release the retained funds 30 days after the Notice of Completion has been filed, provided no claims are filed against the contractor.
