Dear Council Members,
My name is Kathrin Smirke, and although I am unable to attend the City Council meeting in person, I respectfully request that you consider my comments regarding the welfare of cats at the Apple Valley Animal Shelter.

Based on recent observations, it is clear that significant improvements are necessary to ensure the welfare of the cats in our community. I urge the Council to prioritize the following areas:

1. Better Evaluation and Placement Procedures: Implementing thorough and compassionate evaluation processes is crucial to ensure that each cat receives the best chance for adoption and a loving home. Trained professionals should assess the cats to understand their behavior, health, and specific needs, facilitating more suitable placements.

2. Improved Medical Care and Facilities: The shelter's medical care and facilities need urgent attention. Many cats arrive with untreated medical conditions that can worsen without prompt and adequate care. Enhancing medical facilities and access to veterinary care is essential to improve the overall health and well-being of the cats.

3. Transparency in Shelter Operations: Transparency is critical in building public trust and ensuring accountability. The public should have access to accurate information about the shelter's practices, policies, and outcomes. This includes detailed reports on the number of cats taken in, adopted, and euthanized. The current 93% kill rate for cats is very alarming and unacceptable. Efforts must be made to significantly reduce this rate through better care and management.

4. Increased Adoption and Rescue Opportunities: The shelter should actively promote adoption events and partnerships with rescue organizations. Additionally, rescue-only cats should be made available for public view, as this can increase their chances of being adopted or placed with rescue groups. Making it easier for rescues to get approved as rescue partners by streamlining the approval process and providing clear guidelines will also encourage more collaborations, ultimately saving more lives.

5. Access for Volunteers to Promote Cats: Volunteers play a crucial role in promoting the cats for adoption or rescue. The shelter should allow volunteers to have access to all cats, both rescue-only and adoptable, to adequately photograph and video them for promotion on social media. This will help increase their visibility and chances of finding forever homes. Cooperation from the shelter in this regard is essential to maximize the effectiveness of these promotional efforts.

6. Enrichment Programs: Implementing enrichment programs for the cats can significantly improve their quality of life while at the shelter. Providing toys, interactive playtime, and socialization opportunities can reduce stress and make them more adoptable.

7. Community Involvement and Education: Engaging with the community through educational programs about responsible pet ownership, the importance of spaying and neutering, and the benefits of adopting rather than buying pets is vital. By fostering a compassionate and informed community, we can collectively work towards better outcomes for the cats in our care.

In conclusion, I strongly urge the Council to consider these recommendations to enhance the welfare of cats at the Apple Valley Animal Shelter. Together, we can make a significant difference in the lives of these vulnerable animals.

Thank you for your time and consideration.

Sincerely,
Kathrin Smirke
