OFFICE OF THE CITY MANAGER
DATE: October 6, 2026

TO: Honorable Mayor and City Council

FROM: Dominic Lazzaretto, City Manager
By: Justine Bruno, Deputy City Manager

SUBJECT: CANCELLATION OF THE NOVEMBER 3, 2026, REGULAR CITY COUNCIL

MEETING
CEQA: Not a Project
Recommendation: Approve

SUMMARY

Under the Arcadia City Charter, the City Council shall hold regular meetings twice each month, unless otherwise canceled. Due to the lack of agenda items, and to encourage voting in the November 3 General Municipal Election, it is recommended that the City Council cancel the November 3, 2026, Regular City Council Meeting.

DISCUSSION

Within the limits of the Arcadia City Charter, regular meetings of the City Council shall be held at least twice a month, unless otherwise canceled. Regular meetings are scheduled for the first and third Tuesday of each month, except for the first Tuesday in January, July, and August. In October 2021, the City Council approved the standing cancellation of the first regular meeting in January, July, and August to accommodate holiday and summer travel schedules.

A General Municipal Election will also be held on Tuesday, November 3, 2026, to elect City Council Members for Districts 2, 3, and 5. Election Day is Tuesday, November 3, and in-person voting and ballot drop-off locations will close at 8:00 p.m.

Given that no significant items are scheduled for the November 3 regular meeting, and in consideration of Election Day activities, it is recommended that the November 3, 2026, Regular City Council Meeting be canceled.

ENVIRONMENTAL ANALYSIS

The proposed meeting cancellation does not constitute a project under the California Environmental Quality Act (“CEQA”), as it can be seen with certainty that it will have no impact on the environment.

FISCAL IMPACT

There are minor staff and contract service costs associated with the live streaming and recording of regular City Council meetings. The cancellation of one City Council meeting is expected to result in approximately $1,500 in direct savings.

RECOMMENDATION

It is recommended that the City Council determine this action does not constitute a project under the California Environmental Quality Act (“CEQA”); and approve the cancellation of the November 3, 2026, Regular City Council Meeting.
