SPECIAL CITY COUNCIL MEETING
COUNCIL CHAMBER SEPTEMBER 18, 2024
1 A special meeting of the City Council of the City of Arcata was held on the above date at 5:00 p.m. in person, with Mayor Matthews presiding. Notice of this meeting was posted on September 17, 2024. PRESENT: Matthews, Stillman, Atkins-Salazar, Schaefer, White.
ABSENT: None. STAFF PRESENT: City Manager Perry, Director of Community Development Loya, City Clerk Varley.
PUBLIC COMMENT
Mayor Matthews invited public comment.
There was no public comment.
CONSENT CALENDAR
Mayor Matthews removed item A from the Consent Calendar for further discussion. No motion was made due to there being only one item on the consent calendar.
A. Item III-A was moved to Items Removed from Consent Calendar.
ITEMS REMOVED FROM THE CONSENT CALENDAR
A. Approve the Response to the 2023-2024 Grand Jury Report, "Arcata Fire District, Dwindling Resources = Dwindling Services;" Authorize the Mayor to Sign the Response on Behalf of the City Council; and Direct Staff to Forward the Response to the Presiding Judge of the Humboldt County Superior Court.
The Council discussed the Grand Jury Report and potential amendments to the drafted response.
ON MOTION BY SCHAEFER, SECONDED BY ATKINS-SALAZAR, AND WITH A
UNANIMOUS VOICE VOTE, THE COUNCIL APPROVED THE RESPONSE TO THE 2023-2024 GRAND JURY REPORT, "ARCATA FIRE DISTRICT, DWINDLING RESOURCES = DWINDLING SERVICES;" AND AUTHORIZED THE MAYOR TO
SIGN THE RESPONSE ON BEHALF OF THE CITY COUNCIL WITH THE
AMENDMENT THAT IT BE CLARIFIED TO THE GRAND JURY THE DIFFERENCE BETWEEN MANDATING AND ALLOWING FIVE TO SEVEN STORY BUILDINGS.
AYES: MATTHEWS, STILLMAN, ATKINS-SALAZAR, SCHAEFER, WHITE. NOES:
NONE. ABSENT: NONE. ABSTENTIONS: NONE.
On inquiry by City Clerk Varley, the Council agreed by general consensus that staff was directed to forward the response to the presiding judge of the Humboldt County Superior Court as written in the staff report with the amendment desired.
