A
nnually, the City Council appoint s individuals to serve on various City Boards and Commissions. This agenda item will enable the City Council to take action to fill vacancies on the Arcadia Beautiful Commission, Arcadia Museum Commission, Human Resources Commission, Library Board of Trustees, Planning Commission, Recreation and Parks Commission, and Senior Citizens’ Commission. It is recommended that the City Council make the necessary appointments to fill vacancies on Arcadia’s Boards and Commissions effective July 1, 2024.

A
rcadia’s Boards and Commissions exist to advise the City Council on matters that impact the community . There are seven City Boards and Commissions: Arcadia Beautiful, Arcadia Museum, Human Resources, Library Board of Trustees, Planning, Recreation and Parks, and Senior Citizen s’, all with t erms begin ning on July 1 and ending June 30, unless there is an unplanned vacancy and someone is asked to fill the remainder of an unexpired term.

M
ost City Boards and Commissions are advisory in nature except for the Human Resources Commission, the Library Board of Trustees, and the Planning Commission, who have been granted additional duties and powers. Each Board and Commission is governed by the protocols in the Boards and Commissions Handbook as well as any specific provisions in their authorizing ordinances. Each Spring, the City Clerk’s Office initiates a recruitment process for City Boards and Commissions. The recruitment period begins a few months before appointments are made by the City Council in June.

The City advertises Board and Commission openings through its communication channels that include the City’s website, social media channels, monthly utility bill insert, and quarterly newsletter. If there are any mid- term vacancies, the City Clerk’s Office revisits the list of applicants that were not appointed but have kept their resume on file with the City. Any interested applicants are then recommended to the City Council for appointment. Alternatively, at the City Council’s discretion, a full recruitment c an and has been undertaken to fill an unplanned vacancy.

Each member of a City Board and Commission may generally serve up to two (2) consecutive, four-year terms. The exception to this requirement is the Senior Citizens’ Commission, where members may serve up to two (2) consecutive, two-year terms. The Senior Citizens’ Commission also maintains five openings that are filled by local service club organizations that include one member each from the Arcadia Golden Age Club , Arcadia Traveler’s Club , Arcadia Senior Men’s Club, Arcadia Senior Friendship Club , and the Assistance League of Arcadia. For the se appointments, each service club recommends a member who will represent their organization and serve on the City’s Senior Citizens’ Commission.

DISCUSSION
All City Boards and Commissions have openings this year. T here are 14 openings sought by 16 new applicants plus four incumbents seeking reappointment, for a total of 20 applicants. All five districts of Arcadia are represented in the 20-person applicant pool. It is recommended that t he City Council fill vacancies on the following Boards and Commissions.
