Subject: ADOPT RESOLUTION 2025-15 APPROVING THE APPLE VALLEY TOWN WIDE COMPLETE STREETS ACTION PLAN.
From: Douglas Robertson, Town Manager

Town Manager
Budgeted Item: Yes No N/A
RECOMMENDED ACTION
Adopt Resolution 2025-15, approving the Apple Valley Town Wide Complete Streets Action Plan.
BACKGROUND
The Town applied for and was awarded a Safe Streets for All (SS4A) grant from the U.S.
Department of Transportation (DOT) to retain the services of an experienced and qualified consultant to develop a Town Wide Complete Streets Action Plan (Plan).
Subsequently, KTUA was awarded a Professional Services Agreement to perform the study and prepare the Plan. Per the Caltrans grant agreement, a draft study was to be presented to Council for review prior to adoption, which was done on May 13, 2025.
During development of the Plan, preliminary versions were reviewed by the Engineering Division, the Town Manager’s office staff, and made available to the public on the project’s website.
ANALYSIS
The Plan is a comprehensive planning and outreach document that provides strategies to eliminate transportation barriers and increase equality and opportunity. Through a robust outreach effort, the Plan identified a list of long and short-term projects that provide multi-modal opportunities for residents in low-income areas by closing gaps that prevent access to sidewalk, bikeways, and transit stops.
The concept of Complete Streets is that streets are for everyone. Complete Streets is an approach to planning, designing, building, operating, and maintaining streets that enable safe access for all people who use them, including pedestrians, bicyclists, motorists, and
transit riders of all ages and abilities. The project scope included considering the following factors:
Roadway reconfiguration/traffic circulation change (reduction of traffic lanes, reduction of parking, etc.)
Traffic signal improvements (accessible signals and pushbuttons, transit signal priority, queue jump signal, signal coordination, elimination of permissive left turns, pedestrian “all green” phases, protected bicycle phases and other signal timing/phasing by modal priority, etc.)
Shared streets (vehicle access restriction, raised street with pavers, bollards, etc.) Intersection improvements (signal phasing, signs and markings, vehicle turn movement restrictions)
Streetscape improvements (street lighting, landscape planting, public art, bicycle parking corals, wayfinding signage, etc.)
Bicycle lane improvements
Bus stop improvements (ADA access improvements, transit shelters, trash cans, bicycle parking, wayfinding signage, etc.)
Pedestrian crossing improvements (crosswalk markings, flashing beacons, signals, curb extension “bulbouts”, etc.)
Traffic calming (speed bumps and/or tables, raised intersections, sidewalk “bulbouts”, etc.) Storm water management and greening elements were incorporated.
To create a successful Plan, the project team made meaningful connections with community members to ensure the Plan is relevant and impactful in their daily lives. The consultant prepared a Community Engagement Action Plan which was approved and implemented to provide outreach activities that included public participation and participation from key stakeholders to ensure the Plan’s concepts reflect the community’s needs and wishes. The outreach activities engaged local and regional representatives, and provided presentations covering the background, goals, scope, concept designs, and obtained valuable feedback that led to the final selected alternatives in the Plan.
The design team solicited feedback on project alternatives to identify preferences on the concepts presented to assist in the development of the final recommendations.
Comments were incorporated by Town staff members, the public, and stakeholders, to develop the final Plan. The final Plan is a roadmap for future implementation, containing a list of projects, cost estimates and potential grant opportunities.
Recommended projects will be incorporated into the Town's annual budget, and the Plan will be used as a first-look document when grant opportunities arise. Additionally, KTUA provided high-level conceptual designs for six (6) of the selected projects to ensure constructability which will, in turn, expedite the final design timeline of each project and make the projects more competitive when submitting for grants.
Adoption of the Plan will allow Town staff to submit a Safe Streets for All Implementation grant application on June 26, 2025, for a project listed in the recommendations. Adoption of the Plan will also allow the Town in its efforts to attract new business interests and to assist in obtaining grants for construction work within the public right of way.
The approval of Resolution 2025-15 by the Town Council is required to competitively apply for Federal and State grants, with the goal of receiving funds to implement portions of the Plan over time.
FISCAL IMPACT
There is no fiscal impact to adopting the Complete Streets Action Plan.
