Receive the presentation and participate in a joint budget workshop with the Measure P Committee regarding the proposed Operating and Capital Improvement Budget for all funds for Fiscal Year 2026–27, including a comprehensive review and policy discussion of Measure “P” revenues and expenditures.
SUMMARY:
The Town Council and Measure P Committee will convene in a joint workshop to review the proposed Fiscal Year 2026–27 Operating and Capital Improvement Budget.
This workshop is designed to facilitate a detailed policy-level discussion regarding the Town’s fiscal posture, service delivery priorities, and capital investment strategy ahead of formal budget adoption.
In addition to the proposed budget, staff will present a focused review of Measure “P” revenues and expenditures to ensure continued transparency, reinforce accountability to voters, and evaluate the sustainability of current funding allocations in light of ongoing cost pressures.
This workshop is intended to solicit Council and Committee input, refine priorities, and
provide clear policy direction to staff prior to final budget consideration.
BACKGROUND
The Town annually develops an Operating and Capital Improvement Budget to align financial resources with service delivery expectations, infrastructure needs, and longterm fiscal sustainability. The budget process includes workshops to allow for substantive engagement between the Town Council, advisory bodies, and staff prior to adoption.
The proposed Fiscal Year 2026–27 budget reflects continued structural pressures, particularly within public safety, as well as the Town’s commitment to maintaining service levels and advancing critical capital projects.
As part of this workshop, staff will provide a detailed review of Measure “P,” the Town’s voter-approved general tax funding measure. Empowered with the knowledge gained from results of community surveys, the Town Manager approved priority use of those funds for public safety shortly after the Measure was approved. Since its implementation, Measure P has generated approximately $11 million in annual revenues, which have been primarily, if not entirely, allocated toward maintaining that level of law enforcement services through the Town’s contract with the Sheriff’s.
Specifically, Measure P revenues have supported:
The addition of one (1) sergeant, eight (8) deputies, and one (1) Sheriff Service Specialist, including the procurement of necessary vehicles and equipment; Increased contractual obligations under the Memorandum of Understanding (MOU), including upward adjustments to personnel salaries and retirement costs; and
Annual contract cost escalations exceeding standard CPI assumptions, largely driven by rising liability exposure, insurance premiums, and broader risk management costs impacting law enforcement services.
Notably, the Town experienced an approximate $4 million increase in contract costs from Fiscal Year 2024–25 to Fiscal Year 2025–26, underscoring the accelerating cost trajectory associated with maintaining current service levels.
While the general tax measure has been instrumental in sustaining enhanced public safety service levels, these cost drivers have materially outpaced initial projections and continue to exert upward pressure on the Town’s General Fund and long-term financial outlook.
This joint workshop will provide an opportunity for the Town Council and Measure P Committee to evaluate the effectiveness, sustainability, and policy implications of current allocations, and to consider whether adjustments or reaffirmations of priorities are warranted moving forward.
