PRESENT: Stillman, Schaefer, White. ABSENT: Matthews, Atkins-Salazar. STAFF PRESENT: City Manager Diemer, Human Resources/Administrative Services Director Vink, Finance Director Miller.

The Council met in the City Manager's Conference Room for closed session.
