Pursuant to Government Code section 54957.5, all writings or documents relating to any item on this agenda which have been provided to a majority of the City Council, including those received less than 72 hours prior to the City Council meeting, will be made available for public inspection in the agenda binder located on the counter in the lobby at Arcata City Hall, 736 F Street, during normal business hours, and on the City's website at www.cityofarcata.org.

A. Adopt Resolution No. 223-28 Declaring the Results of the Municipal Election Held on November 8, 2022.
B. City Clerk to Swear-In Newly Elected Members of the Arcata City Council Pursuant to California Elections Code Section 10265.
C. Elect a Mayor and Vice Mayor Pursuant to Arcata Municipal Code Section 2020.
Section 2020 of the Arcata Municipal Code specifies that the Arcata City Council shall elect one member as Mayor and one member as Vice Mayor at a special meeting to be held annually on the Thursday immediately following the second Wednesday of December, and that the offices of Mayor and Vice Mayor shall each be held for one year.
Guidance on the selection of Mayor and Vice Mayor pursuant to a rotational schedule is spelled out in Section 2.3 of the City Council’s Protocol Manual.

RECOMMENDATION:
It is recommended that the Council elect a Mayor and Vice Mayor for the term of one year.
D. Consider Council Member Assignments to Regional Boards, Committees, and Commissions, and as Liaisons for 2023.
Annually, the City Council reviews the list of regional boards, commissions, committees and liaison appointments to determine if the Council wishes to continue sending representatives. The representatives are responsible for attending meetings, providing necessary information, and reporting back to the Council. All recommendations made by the Council’s liaison to the organization represent direction from the majority of the City Council, not the liaison.
RECOMMENDATION:
It is recommended that the Council:
1) Review the Council Members’ Board and Committee Assignments to determine whether to continue City Council representation on the
boards/committees/commissions; and
2) Make appointments for 2023.
