A. Adopt Resolution No. 223-21 Declaring City-Owned Properties to Be Surplus Lands Pursuant to the Surplus Lands Act.

The Surplus Lands Act (Act) was amended in 2019 and 2020 to promote affordable housing development on public agency-owned surplus lands. The Act now requires properties considered for disposal or long-term lease be declared surplus, then be offered first to affordable housing developers. None of the lands included in the list are November 2, 2022 City Council Agenda

zoned residential, but the two Belle Falor Court properties are included in the City’s Housing for Homeless overlay zone. Despite the zoning, the City must comply with the Act. This action will initiate compliance with the Act and allow the City to pursue disposition of these properties consistent with long-held plans for the properties.

RECOMMENDATION:

Staff recommends the Council receive a staff report; take public comment; adopt Resolution No. 223-21 declaring two properties on Belle Falor Court (APNs 507-251- 039 and -040), the Happy Valley property (APN 507-081-038), and the Little Lake property (APNs 503-232-013, -004, and -016), Surplus Lands pursuant to the Surplus Lands Act; and direct staff to comply with the noticing requirements of the Surplus Lands Act prior to initiating disposition of the properties.

B. Approve Memorandum of Understanding between Playhouse Arts and the City of Arcata for Comunidad Unida del Norte de Arcata (CUNA) Valley West Community Engagement; and Authorize the City Manager to Execute All Applicable Documents.

A Memorandum of Understanding (MOU) for community engagement in Valley West by CUNA was originally developed with the non-profit Cooperation Humboldt in December 2021 to encourage and formalize the cooperative relationship between CUNA and the City for effective coordination and implementation of beautification projects and the fostering of community connections between residents and local businesses in the Valley West area. CUNA was initiated as a project of Cooperation Humboldt, and the first year of CUNA’s work has met the goals of the MOU and has fostered greater momentum for community connectivity and projects in Valley West. While this first year of the MOU has been successful, the City, Cooperation Humboldt and CUNA project staff have mutually agreed on a change of fiscal sponsorship for CUNA and some modifications to the MOU scope of work moving forward.

RECOMMENDATION:

It is recommended that the Council approve a Memorandum of Understanding between Playhouse Arts and the City of Arcata to continue the work of Comunidad Unida del Norte de Arcata (CUNA) conducting Valley West Community Engagement; and Authorize the City Manager to Execute All Applicable Documents.
