Dear Council Members,
I am writing as a concerned resident of Apple Valley to urge you to vote NO on the proposed sale of the Apple Valley Animal Shelter.

The shelter is an essential part of our community. It provides critical services for lost, abandoned, and surrendered animals, and your current staƯ reflects the committed to values of our town. Selling this shelter would limit access to local services that many residents rely on.

This shelter not only protects animals—it connects people, families, and volunteers. Its loss and decline in high standard service, after being sold, would be felt deeply by both our human and animal residents. There must be better solutions for budgetary or administrative concerns than selling oƯ such an important facility.

Please stand with the community and vote NO on the sale of the Apple Valley Animal Shelter.

Hi Nassif,
As communities across the country continue to seek smarter, more eƯective ways to enhance public safety, city leaders are turning to License Plate Reader (LPR) technology as a powerful and accountable solution.

Good evening -
I write to express my support of the sale of Apple Valley Animal Shelter to the County of San Bernardino. I am aware the Town of Apple Valley has canceled its contract for sheltering services with the County, eƯective as of June 30, 2025. I implore the town to do the right thing by its pet population and surrender its facility and animal services department to the County. It is painfully, abundantly clear the Town has failed to successfully operate a facility and animal services department that places animals into permanent, loving homes. The Town promised the shelter would have a veterinary oƯice, surgery suite, and education room - yet, there has been no vet on staƯ, no surgeries of which I am aware are performed, and there have been no education programs in place for the community. Further, over the years, the shelter's budget has increased, shelter management salaries have increased, and the live release rate and euthanasia rate have shown no improvement. Despite multiple pleas from the community, the Town and its Animal Services department have failed and refused to oƯer any low cost spay neuter services, despite having funds allocated for a feline TNVR program, and despite retaining thousands of dollars in spay neuter deposits from rescues that should have been returned. It is obvious the Town of Apple Valley and its Animal Services management team are ill-equipped to run Apple Valley Animal Shelter, with or without County funding and oversight. There are many passionate, dedicated animal advocates like me, who will never give up on pursuing the Town of Apple Valley until it does right by its animals and their human families.

Thank you.

Dear Honorable Members of the Apple Valley Town Council, As a dedicated employee of the Apple Valley Animal Shelter, I am writing with deep concern and a heartfelt request: please discontinue negotiations for the sale of our shelter.

This shelter is not just my workplace—it is a critical lifeline for countless animals and a cornerstone of compassionate service in our community. My colleagues and I work closely with rescue organizations and volunteers who pour their time, resources, and hearts into saving lives. The possibility of selling threatens the collaborative spirit.

What’s more troubling is the climate of fear that has taken hold. Many in the rescue community have expressed reluctance to speak out publicly due to retaliation and harassment from out-of-area "networkers" who have actively targeted those who oppose the sale or contest to having a great working relationship with the shelter. These individuals have left damaging reviews, spread falsehoods, and attempted to discredit hard-working rescues—simply because they support our shelter’s current employees.

As an employee, I have also witnessed the stress and anxiety this environment creates among staff and volunteers. It is critical that the town adopt and enforce a zero-tolerance policy on harassment and workplace violence (in writing)—not only for the safety of those who work at the shelter, but also for the well-being of our partners and the integrity of our shared mission.

We come to work every day driven by a deep commitment to the animals and to this community. Please don’t sell what so many of us have worked tirelessly to build. Protecting the shelter means protecting not only the animals, but also the people who care for them.

Sincerely,
Brandie
AVAS Rescue Coordinator
To whom it may concern,
I am writing to express my concerns over the current management and facilitation of AVAS.

The recent distemper outbreak was a death sentence for the majority of pets in their care, as well as many pets that were rescued or adopted. This outbreak is a continuation of the illness present in AVAS, due to improper sanitation and control procedures performed by AVAS staƯ. This outbreak was not addressed in a timely manner, dating back even further than disclosed, and resulted in the death of many adoptable pets; some even with adopters lined up. AVAS routinely kills pets that have rescue or adoption interest without giving them the appropriate time to be picked up. AVAS is also notorious for suspending rescues who have outstanding spay/neuter certificates, yet repetitively adopt out unaltered dogs that are returned or picked up as stray still unaltered. AVAS routinely refuses to work with adopters, rescues, transports, and networkers; all while promoting their slogan of “working together, we all can provide a Better Way of Life for the animals in our care - four paws at a time.” An animal shelter should be just that - a place where animals are kept safe and healthy until they are reclaimed or adopted. An animal shelter SHOULD NOT be an illness-ridden death sentence for all the unfortunate pets that enter their facility, which is the reputation and current state of AVAS.

Thank you for reading and addressing the public's concerns over the current unacceptable operation of AVAS.
