TOWN OF APPLE VALLEY
TOWN COUNCIL PUBLIC COMMENTS
AUGUST 12, 2025
I am submitting this comment regarding the Watson High Desert Logistics Project and its location to the Apple Valley Airport.
The Airport Land Use Compatibility Plan (ALUCP) is being interpreted incorrectly in this review. The A-1 Overlay District imposes a 35-foot maximum building height. The proposed buildings are 49 feet tall and, per the oƯicial overlay district map, portions of these structures are clearly located within the A-1 boundaries. The applicant’s reliance on the 34:1 sloping surface for clearance overlooks the fact that the A-1 Overlay District applies independently of that surface area.
This interpretation error has significant implications for safety, compliance, and long-term airport planning. The location and height of these buildings would constrain potential runway safety improvements, including the runway decoupling alternatives currently under consideration, and could preclude any future extension or shift to the north. Such constraints could negatively impact the airport’s ability to meet future operational needs, particularly if upgraded to C-II standards or to accommodate additional business jet traƯic.
It is also important to note that the current ALUCP (1996) is based on outdated Airport Layout Plans that do not reflect the airport’s realistic growth or potential improvements in instrument approach capabilities. Proceeding with a project that limits these options would be short-sighted and inconsistent with sound airport land use compatibility principles.
I respectfully request that the Planning Commission require the project to comply fully with the A-1 Overlay District height restrictions and consider the long-term operational needs and safety requirements of the airport before approval.
Thank you for your consideration.
To whom it may concern,
Please forward this email to the final decision maker in regards to the operation of the Apple Valley Animal Shelter. These numbers don't lie and need to be exposed!!! How much longer can this continue? It's heartbreaking!!!
Thank you for your time and concern! I will never stop speaking up for animals! We as humans need to be their voice!
With much gratitude,
Carroll Baldwin
Retired Senior Park Ranger with the County of Orange
