X. OLD BUSINESS
XI. NEW BUSINESS
A. Approve an Amendment and Restatement of the Agreement between the City of Arcata and Humboldt Transit Authority (HTA) for Operations and Maintenance of the Arcata & Mad River Transit System (A&MRTS) and Vehicles, and Authorize the City Manager to Execute All Applicable Documents.
This amendment and restatement of the contract with HTA increases services provided to include driving and operations of the A&MRTS routes. The City’s existing agreement with HTA, which was executed in 2006 and amended in 2020, includes parking of A&MRTS buses in HTA yard, regular preventive maintenance inspections, maintenance and repair service, tune-ups, and fueling. This amended and restated agreement will retain all maintenance and repair services as well as streamline A&MRTS transit route operations through HTA.
Currently, the City does not have adequate staffing to continue cost effective operation of the A&MRTS. Therefore, the City is partnering with HTA to administer and manage the operations and maintenance of the A&MRTS in a manner that will provide frequent and economical bus service to its residents and Cal Poly Humboldt students.
RECOMMENDATION:
It is recommended that the Council:
1) Approve an Amendment and Restatement of the Agreement between the City of Arcata and Humboldt Transit Authority (HTA) for Operations and Maintenance of the Arcata & Mad River Transit System (A&MRTS) and Vehicles; and 2) Authorize the City Manager to execute all applicable documents.
B. Public Hearing to Approve the Annual Engineer's Report and Declare the City's Intention to Continue to Levy and Collect Assessments of Existing Assessment Districts to include Mad River Parkway Business Center, Windsong, and Janes Creek Meadow Landscape Maintenance Assessment Districts.
The City has three assessment districts that are billed annually as part of their property tax assessments. As required under the Landscape and Lighting Act of May 3, 2023 City Council Agenda
-5-
1972, annual Engineer’s Reports and Resolutions of Intent to continue to levy assessments are required. The Resolutions of Intent are incorporated into the City’s annual budget process. This action directs the City Engineer to complete the required reports and notices in preparation of the budget adoption.
RECOMMENDATION:
It is recommended that the Council:
1) Approve the Annual Engineer's Reports;
2) Declare the City's intention to continue to levy and collect assessments of existing assessment districts; and
3) Adopt the Mad River Parkway Business Center Landscape Maintenance Assessment District Resolution No. 223-48, the Janes Creek Meadow Landscape Maintenance Assessment District Resolution No. 223-47, and the Windsong Landscape Maintenance Assessment District Resolution No. 223-49.
C. Approve a Summer City Council Meeting Schedule for 2023 and Schedule Study Sessions with the Planning Commission.
From 2008 to 2021, the City Council historically canceled its first meeting in August. In 2022, it canceled its first meeting in July. The Council may want to consider cancellation of meetings in July or August 2023.
There is interest in holding study sessions with the Planning Commission between August and December, at least one specific to the General Plan and one for the Gateway Plan.
RECOMMENDATION:
It is recommended that the Council:
1) Discuss July and August meeting schedules and provide direction to staff; and 2) Schedule study session dates with the Planning Commission for both General Plan and Gateway Plan review.
