III. OLD BUSINESS
A. Public Hearing Authorizing Submission of Three Applications for Funding under the State 2022 Community Development Block Grant Program.
The State Department of Housing and Community Development (HCD) released the 2022 Community Development Block Grant Program (22-CDBG) Notice of Funding Availability (NOFA) on April 19, 2022. The Council held a public hearing on June 1, 2022, to review and discuss eligible activities, and staff recommends submission of three applications, as identified in Resolution No. 212-69 (Attachment A to the staff report). Resolution No. 212-71 (Attachment B to the staff report) designates the National Environmental Policy Act (NEPA) Certifying Officer for the environmental documents for the applications. These actions would approve up to three Community Development Block Grant applications for a total of $1 million and designate the NEPA Certifying Officer for NEPA environmental documents.
RECOMMENDATION:
It is recommended that the Council:
1) Open the Public Hearing and receive public comment on potential projects and programs for funding under the 22-CDBG NOFA; and
2) Adopt Resolution No. 212-69 (Attachment A to the staff report) authorizing submission of three 22-CDBG applications; and 212-71 (Attachment B to the staff report) designating the NEPA Certifying Officer for environmental documents related to applications described in Resolution No. 212-69.
