That the Town Council find that the construction of various improvements required for Parcel Map 20720 are complete and approve the 50% reduction of the performance securities and release of the labor and materials security.

It is recommended that Council:
Accept the work for the Apple Valley Aquatic Center Pool Recoating and Tile Replacement Project as complete for a total cost of $442,093.
Direct the Town Clerk to file the Notice of Completion with the San Bernardino County Recorder’s Office; and Authorize the release of retained funds 30 days after the Notice of Completion has been recorded, provided no claims are filed against the project.

8.1 CONSIDERATION OF MODIFICATIONS AND RELAUNCH OF THE MILITARY BANNER PROGRAM AS THE HOMETOWN HEROES MILITARY BANNER PROGRAM

Staff recommends that the Town Council:
Approve the relaunch of the Military Banner Program as the Hometown Heroes Military Banner Program; Approve the expanded eligibility criteria as outlined;
Approve modification of the funding structure to allow the Town to fully fund the program; and Authorize staff to administer the program and proceed with implementation.
