VIII. ITEMS REMOVED FROM CONSENT CALENDAR
Items removed from the Consent Calendar will be heard under this section.

IX. OLD BUSINESS
A. Receive an Update on Infill Planning Efforts.

The City has been working on the Infill Plan process culminating in General Plan updates including the Gateway Area Plan for approximately five years. As we move through long-duration planning processes there is benefit in taking moments to review progress and revisit prior decisions to understand the context for the current work. This item reviews milestones to date, those going forward, and the timeline.

RECOMMENDATION:

Staff recommends the Council receive a staff report on the progress developing the Strategic Infill Redevelopment Plan including the Gateway Area Plan, a potential Form-Based Code, and the General Plan updates; receive public comment; and provide direction as warranted.

X. NEW BUSINESS
A. Conduct a Public Hearing to Hear Objections or Protests from Landowners Listed on the Report of 2021 Lien Letter Recipients of Delinquent Garbage Account Fees; and Make Revisions or Corrections to the Report as the Council Deems Just; After Which, Adopt Resolution No. 212-66 Confirming the Report of 2021 Delinquent Garbage Account Fees for Lien.

The City of Arcata requires all occupied premises to subscribe to and pay for garbage and recycling services. Tenants may obtain and pay for collection service, however the owner of each parcel is ultimately responsible for payment of such service. Recology Arcata serves as the City’s franchise garbage and recycling hauler. The Arcata Municipal Code, Title V—Sanitation and Health, Chapter 3—Solid Waste Management, Section 5470 defines solid waste disposal bills not paid within 60 days after the billing date to be late and deemed delinquent. Section 5470 allows the City to collect payment for delinquent accounts pursuant to the authority granted in Government Code section 38790.1, and in the manner described in Government Code section 25831. Pursuant to this process, the City Council reviews and confirms a report of the delinquent accounts during a public hearing at which time affected property owners may present objections or protests. The Council may revise or correct the report, as it deems appropriate prior to taking action to confirm it. A certified copy of a confirmed report of delinquent accounts is then filed with the County Auditor. Upon recordation of the report, the liens are created and attached to the property.

B. Public Scoping Hearing for Potential Projects for Funding Under the 2022 Small Cities Community Development Block Grant Program (22-CDBG) Notice of Funds Availability (NOFA).

The State Department of Housing and Community Development (HCD) released the 2022 Community Development Block Grant Program NOFA on April 19, 2022. The NOFA has two application deadlines: June 20, 2022, for Community Development Projects, and July 18, 2022, for Economic Development applications. Staff recommends the Council consider the Project and Program List (Attachment A to the staff report) for Community Development and Economic Development, and direct staff to return with an analysis and recommendation for up to three 22-CDBG activities, and to notice a hearing authorizing submission of up to three applications.
