X. OLD BUSINESS
A. Receive an Update on the Progress of the Arcata Wastewater Treatment Facilities Improvements Project.
Staff will present an update on the progress of the construction of Phase I of the Arcata Wastewater Treatment Facilities (AWTF) Improvement Project as well as efforts to plan for future improvement phases for the Arcata Wastewater Treatment Facility.
The City’s primary purposes in pursuing the AWTF Phase I upgrade are to provide reliable service to the community now and in the future, replace aging critical infrastructure from the late 1980s, reconfigure to a single pass flow through the treatment facility and enhancement wetlands, and upgrade the disinfection system to ultraviolet light (UV) in order to continue to provide wastewater treatment while improving existing levels of regulatory compliance for the protection of water quality and public health. The project is of critical importance to meet current water quality standards, eliminate disinfection byproducts associated with chlorine disinfection, protect coastal resources, and produce a higher quality effluent for beneficial use within coastal habitats.
Construction was initiated in early 2023 on the Phase I project and is anticipated to continue through December 2025. The Phase I project is being funded by the State Water Resources Control Board Clean Water State Revolving Fund (SRF) and the City’s Wastewater Fund.
RECOMMENDATION:
Receive an update on the progress of the Arcata Wastewater Treatment Facilities Improvements Project.
B. Consider Minor Changes to the General Plan 2045.
The General Plan 2045 draft released on December 12, 2023, included the input and recommendations of the community, City Committees, the Planning Commission, and Council collected over years of engagement. Since the December 2023 release, there have been several minor changes recommended by staff, the public, or the Planning Commission. This agenda item provides the Council the opportunity hear about these changes and to decide to accept or reject the changes that have been proposed. City Council will review the changes and direct staff whether to incorporate them or not.
RECOMMENDATION:
Staff recommends the Council consider the changes to the General Plan 2045 update that have been proposed since the draft release on December 12, 2023, and provide direction to staff.

C. Consider Revisions to the City Officials' Protocol Manual 2024.
Per Chapter 9, Section 9.01 of the City Council Protocol Manual, the City Council will review and revise the City Council Protocol Manual as needed. As part of the transition of the City Attorney, a review of current City templates and practices has been undertaken. The City Council reviewed a draft update of the manual on April 3, 2024, and directed several additional changes. These and a few additional updates have been added for the Council’s consideration.
RECOMMENDATION:
It is recommended that the Council:
1) Review City Attorney and staff-recommended revisions and updates to the current City Council Protocol Manual (2021);
2) Provide any additional changes or revisions; and
3) Approve the Manual or direct staff to return with a final revised City Officials’ Protocol Manual (2024) at a future meeting for approval.
XI. NEW BUSINESS
A. Introduce Ordinance No. 1568 Amending the Mobilehome Rent Stabilization Regulations to Reduce the Mobilehome Rent Stabilization Fee.
The City Council adopted the Mobilehome Rent Stabilization Ordinance No. 1487 on November 1, 2017. The ordinance included a rent stabilization administration fee to cover the costs associated with implementation of the ordinance. At the time of adoption, the administration fee was set at a minimum of $10 per month per space. This action would remove the $10 minimum administration fee and replace it with a fee established in the Master Fee Schedule by resolution annually.
RECOMMENDATION:
It is recommended that the Council:
1) Find the proposed action exempt from the California Environmental Quality Act (CEQA) pursuant to the general rule under the California Environmental Quality Act that the action does not have the potential to have an environmental effect (the “Act”) Section 15061(b)(3) of the Act Guidelines; and
2) Introduce Ordinance No. 1568, An Ordinance of the City Council of the City of Arcata Amending Mobilehome Rent Stabilization Regulations; waive reading of the text and consent to read by title only.
