SPECIAL MEETING MINUTES
TUESDAY, AUGUST 18, 2026
CALL TO ORDER - Mayor Cheng called the Special Meeting to order at 5:00 p.m.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Cao, Han, Kwan, Fu, and Cheng
ABSENT: None
PUBLIC COMMENT
Mark, an Arcadia resident, appeared and expressed his concerns regarding bicycles on sidewalks; he stated that the City lacks comprehensive safety regulations; and provided suggestions for future regulations.
STUDY SESSION
a. Report, discussion, and direction regarding regulations for electric bicycles, motorized scooters, and group cyclists.
Deputy City Manager Bruno provided a PowerPoint presentation.
Following discussion, a motion was made by Council Member Cao, seconded by Mayor Cheng, and carried on a roll call vote to establish an Ad Hoc Committee to evaluate regulations for electric bicycles, motorized scooters, and group cyclists, and appoint Mayor Pro Tem Fu and Council Member Han to serve on the Committee.

NOES: None
ABSTAIN: None
City Manager Lazzaretto stated that while the Ad Hoc Committee evaluates potential regulations, the City will increase enforcement of existing laws and public education efforts and will propose a potential interim ordinance to address any urgent safety improvements.
City Attorney Maurer noted for the record that the Zoom session would be closed for the Closed Session item listed on the posted agenda, and that any reportable action would be announced during the City Attorney report at the Regular City Council Meeting. 1 08-18-2026
CLOSED SESSION
a. Pursuant to Government Code Section 54956.9(d)(2) to confer with legal counsel regarding the Workers' Compensation matter of Joseph Augino, Workers' Compensation Claim #22-167600.
No reportable action was taken.
