Subject: CONSIDERATION OF MODIFICATIONS AND RELAUNCH OF THE
MILITARY BANNER PROGRAM AS THE HOMETOWN HEROES
MILITARY BANNER PROGRAM
From: Todd Bodem, Town Manager
Submitted by: Sarah Krieg, Public Information Officer
Public Information Office
Budgeted Item: Yes No N/A
RECOMMENDED ACTION
Staff recommends that the Town Council:
A. Approve the relaunch of the Military Banner Program as the Hometown Heroes Military Banner Program;
B. Approve the expanded eligibility criteria as outlined; C. Approve modification of the funding structure to allow the Town to fully fund the program; and
D. Authorize staff to administer the program and proceed with implementation.
SUMMARY STATEMENT
At the June 10, 2008 Town Council meeting, staff was directed to implement a Military Banner Program recognizing active-duty service members from Apple Valley. The program was established with eligibility requirements, installation locations at the Civic Center, and a family-sponsored funding structure.
The program has not been active in recent years. Staff is proposing to relaunch the program with updated eligibility criteria, expanded recognition categories, revised display locations, and a modified funding structure in which the Town covers all associated costs.
The updated program would be known as the Hometown Heroes Banner Program and would recognize both active-duty service members and veterans with strong ties to the community.
BACKGROUND
In 2008, the Town Council approved implementation of a Military Banner Program that:
Recognized active-duty service members serving in a Presidential decreed war zone
Required Apple Valley to be the service member’s current “home of record” Limited recognition to one banner per service member
Required families or sponsors to bear the full cost of banner production, hardware, and installation
Provided installations at predetermined intervals three times per year Included recognition at a Town Council meeting
While well received, the program has not been maintained in recent years.
ANALYSIS
Proposed Modifications
Staff recommends the following updates to modernize and relaunch the program:
1. Program Name
The program will be relaunched as the Hometown Heroes Military Banner Program, reflecting its purpose of honoring members of the Apple Valley community who have served or are currently serving in the United States Armed Forces.
2. Expanded Eligibility Criteria
The updated program would include two recognition categories:
Active-Duty Service Members
Currently serving in any branch of the United States Armed Forces, including:
Army, Navy, Air Force, Marine Corps, Coast Guard, National Guard, and Space Force
Must be a current Town resident or have an immediate family member residing in the Town
No longer limited to service in a Presidential decreed war zone Veterans
Honorably discharged service members
Living or deceased
Must have a current or prior residency or strong community connection to the Town This category includes service members who died in the line of duty. Families of fallen service members are eligible to participate.
These updates remove previous geographic and wartime restrictions and create a more inclusive program.
3. Updated Display Locations
To provide intentional and meaningful recognition, banners will be displayed at:
Town Hall – Honoring active-duty service members currently serving McConnell Park – Honoring veterans in proximity to the Town’s Veterans Monument
This structure creates a cohesive tribute space while maintaining visibility within the Civic Center area.
4. Funding Structure Modification
Under the 2008 program, families or sponsors were responsible for the full cost of each banner. Staff recommends modifying the funding structure so that:
The Town will fully fund banner production
There will be no cost to participating families
Removing financial barriers will allow equitable participation and simplify program administration.
5. Design and Installation
Banners will feature a clean, uniform, modern design approved by the Town One banner per eligible service member
Installation and removal will be performed by the Town’s Public Works Department Banners will remain property of the Town
The program is anticipated to launch on Armed Forces Day (May 16).
Program Implementation
Upon Council approval, staff anticipates the following timeline:
March: Application period opens
Early April: Banner production
Early-May: Installation and official relaunch in time for Armed Forces Day (May 16) If participation exceeds available display capacity, staff may implement phased installations or future display cycles.
FISCAL IMPACT
Estimated banner production costs range from approximately $150 to $300 per banner, depending on size and vendor pricing.
Estimated total program costs will vary based on participation:
25 banners: $3,750 – $7,500
40 banners: $6,000 – $12,000
60 banners: $9,000 – $18,000
Staff anticipates participation within the 30–50 banner range during the initial relaunch year. Funding would be allocated from existing departmental resources or other identified budget sources, subject to Council approval.
