To whom it may concern:
Cats and dogs are suffering so badly all over the country (and world). Expenses are off the charts and people cannot afford to care for their pets, much less pay several hundred dollars to spay/neuter them. Please use our taxpayer funds to create a TNR and low-cost spay/neuter program. A society can be judged by how they treat their animals. Thank you for reading this.
