IX. OLD BUSINESS
A. Adopt Resolution No. 212-60 Establishing and Approving a Complete Streets Policy within the City of Arcata.
Complete Streets are streets designed and operated to enable safe use and to support mobility for all users. Those include people of all ages and abilities, regardless of whether they are travelling as drivers, pedestrians, bicyclists, or public transportation riders. Currently the City does not have a Complete Streets Policy in place; however, the City has always been designing new streets with a consideration of users.
The City is committed to the creation of a Complete Streets Policy that provides a complete, connected multimodal transportation network that contributes directly to the safety, health, economic vitality, and quality of life of all residents, especially the most vulnerable, those walking, biking and rolling. Under the proposed Complete Streets Policy, the City will direct the design, construction, reconstruction, repair and maintenance efforts on City streets, bridges, pathways, and sidewalks, creating a comprehensive, integrated transportation network that is safe, accessible, comfortable, accommodating, and welcoming to all users. This will include people of all ages, races, ethnicities, incomes, and physical abilities, and all modes of transportation, particularly those walking, rolling, biking, and using transit.
The desired outcome of the Complete Streets Policy is to create an equitable, balanced, and effective transportation system where every person can travel safely and comfortably to meet daily needs, and where sustainable transportation options such as walking, biking, rolling and using transit are accessible, safe, comfortable and convenient to everyone.
The City recognizes that not all modes can receive the same degree of accommodation on every street, but the City’s goal is to apply Complete Streets principles to projects, so that people of all ages and abilities can safely, comfortably, and conveniently travel May 18, 2022 City Council Agenda

across and through the network. A Complete Streets approach provides a unique opportunity to thoughtfully integrate and advance multiple short and long-term goals identified in the General Plan, the Humboldt County Regional Bicycle Plan, and the Climate Action Plan while delivering maximum benefits from both public and private investments.
RECOMMENDATION:
It is recommended that the Council adopt Resolution No. 212-60 establishing and approving a Complete Streets Policy within the City of Arcata.
B. Receive an Update on the Regional Climate Action Plan and Support the County of Humboldt in Proceeding with Environmental Review.
The City has been working with Humboldt County Planning, Redwood Coast Energy Authority (RCEA), and several jurisdictions in the region on a Climate Action Plan (Plan). The Council authorized a Memorandum of Understanding to conduct this work at its April 17, 2019, meeting. Staff has met regularly with the regional working group to develop the Plan elements. The draft plan was completed on April 7, 2022 and can be viewed at https://humboldtgov.org/2464/Climate-Action-Plan . CAP partners are presenting the draft CAP to their decision-makers by the end of May 2022 to determine whether member jurisdictions are comfortable with commencing environmental review of the document under the California Environmental Quality Act (CEQA). There will be additional public engagement during this next environmental review phase. This presentation will provide a status update on the Plan and outline next steps.
RECOMMENDATION:
Staff recommends the Council receive an update on the regional Climate Action Plan and support the County of Humboldt in proceeding with environmental review.
X. NEW BUSINESS
A. Receive an Update from the Humboldt County Association of Governments on the Regional Early Action Planning Grant.
B. Consider Resolution No. 212-67 Placing the Utility Users Tax Measure on the Ballot for the Election to be Held November 8, 2022.
The City’s regular Utility Users Tax (UUT), and its component portion the Excessive Electricity Users Tax (EEUT), are scheduled to expire on November 30, 2024. For prudent fiscal planning as the City recovers from the COVID-19 Pandemic, the City Council has opted to have the voters consider renewal of the tax in 2022. This renewal will not change the charges imposed, it merely extends the vital tax to continue services.
RECOMMENDATION:
It is recommended that the Council adopt Resolution No. 212-67 placing the Utility Users Tax measure on the ballot for the election to be held November 8, 2022.
